Visible emission from Rb optical pumping cells was characterized under a range of conditions relevant to the production of laserpolarized xenon (including temperature, partial pressures, and D1-resonant 795 nm laser power). Bright 421 nm (6P --> 5S) emission was consistent with energy-pooling processes of the type: Rb*(5P1/2) + Rb*(5P1/2,3/2) --> Rb*(6P1/2,3/2) + Rb(5S1/2), with processes transiting through 5D states likely contributing at higher temperatures/lower N2 partial pressures. Under such conditions a number of Rb lines may be observed, indicating population of Rb states to P9D (~31822 cm^-1). Such energies exceed those required for efficient production of laser-induced plasma.

The relationship between domestic intellectual property statutes and international law in growing in scope and depth. This paper is a chapter in a book that emphasizes that international law is not only used to interpret domestic law but in fact may itself become a guide for international tribunals, such as the World Trade Organization Dispute-Settlement Body. Unburdening The Constitution: What Has The Indian Constitution Got To Do With Private Universities, Modernity And Nation States?, Shubhankar Dam

This article critically analyses the decision of the Indian Supreme Court in Yashpal and another v. State of Chhattisgarh and others holding the establishment of private universities as unconstitutional. Swayed by the overwhelmingly irresponsible character of the respondent universities, the Supreme Court innovated constitutional arguments to uphold the claims of the petitioners. While intuitively correct in the context of the immediate facts, the judgment, when analysed in the abstract, reveals the self-inflicted harm it has the potential to cause. The Article first provides an overview of the history and prevailing motivations behind the promulgation of the Federal Sentencing Guidelines. Then, using the U.S. Court of Appeals for the Sixth Circuit as an illustrative example, the Article contends that, notwithstanding the supposed “far-reaching” implications of both Blakely and Booker, the judiciary's continued reliance on the “advisory” Guidelines has practically changed federal sentencing procedures very little in form or function. For a contrasting response to Booker, the Article thereafter examines the State of Maine's sentencing scheme and its response to the Supreme Court's Booker/Blakely decisions. Social science research communities around the world face pressures for quantitative evaluation imposed from outside. Traditional methods of allocating jobs and research funding may not be seen as sufficiently merit-based to ensure research excellence and international competitiveness. In this environment, the preferred evaluation methodology tends to be SSCI-based bibliometrics, more or less exclusively. In this paper, I reflect on the merits of this approach by examining the nature of the social science literature as it relates to bibliometric evaluation. The argument is based on a thorough review of the literature of social science bibliometric methodology.

The theory of comparative advantage serves as the theoretical justification for the neoliberal economic reforms promoted by the International Monetary Fund, the World Bank, and multilateral and regional free trade agreements. This article employs insights from both neoclassical and heterodox economics in order to critique the theory of comparative advantage as applied to the agricultural sector. In particular, the article takes aim at the illusory notion that eliminating distortions in international agricultural trade caused by the lavish agricultural subsidies of wealthy nations will be sufficient to “level the playing field” and promote prosperity in both developed and developing countries. Environmental agreements such as the Kyoto Protocol aim to stabilize the amount of carbon in the atmosphere, which is mainly caused by the burning of nonrenewable resources such as coal. We characterize the solution to the textbook Hotelling model when there is a ceiling on the stock of emissions. We consider both increasing and decreasing demand for energy. We show that when the ceiling is binding, both the low-cost nonrenewable resource and the high-cost renewable resource may be used jointly. A key implication is that if energy demand were to decline in the long run, we may supplement energy supply …
