This paper demonstrates how using the word "carbon" within global warming debates severely impedes lobbyists in favor of building stronger renewable energy policies in the European Union (EU). Within the EU, carbon is widely used to speak about many of the perils of climate change, global warming, energy policy, and contingent subject matters. In political circles, media outlets, and public debates, carbon acts a the pillar for many policies, discussions, and ideas related to fundamental errors of transferring energy from fossil fuels and nuclear sources. Many studies exist on whether Voluntary Environmental Programs (VEPs) improve firms’ environmental performance. Furthermore, the literature on VEPs theorizes that specific features contribute to program performance. This study examines the ability of Voluntary Environmental Programs to reduce emissions and the role of institutional design on their performance. Specifically, this study aimed to identify if specific features influence performance more than others do. The indicator of performance focuses on the overall emission reductions of firms across years 2007-2009. A fundamental purpose of state-mandated growth management has been to infuse regional environmental concerns into local land use planning. Similarly, collaborative ecosystem planning efforts have attempted to encourage local communities to participate in regional planning efforts, and to adopt regional environmental goals and objectives into local land use plans. This paper presents results from a study of state-mandated local planning and collaborative regional planning, addressing in particular local ability to adopt and implement ecosystem planning initiatives for development management.

On July 4^th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. In 2010, Mapping Food Insecurity’s Project Director (PD) participated in “The Campaign to Promote Food Security in Cumberland County, Maine.” The Campaign drew together a 60 member coalition to address rapidly increasing food insecurity challenges in the county. It produced a report with a series of recommendations grouped under six strategic community goals. This study examined the role of the Benefits Fraud and Compliance Act (BFCA) in affecting H1B hiring policy in the state of Virginia, as it pertained to seven computer science-related occupations. By employing an independent samples t-test approach, it was discovered that there was a statistically significant difference in H1B actual wages, proposed wages, and per-employer offers before and after BFCA.

Research indicates that many youth-serving agencies do not adopt evidence-based innovations in the field of youth violence prevention. This qualitative study was designed to explore a sample of community-based decision makers’ perceptions of why innovative, evidence-based programs and practices for the prevention of violence by youth are, or are not, adopted at the local level. The rationale for this study was that knowledge of evidence-based innovations in youth violence prevention originates primarily from research scientists who are external to the organizations that are the intended recipients of the innovations. Stakeholder participation can serve both learning and community-building purposes, improving model legitimacy, saliency and accuracy and resolving conflicts over competing interests. Some argue that those who seek such services should be actively engaged in their design (Morris, 2008; Priester, Hewitt, & Kane, 2006). While many who design and implement home and community-based services may believe that participant engagement could be beneficial, most plans move forward with little to no provision for such engagement. Pavement markings are made retroreflective so that roads are more visible. But retroreflectivity degrades over time due to a number of factors. Although the Federal Highway Administration has yet to finalize minimum standards for retroreflectivity, the degradation of pavement marking retroreflectivity can be detrimental to safety. The primary objective of this thesis was to use statistics to develop and validate regression models to predict the degradation of water borne pavement marking retroreflectivity. This will provide the South Carolina Department of Transportation (SCDOT) a systematic means to determine when markings should be replaced.

Since the passing of the Safe Drinking Water Act in 1974, microbial standards have been strictly set by the Environmental Protection Agency (EPA) to ensure that the public health is protected from bacterial pathogens. The bacteriological quality of water generally deteriorates as it travels from water treatment facilities through the main distribution system and into private plumbing and distribution systems. Death and injury from falls are a long-standing and continuing problem in construction, responsible for at least a third of the construction deaths in the U.S. from 2004 to 2007. Each of those years, Nevada has exceeded the national percentage. Although 29 CFR 1926.503 sets forth Occupational Safety and Health Administration (OSHA)'s requirements that construction employers train employees exposed to fall hazards and document such training, the incidence of deaths and injuries from falls are an indicator that this training was not provided or else was not effective.

Performance is measured based on criterion put in place by the Center for Medicare and Medicaid Services (CMS). The secondary purpose is, regardless of ownership type - religiously affiliated or secular- to investigate if more religiously involved nursing homes perform better than their less religiously involved counterparts. This paper assessed factors that delayed the passage of the annual budget bill specifically in Virginia and also in 13 structurally similar states including: Arizona, Connecticut, Indiana, Kentucky, Maine, Minnesota, Montana, New Hampshire, North Carolina, North Dakota, Texas, Washington, and Wyoming. The State of Maine faces a troubling financial situation. Per capita personal income levels have lagged behind the national average for years.1 It is no secret that Maine residents have been over burdened by the state’s revenue system for some time. Taxes regularly claim a larger portion of individual income than in other states around the nation. Since 1993, tax burden in Maine has ranked among the top ten in the nation in every year but one.2 Despite the heavy burden of the revenue system on Maine residents, the state faces regular budget shortfalls.
