Building Participatory Organizations For Common Pool Resource Management: Water User Group Promotion In Indonesia, Jacob I. Ricks

States are increasingly striving to create participatory local organizations for joint management of common pool resources. What local conditions determine success of such state efforts? What effect do these efforts have? Drawing on controlled comparisons between three districts in Indonesia and an original survey of 92 water user groups, I demonstrate that local political contexts condition the effectiveness of participatory irrigation policies. When irrigation is politically salient, local politicians pressure bureaucrats to better engage with farmers. The data also show that training programs are not as effective at increasing water user organization activity as frequent contact between bureaucrats and farmers.

Cynicism, for instance about startling turns in global affairs, can be toxic. A dose of healthy scepticism is a much better approach. Trust is an important foundation in interactions between people, and this applies in relationships between friends, employee and employer, or citizens and the government. At the government level, recent surprise world events, such as Brexit, when Britons voted to leave the European Union, and last week's election of anti-establishment figure Donald Trump to the United States presidency, suggest a disruption of that foundation of trust. Corporate Reorganisation Of China's Listed Companies: Winners And Losers, Zinian Zhang

This article is the first empirical study investigating the corporate reorganisation of Chinese domestically-listed companies. Through examining these cases, it challenges the assertion made by most of these corporate reorganisation plans and by Chinese state-run media reports that creditors and general public shareholders were the major beneficiaries. Through an analysis of the data generated from all forth-three such cases, this articles reveals that: First, unsecured creditors could have, on average, received 61.37% more of their claims if the fundamental value distribution principle, the absolute priority norm, could have been complied with in these reorganisations; Second, if the general-public-shareholder-protection scheme issued …

Detecting occupancy of seats in library is important for librarians to check seats’ usage, and for students to find available seats in crowded time. In our prior work [1], we presented in-lab micro benchmarks to show feasibility of capacitive sensing for seat occupancy detection. In this demo paper, we present larger scale real-world deployment of occupancy detection system and its performance.

Urban greenery is a favoured approach applied towards reducing urban warmth and climate discomfort, but ascertaining its measured and perceived effectiveness in tropical climates is relatively understudied. To this end, we investigated microclimate differences within an urban park (the Singapore Botanic Gardens) to assess if variations in plot-scale land cover affect both objective (measured) and subjective (surveyed) microclimate data. Over two monsoonal seasons, we obtained data from four distinct sites—a tropical rainforest stand, a palm tree valley, a water-body feature, and the park visitors’ centre. This paper explains the reason why the hitherto statist country, Korea, has carried out significant decentralization since the 2000s. In explaining the motivation for decentralization, extant literature has focused on the role of parties, bureaucratic politics, democratization, or territorial interests. Yet there is still limited explanation of how the decentralization laws in Korea could be successfully passed in the 2000s, while cental stakeholders still persisted. One Swallow Does Not Make Spring: A Critical Juncture Perspective On The Eu Sanctions In Response To The Arab Spring, Andreas Boogaerts, Clara Portela, Edith Drieskens

This article examines to what extent the Arab Spring constitutes a critical juncture – a major turning point – for the EU’s sanctions policy towards Egypt, Libya, Syria and Tunisia. Based on a multidimensional critical juncture operationalization, we find that the Arab Spring only constitutes such a turning point for the EU’s sanctions policy towards Syria. Both the level and nature of measures differ substantially from previous years. By contrast, the EU’s sanctions practice towards Libya, Egypt and Tunisia shows more resilience. Group members often over-weigh shared information and under-value unique information during discussions to the detriment of decision quality. Fortunately, perceiving other group members as receptive to dissenting opinions may enhance information sharing. We distinguish between two ways of expressing opinion-differences about tasks-debates and disagreements-that we predict are perceived by others as conveying varying degrees of receptivity to dissenting opinions. In four studies with mixed methods and a causal chain design, we manipulate and measure group members' (the "senders") expressions of debates and disagreements, others' (the "receivers") perceptions of the senders' receptivity to dissenting opinions, and receivers' information sharing intentions and …

Debates over the Fukushima Daiichi Nuclear Disaster pointed to a set of institutional and organizational failures in Japan’s nuclear regulation as a primary cause of the disaster. While the Japanese government has implemented reforms to strengthen nuclear regulation, I argue that these reforms have largely left out the education system as a key institution that produces and distributes expertise necessary for nuclear regulation. First, the Japanese education system has traditionally produced only a small number of experts in the fields related to nuclear regulation, aligned top-ranked experts with the pro-nuclear government, and weakened the civil society’s capacity to mobilize counter-experts. …

What capacities are needed on the part of policymakers in areas such as the agri-food biotechnology sector in order to attain excellence at the individual, organisational and systemic levels of regulatory operation? To address this question, this paper draws upon work recently carried out on regulatory excellence by the Penn Programme on Regulation and couples it with recent studies on how to build policy capacity. Despite public programs to promote healthy eating among populations in developed and developing countries, the increase in obesity as a result of poor dietary patterns continues to persist. As food advertising has been implicated for contributing to this global health challenge, this study aims to provide empirical evidence on food advertising in a broader global context, across economically and culturally different nations.
