Six major events caused Singaporeans to ponder over the future and what it will bring. As 2016 comes to a close, it is timely to reflect on the past 12 months, which I would summarise as "a future-focused year" - one filled with events and issues that made people ponder about their own future and that of the country. It is useful to revisit the way we approached the key events and issues. After all, when it comes to thinking about the future, how we think is as important as what we think.

Effective management of land-side transportation provides the competitive advantage to port terminal operators in improving services and efficient use of limited space in an urban port. We present a hybrid simulation model that combines traffic-flow modeling and discrete-event simulation for land-side port planning and evaluation of traffic conditions for a number of what-if scenarios. We design our model based on a real-world case of a bulk cargo port. This paper uses ‘Medieval’ drought conditions from the 12th Century to simulate the implications of severe and persistent drought for the future of water resource management in metropolitan Phoenix, one of the largest and fastest growing urban areas in the southwestern USA. WaterSim 5, an anticipatory water policy and planning model, was used to explore groundwater sustainability outcomes for mega-drought conditions across a range of policies, including population growth management, water conservation, water banking, direct reuse of RO reclaimed water, and water augmentation. Consolidation lies at the heart of the last-mile logistics problem. Urban consolidation centers (UCCs) have been set up to facilitate such consolidation all over the world. To the best of our knowledge, most-if not all-of the UCCs operate on volume-based fixed-rate charges. To achieve environmental sustainability while ensuring economic sustainability in urban logistics, we propose, in this paper, a bicriteria auction mechanism for the automated assignment of last-mile delivery orders to transport resources. In a commentary, SMU Associate Professor of Law Eugene Tan highlighted that Singapore is a living laboratory by which its development and urban planning experience and expertise can be studied and harnessed by other cities in the urbanisation and human development journey. He noted that while Singapore's urban planning experience may not be directly relevant to other cities, its experience suggests that political will with public support, innovation, and boldness can make a vital difference in urban planning outcomes. Bike Sharing Systems (BSSs) experience a significant loss in customer demand due to starvation (empty base stations precluding bike pickup) or congestion (full base stations precluding bike return). Therefore, BSSs operators reposition bikes between stations with the help of carrier vehicles. Due to unpredictable and dynamically changing nature of the demand, myopic reasoning typically provides a below par performance. We propose an online and robust repositioning approach to minimise the loss in customer demand while considering the possible uncertainty in future demand. The rise of Middle East carriers in the past decade has been nothing less than meteoric. Based on the notion of generic strategy, we analysed the potential for competitors of the leading Middle East carriers to respond in terms of market scope and product characteristics, using Singapore Airlines as a reference. We found that it was generally difficult for Singapore Airlines to compete in terms of market scope, and thus it should concentrate on offering different degrees of differentiation in its products. Development actors are regularly aware of the shortcomings of governance interventions before, during, and after development assistance is introduced, yet those programmes continue and are even revisited. Why? This paper uses the Pakistani experience with power sector reforms to illustrate how the donor-led reform agenda had readily apparent shortcomings. A new wave of development thinking responds to such failures by drawing on complexity theory and moving toward more local, iterative and experimental approaches. However, by highlighting how the awareness of problems with reforms isn't sufficient to avoid them, this paper points to a higher order of obstacles which remain unaddressed.

Since the mid-1990s, UN special procedures reports have increasingly addressed human rights violations related to sexual orientation. However, it was not until 2011 that the first UN resolution on human rights and sexual orientation was adopted. After considerable difficulty, a follow-up resolution was adopted in late 2014. This policy and practice note examines the challenges of adopting sexual orientation resolutions at the UN Human Rights Council. We used primary data collected from 163 households in an off-grid Rwandan village to provide insights into energy poverty at the household-level. Informed by the rural livelihoods literature, we constructed a novel asset- and income-based index to disaggregate our results by socio-economic status. We also employed microeconometric techniques to investigate the determinants of household willingness-to-pay for electricity. We found statistically significant differences between households of different socio-economic status for expenditure on lighting and other electricity services, willingness-to-pay for electricity, income-generating activities and food security.
