Floods are the most damaging natural disasters in America. Land use change in upland watersheds can increase the probability and severity of floods (Bronstert, Niehoff, & Burger, 2002). When watersheds are divided by political and private property boundaries it leads to a misalignment of incentives in which downstream users lack recourse for upstream land use decisions contributing to flood risk. Groundwater is an essential water resource, accounting for about 40 percent of supply in California and 80 percent in the Central Coast hydrologic region, but significant monitoring data gaps have limited sustainable management efforts. Twenty-four basins within the Central Coast hydrologic region were identified as critically overdrafted in 2014. Researchers have found that if these boys are disconnected from school at an early age, they are at risk of becoming part of the school-to-prison pipeline (STPP). Northern Shrimp (Pandalus borealis) once supported a key commercial fishery in the State of Maine. Since its closure in 2013, the stock has remained in a particularly vulnerable state following recruitment failure, overfishing, and rising water temperatures. Furthermore, without this source of supplemental income, local fishermen have also experienced financial stress following unstable fishing conditions in other fisheries. However, little is known about whether certain leadership approaches are more conducive to a successful EM organization. The purpose of this correlational study was to explore whether emergency managers (EMs) who employ a servant leadership style instill greater confidence in emergency team members than EMs who employ a traditional paramilitary style of leadership. This research project describes the leadership roles of the municipal Chief Administrative Officer (CAO) in smaller municipalities through two profiles of experienced professionals working in southwestern Ontario. The CAO is the organizational superior to all municipal employees. The position is the main conduit between council and administration, and is ultimately responsible for policy development and implementation. The profiles were developed through semi-structured interviews.
