Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. Conventional wisdom in the literature attests to the importance of involving academic staff in strategic planning and self study programs but there is a lack of empirical evidence to substantiate this argument. This paper reports on the findings of an empirical investigation of the effectiveness of three strategic planning and three self study programs, undertaken in one Higher Education Institute (HEI), between 1997 and 2006. Recent developments in enhancing heat transfer in cooling towers, together with the success of chilled ceilings, have prompted a review of the evaporative cooling technique. in temperate maritime climates. The thermal efficiency of such systems is a key parameter, as a measure of the degree to which the system has succeeded in exploiting the cooling potential of the ambient air. This paper presents the results of experimental research into the thermal efficiency of a water-side open indirect evaporative cooling test rig designed to achieve low (1-4 K) approach conditions. Secondary efficiencies in the range 0.24-0.76 have been achieved.

The success of chilled ceilings and displacement ventilation systems as a means of sensible cooling in buildings has prompted a review of evaporative cooling technology as an effective means of generating the required cooling water. When such cooling water is generated at low approach conditions (2–5 K), at the higher temperatures required in these systems (14–18°C), very high levels of availability result. This paper addresses some issues regarding virtual learning and the future of traditional universities. Specifically, it considers these issues by reflecting on the following: First, it focuses on the repercussions of information technologies for teaching and learning in "cross-cultural" courses. It critically assesses, via three recent examples, how these approaches influence teaching and learning in the context of international management courses. Second, drawing from the above examples, the paper reflects more broadly on the implications of these technologies: (1) for new forms of knowing and knowledge production; and (2) for the future of institutional conditions of universities.

This paper reviews the changes which are taking place internationally in the taxation of the tourism industry and the reasons why tourism is especially susceptible to increased taxation. It compares VAT rates in European countries and assesses the relationship between those rates and increases in international tourism receipts, concluding that there is not the direct, negative relationship which hotel associations frequently cited in their submissions to government.
