This paper addresses the time dependent orienteering problem with time windows and service time dependent profits (TDOPTW-STP). In the TDOPTW-STP, each vertex is assigned a minimum and a maximum service time and the profit collected at each vertex increases linearly with the service time. The goal is to maximize the total collected profit by determining a subset of vertices to be visited and assigning appropriate service time to each vertex, considering a given time budget and time windows. How to coordinate the communication among intersections effectively in real complex traffic scenarios with multi-intersection is challenging. Existing approaches only enable the communication in a heuristic manner without considering the content/importance of information to be shared. In this paper, we propose a universal communication form UniComm between intersections. UniComm embeds massive observations collected at one agent into crucial predictions of their impact on its neighbors, which improves the communication efficiency and is universal across existing methods. On-demand ride-pooling (e.g., UberPool, GrabShare) services focus on serving multiple different customer requests using each vehicle, i.e., an empty or partially filled vehicle can be assigned requests from different passengers with different origins and destinations. We study the role of ride-hailing surge factors on the allocative efficiency of taxis by combining a reduced-form estimation with structural analyses using machine-learning-based demand predictions. Where other research study the effect of entry on incumbent taxis, we use higher frequency granular data to study how location-time-specific surge factors affect taxi bookings to bound the effect of customer decisions while accounting for various confounding variables. While “systemic thinking” is popular in the context of capacity development and evaluation, there is currently a lack of understanding about the benefits to employing systems theory in evaluation capacity development. "The Human Readiness Level (HRL) Scale is a simple 9-level scale for evaluating, tracking, and communicating the readiness of a technology for safe and effective human use. It is modeled after the well-established Technology Readiness Level (TRL) framework that is used throughout the government and industry to communicate the maturity of a technology and to support decision making about technology acquisition. Here we (1) introduce the ANSI/HFES 400-2021 Standard that defines the HRL scale and (2) provide concrete examples of evaluation activities to support the application of HRLs in the development of automated driving systems."

The commercial fishing industry is frequently described as one of the most hazardous occupations in the United States. The objective, to maximize the catch, is routinely challenged by a variety of elements due to the environment, the vessel, the crew, and how they interact with each other. Lashing and de-lashing operations of containers cargo on board containerships are considered as quite strenuous activities in which operators are required to work continuously over a 6 or 8 hours shift with very limited break. The COVID-19 pandemic has heightened the necessity for pervasive data and system interoperability to manage healthcare information and knowledge. There is an urgent need to better understand the role of interoperability in improving the societal responses to the pandemic. This paper explores data and system interoperability, a very specific area that could contribute to fighting COVID-19. Specifically, the authors propose a unified health information system framework to connect data, systems, and devices to increase interoperability and manage healthcare information and knowledge. A blockchain-based solution is also provided as a recommendation for improving the data and system interoperability in healthcare.

Extreme events, such as natural or human-caused disasters, cause mental health stress in affected communities. While the severity of these outcomes varies based on socioeconomic standing, age group, and degree of exposure, disaster planners can mitigate potential stress-induced mental health outcomes by assessing the capacity and scalability of early, intermediate, and long-term treatment interventions by social workers and psychologists. This paper contends that Maritime Domain Awareness Center (MDAC) design should be a holistic approach integrating established knowledge about human factors, decision making, cognitive tasks, complexity science, and human information interaction. The design effort should not be primarily a technology effort that focuses on computer screens, information feeds, display technologies, or user interfaces. We propose a Recursive Logit (STD-RL) model for routing policy choice in a stochastic time-dependent (STD) network, where a routing policy is a mapping from states to actions on which link to take next, and a state is defined by node, time and information. A routing policy encapsulates travelers’ adaptation to revealed traffic conditions when making route choices. Routing problems are very important in intelligent transportation systems. Recently, a number of deep learning-based methods are proposed to automatically learn construction heuristics for solving routing problems. However, these methods do not completely follow Bellman's Principle of Optimality since the visited nodes during construction are still included in the following subtasks, resulting in suboptimal policies. COVID-19 has severely impacted the global aviation industry, causing many airlines to downsize or exit the industry. For airlines which attempt to sustain their operations, they will need to respond to the increase in passenger and cargo demand, as countries recover slowly from the crisis due to the availability of vaccines. We built a series of spreadsheet models to first project the COVID-19 recovery rates by countries from 2021 to 2025, then forecast the passenger and cargo demand, using historical data as base figures. Hazardous industrial operations are highly stochastic, still human-dependent, and risky. Operators working in such an environment must understand the complex interrelation between several factors contributing to safe and effective operations. Therefore, being able to predict the effects of their actions on provoking or mitigating possible accidents is crucial. Inherent safety (IS) refers to a set of measures that enhance the safety level of processes and equipment, rendering additional equipment and/or add-ons.
