In 1961, American military intelligence was decentralized. The Army was responsible for all intelligence concerning foreign armed forces. Within the Army, the technical services – Transportation Corps, Signal Corps, Ordnance Corps, etc. – were responsible for intelligence concerning analogous organization in foreign organizations. The Transportation Corps was responsible for intelligence concerning foreign transportation equipment and services. Since there was no centralized American military intelligence organization, the Transportation Corps was tasked with supplying intelligence concerning foreign road and rail networks and waterways as well as ports and landing beaches and airfields.

On August 28, 1961, personnel of the Research Division were requested to observe a demonstration of a newly developed Etnyre Median Paver. The demonstration was given at the Lehman-Roberts Company plant in Lexington, and was arranged primarily for the benefit of the paving contractor working on Euclid Avenue in Lexington. The paving contract called for the construction of a surmountable bituminous concrete median which, to our understanding, is the first instance for construction of that type to be machine-laid. It has been known for some time that some Western Kentucky bank gravels perform rather poorly as base or shoulder material. In the fall of 1956, the Division of Research participated in the experimental design and evaluation of a group of ten rural highway base stabilization projects. Two of these projects, one in Ballard County and one in Marshall County involved the stabilization of Western Kentucky bank gravels with a bituminous material; AE-200, a mixing-type emulsion, was used.

This report reviews activities on this project since the Progress Report, Part IV, June 1961.

The summer of 1961 has been one of the driest on record for Ogden Bay and Howard Slough Refuge. The extreme shortage of irrigation water has resulted in very little flow in the Howard Slough which originates from return flow. The available water from the Weber River for the Ogden Bay Refuge was also the lowest on record. The scarcity of water at these two refuges has resulted in increased salinity.

In co-operation with the Bureau of Public Roads, a number of reinforced pipe culvert installations in a number of states have been selected to evaluate the effectiveness of the design and construction criteria. One particular pipe has been chosen for this special study because of its installation conditions. This pipe is located on I 75-6 (5) 123 in Scott County at Station 37 + 50, US460, SW Ramp, and has been constructed using both type beddings that are specified in the 1956 edition of the Kentucky Department of Highways Standard Specifications for Road and Bridge Construction and amendments thereto. The major considerations in the evaluation of a slab's condition, where surface defects exist, are the number of defects, their type and size. It is possible for a slab to contain a large number of surface intrusions without being appreciably damaged, if the impairments are all very small. On the other hand, only a few very large defects would be very damaging. Certainly, the most satisfactory condition would be the complete absence of blemishes.
