The goal of this research was to develop an instrument capable of measuring the theoretical parameters of organizational learning that could be used as a diagnostic tool to measure an organization's learning potential. This goal was accomplished by developing a pilot questionnaire based on 27 potential learning parameters. The potential parameters of learning were extracted from the literature. A scale of behavioral statements was developed for each potential parameter. The pilot questionnaire was completed by 108 Air Force personnel in Air Force Institute of Technology (AFIT) graduate education programs. The results confirmed 85% of the original scales. This study examined whether calibration of the SEER-SEM impacted the effort estimates generated by the model for software developments- A historical database was provided by the Space and Missile System's Center Los Angeles, and used as the model's input data. The data was stratified into four usable platforms, military ground command and-control, military ground signal processing, military specification avionics, and military mobile. Each platform's data sets were split, the majority of points for calibration of the model, and the rest for model validation. Local communities affected by a base closure are uncertain as to their future and look to the federal government for guidance and economic assistance in rebuilding their local economy. The local communities want to close the base with as little federal government interference as possible and convert the base to civilian use with as much federal financial assistance as possible. During 1993-1994 two Air Force Institute of Technology research teams began longitudinal case studies of the base closure and rescue process at Gentile Air Force Station, Ohio to determine the effectiveness of the federal government's current approach. The DoD has budgeted over $9.8 billion for 1995 for information technology, yet many government office workers let their existing systems sit idle. This thesis explores why these computers are sitting idle. This researcher's initial hypothesis was that certain features of the human-computer interface can positively or negatively affect efficiency, retention, and satisfaction level of workers. Although some research is being done in this area, interfaces continue to be of poor quality, especially in the DoD, where long procurement cycles, forced purchases, and limited budgets result in out-of-date software. Current Foreign Military Sales FMS models provide stock levels that result in a very low system availability or a funding requirement that exceeds the overall budget. The purpose of this research was to determine if an inventory model exists that can be used in FMS reparable sparing to provide a more efficient and economical inventory purchase. The Aircraft Sustainability Model ASM is such a model, providing the most aircraft availability possible from a given inventory investment by computing the optimal number of spare parts to buy for each item. The importance of embedded software, used in every subsystem of ah major weapon systems used by the United States Air Force, has increased drastically over the last decades. However, in spite of the regulations currently in existence, developing and acquiring software which meets the user requirements within the original cost and schedule estimates continues to be difficult.
