A Study Of Junior Sportsman Clubs Throughout The United States With Special Reference To The Lodi Junior Sportsmen, Joseph Allen Wilson

This study will trace the history and development of a new idea in recreation, that of the Junior Sportsmen’s Club. This program was first worked out by the writer ar Lodi, California, while he was employed by the Lodi Recreation Department, and has in a few short years spread throughout the United States. The writer feels the inasmuch as the project has been an actual field experiment, his study should be of value to other communities or to other leaders in recreation. This provides the reason as well as the justification for this study.

For a period of twenty years beginning in 1918 when the writer became Superintendent of the Stockton Playground Department, annual reports of its major activities and accomplishments were made and submitted to the Mayor and later the City Manager for their information. They helped in securing the next budget. Throughout the thirty years of service additional reports of activities and improvements in facilities were kept on file in the office of the department for the information of its officers and a permanent record.

Introduction

The close of World War II and the return to civilian life of its large number of young men and women veterans has been a period of rapid adjustments. A large number of these adjustments have been facilitated, or at least affected, by the legislative provisions of the national government. These provisions, in turn, have been affected by the applications made of them by local communities and their agencies. In the undertaking a recent history of such a fundamental law as one that deals with food, drugs and cosmetics in its relationship to the human race, we should realize that such a field has a history possibly as old as man himself. The right to strike is a privilege held dear and guarded closely by all organized labor. This is the most effective weapon with which organized labor can deal with capital and management. Alexander Howat, as President of District 14 of the United Mine Workers of America, vigorously opposed all attempts to restrict this cherished right to strike.

A short biographical sketch of this leader of the Kansas miners is used as a background for the study of the situation that developed after the enactment of the Kansas Industrial Court Law.
