Collective Bargaining In Illinois Special Education Cooperatives, Wayne E. Savageau

The Illinois Educational Labor Relations Act (IELRA) took effect on January 1, 1984. By the 1988-89 school year, the number of Illinois public school districts with negotiated contracts had increased by nearly 68%, from 507 to 850. The effect of the Act on multi-district special education cooperatives is not as easily determined.

Directors of Illinois' 54 multi-district special education cooperatives outside Cook County were surveyed to obtain demographic data and information on the collective bargaining experiences of these cooperatives. Responses were received from 41 directors (76%).

These directors reported geographic sizes ranging from 144 to 4,000 square miles, with enrollments …

An Analysis Of The Impacts Of The Illinois Board Of Higher Education' S Admission Requirements On Selected High Schools In East Central Illinois, Stephen C. Selle

The Illinois Board of Higher Education in 1985 instituted mandatory subject admission requirements for all state universities beginning in the year 1990. Subsequent legislative action by the Illinois General Assembly has moved these requirements back to 1993. This field experience investigated the possible impacts of these requirements on rural schools of under 500 students in east central Illinois. A cover letter explaining the purpose of the study and a two page questionnaire were mailed to twenty- one schools. Sixteen schools in the counties of Vermillion, Ford, Iroquois, Kankakee, and Will responded and were the focus of the study. Enrollment patterns …

Social Status And The Play Interactions Of Students Labelled Learning Disabled And Their Peers, Tammy S. Bryant

The relationship between social status and play interactions of students labelled learning disabled and their peers is an area which has received much attention. However, most of the research has focused on students in resource settings. The current study focused on students labelled learning disabled in self-contained settings. The study involved administering the Play With Rating Scale to 41 second and third graders in regular classrooms and to 11 same-aged peers who were learning disabled in self-contained settings. The related services component of P.L. 94-142 has been one of the most difficult features in providing a Free Appropriate Public Education (FAPE) for eligible handicapped students and it continues to be a persistent challenge. Related services have been a fertile area of disagreements between school personnel and parents because of the high cost of providing some services, and because of parents' requests for a variety of services, not necessarily within the intent of the law, to be provided at public expense. Issues involving related services have primarily focused on availability, service delivery models ensuring fiscal efficiency, compliance and legality. …

Purpose. Although performance appraisal is an important factor in the successful operation of organizations, it is often a difficult and threatening task. Traditional approaches to evaluation have proved to be neither effective nor in legal compliance. This problem affects postsecondary institutions, where customary subjective appraisal contributes to undesirable employment discrimination.

This study provides postsecondary administrators with an effective and legally defensible model of performance appraisal. The purpose of this study was to assess the extent to which clinical supervision is practiced in American public schools. The investigator gathered data on the form of the practice, central office support for it, principal training in clinical supervision, the purposes for which clinical supervision was used, and principal's valuing of the process for improving practice. The sample of building administrators used for this study was drawn from a list of schools recognized as effective by the U.S. Department of Education from 1982-83 through 1985-86. There is a high degree of educational need in a correctional setting. In one states, 60% of the total number incarcerated are unable to read and write. The increase of that population is of some concern. In 1925, state and federal prisons held 79 people per one-hundred thousand inmates, and in 1985 the number had risen to 201 per one-hundred thousand. One purpose of this study was to determine primary principal power tactic usage in Iowa elementary schools. The study also investigated the associations among principal power tactic usage, leadership style, and organizational climate.

The study utilized the Leadership Effectiveness Adaptability Description (LEAD-Self) survey to determine primary leadership style. The Organizational Climate Description Questionnaire (OCDQ-RE) was utilized to identify teachers' perceptions of school climate. The Perception of Principal Power Tactics Survey (PPPTS) was utilized to assess teachers' perceptions of principal power tactic usage.

In Virginia, the State Board of Education has specified fourteen areas in which every teacher who is granted a Collegiate Professional Certificate must be competent and has established the Virginia Beginning Teacher Assistance Program (BTAP) for the purpose of assessing the competence of beginning teachers. The basis of BTAP is a "set of measurable or observable indicators through which beginning teachers can demonstrate their competence in each competency area specified by the Board of Education." In studies of teacher effectiveness in regular education, these competency areas have been consistently related to increased student achievement. Few studies in special education have …

The purpose of this field experience was to develop a detailed five-year strategic plan for Jefferson Middle School. The Association for Supervision and Curriculum Development (ASCD) Middle School Future Planning Consortium had twenty-four middle schools across the nation that worked collaboratively to share and build their plans. Jefferson Middle School was part of this consortium. The researcher utilized the ASCD format and the expertise of those schools involved to develop the Jefferson Middle School plan. The purpose of this study was to review the historical origins and chronology of the student assessment movement in the United States and to describe and analyze the development of Virginia's higher education student assessment policy within that movement. "Student assessment," the process of determining whether or not students have met educational goals set by their programs of study, institutions of higher education, or the state is a relatively new event in Virginia.
