Many older cities in the United States confront the problem of long-term decline in population and economic activity resulting in blighted conditions that make conventional revitalization initiatives unlikely to succeed. Smart shrinkage, a planning approach that emphasizes alternative land uses while preserving quality of life, offers a way for cities to remain desirable places to live and work. However, there is little research on empirical methods to support planning decisions consistent with smart shrinkage. In the past two decades, the need to address human factors in shipping through integration of ergonomics in the design of ships and shipboard equipment has increased significantly as a result of the technological development of modern ships. The International Maritime Organization (IMO), the United Nations’ specialized organizationfor ship safety issues, has adopted a vision to address human factors as a key element for the improvement of maritime safety, and in that context acknowledges the human element as complex and multi-dimensional. This article presents research conducted within the Vessel Traffic Service (VTS) domain. VTS is a service that is provided close to ports and geographically challenging areas to support merchant vessels in their navigation. Although VTS is legally an advice and assistance service, applying concepts from Cognitive Systems Engineering and Resilience Engineering can highlight how the joint human-machine system works to promote safe and efficient traffic movements. Community development corporations purchase distressed housing to rehabilitate for renter or owner-occupancy. These mission-driven organizations, skilled in the business of housing development, often lack analytic expertise to determine which acquisitions to pursue that would maximize social impact. This paper presents results, using actual purchase data from a Boston-area CDC, to assess the potential social benefits associated with using a decision model as compared to conventional practices.

The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? In this talk, I discuss alternative decision modeling strategies that support neighborhood health. Where foreclosure responses are likely to ensure that neighborhoods remain vital places for residential housing, productive strategies may include property acquisition and redevelopment. Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

The following paper presents findings from a qualitative study conducted on board of two merchant vessels. Interviews and observations have been used to obtain insights in how safety is defined and promoted by the personnel working on board. The merchant vessel, the crew and the single mariner are identified to be part of a socio-technical system displaying three levels of system aggregation; person-centred, crew-centred, and vessel-centred. The common ground of a crew, an overlap of the individual mariners’ experience and knowledge, is identified as a basis for trust and predictability of action on board, which is a necessity to be …

This article examines how multinational corporations (MNCs) shape institutional conditions in emerging economies to secure access to high-skilled, yet lower-cost science and engineering talent. Based on two in-depth case studies of engineering offshoring projects of German automotive suppliers in Romania and China we analyze how MNCs engage in ‘active embedding’ by aligning local institutional conditions with global offshoring strategies and operational needs. MNCs thereby contribute to the structuration of field relations and practices of sourcing knowledge-intensive work from globally dispersed locations.Our findings stress the importance of institutional processes across geographic boundaries that regulate and get shaped by MNC activities.

Home-Delivered Meals provision, also known as Meals-on-Wheels, is a volunteer-staffed activity for which little strategic planning is performed. We develop a Memetic Algorithm to solve the Home Delivered Meals Location Routing Problem. This planning model addresses facility location, allocation of demand to facilities, and design of delivery routes, while balancing efficiency and effectiveness considerations. The case study presented on a large data set shows how trade-off curves, which are very useful for decision making, can be obtained by the method developed.

This paper describes and develops a model for calculating location-based strategic values of foreclosed properties considered for acquisition and redevelopment by community development corporations (CDCs). A property’s strategic value refers to its proximity to site-specific neighborhood amenities and disamenities (e.g. schools, public transit, distressed properties), given the relative importance of that proximity to CDC organizational and community objectives. We operationalize the concept of strategic value, and apply this concept to a salient public sector decision problem. Using data and value assessments from a CDC engaged in foreclosed housing redevelopment, we compute measures of strategic value for a set of acquisition …

The objectives of this work were to identify human performance risks and benefits of adaptive systems through a systematic analysis and heuristic evaluation of adaptive system component types and characteristics. As flight deck automated systems have more access to aircraft data, sensor data, stored databases, communicated information, and real time flight crew inputs, as well as more ability to process that information in sophisticated ways to identify situational priorities and context, it is becoming more realistic for those automated systems to adapt their behavior based on context. This paper presents the extension and evaluation of a formal representation that enables planners at different levels of command, and in different functional area, to jointly share, develop, and modify plans. Planning has moved from a co-located, concurrent, small team activity to an activity that involves a large, culturally diverse, hierarchical, globally-distributed team. Although maritime safety is one of the key terms in regulation, guidelines and recommendations, such as SOLAS (International Convention for the safety of life at sea (IMO, 1974), in the shipping domain, there is, to the best of our knowledge, neither an explanation of this specific type of safety nor any explicit understanding on how it is promoted by those who work on board of merchant vessel. This qualitative study approaches maritime safety from a crew perspective and discusses what constituents should be considered to be part of maritime safety.

Understanding the reasoning of others is a key aspect to achieving a shared understanding when collaboratively solving a problem, such as the generation of a plan, and recent observations of military planners suggest that it plays a key role in the planning process. An example of rationale is described where a misunderstanding is only resolved by the joint exploration and cross-challenging of the rationale. Over the years, researchers have expended considerable effort in attempts to improve military planning, most notably via the provision of automated planning support tools. While there have been some successes (e.g. the DART system which was used for movement planning during Gulf war), planning still remains a very human‐orientated activity with little technical support. Senior centers off#11;er a variety of services to facilitate independent living of older adults. In the U.S., increasing suburbanization and aging of suburban residents necessitate reconfiguring senior services. We propose a two-echelon network of senior centers across large study areas and formulate a stochastic facility location/allocation model with mixed-integer recourse. We apply our model to Allegheny County, Pennsylvania, which has one of the oldest population in the U.S. Our model shows that a two-echelon network design is appropriate for increasing the occupancy of senior centers as community focal points while maintaining customized and accessible programming in small neighborhood areas.
