The purpose of this study was to analyze the financial data of selected reorganized high school districts in the State of Missouri for the two years immediately following reorganization and the two years immediately preceding reorganization to determine what changes occurred in financial patterns of the districts after reorganization had occurred.

The following subproblems were examined:

1. Assessed valuations were analyzed for the two years preceding and the two years following reorganization.

2. Tax rates were analyzed for the two years preceding and the two years following reorganization.

Since primitive travel caused few traffic problems, simple, unwritten rules of the road remained sufficient for many centuries. It is interesting to note, however, that in 396 B.C. the Romans felt compelled to write traffic laws for the city of Rome. One of these early ordinances written in 205 B.C. state that women were forbidden to drive vehicles within the city of Rome. During the rule of Julius Caesar congested traffic conditions necessitated a regulation that vehicles could not enter the city during business hours and in 50 B.C. a Roman law was passed against "trucking."

During World War II inadequacies in physical education programs in the United States were clearly revealed. A study of the physical fitness of men in the Army Air Force disclosed that almost one-half of the inductees were in poor or very poor condition. The Army and Navy testing programs also revealed that a large percentage of inductees was in poor physical condition. These test results did not include the numerous persons who were rejected from military service for various reasons.
