In 2005, Hurricane Katrina made impact on southern Louisiana, devastating the city of New Orleans and surrounding communities. The high death toll of the hurricane revealed problems with public emergency planning, as many carless and vulnerable people were unable to evacuate New Orleans before the arrival of the hurricane, contributing to the high death toll. In recent years, scholarship has developed around emergency planning for carless and vulnerable populations in order to determine the most effective policy recommendations to improve evacuations plans for these populations. The Ontario Planning Act makes public participation a requirement for most municipal planning decision. The intent of the legislated public process is to create a transparent public participatory process. However, the potential impact of the public participation is limited for certain types of applications as approvals are dependent on existing municipal planning policy and provincial direction. The province directs a large portion of new growth be accommodated through infill and intensification. The Massachusetts Municipal Vulnerability Preparedness Program (MVP Program) has funded Community Resilience Building workshops in hundreds of communities over the past 6 years. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. Floods are the most damaging natural disasters in America. Land use change in upland watersheds can increase the probability and severity of floods (Bronstert, Niehoff, & Burger, 2002). When watersheds are divided by political and private property boundaries it leads to a misalignment of incentives in which downstream users lack recourse for upstream land use decisions contributing to flood risk. Natural hazards caused by the alteration of weather patterns expose populations at risk, with an outcome of economic loss, property damage, personal injury, and loss of life. In the decades following World War II, mass suburbanization remade the American landscape. While suburbs accounted for 83% of the nation’s growth between 1950 and 1970, cities bled their populations and natural resources dwindled. Treating the postwar era as a critical juncture, this thesis examines the political history of twentieth-century state land use policy to illuminate how competing interests have shaped policy outcomes across the United States. Specifically, the paper seeks to explain the passage of statewide growth management and smart growth programs. Community Outdoor Recreation Realization, or CORR, was created through collaboration of Montana Access Project, University of Montana, and the US Forest Service. This program is intended to help rural Montana communities realize recreation assets and plan for their development. A pilot of the CORR process was implemented in two Montana communities: White Sulphur Springs and Columbia Falls. Researchers interviewed CORR facilitators and community members who participated in the CORR process. From the feedback received in these qualitative interviews, researchers presented recommendations to improve the CORR process and created an initial toolkit to be used by future communities. ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. This thesis charts the course of the JeffVanderLou (JVL) organization between the pivotal years of 1966 to 1976, using the life of a man named Macler Shepard as the primary lens of exploration. Born in Marvell Arkansas, Macler Shepard followed in the footsteps of tens of thousands of other Southern migrants to cities like St. Louis, hoping to find a new life in the industrial North. However, no sooner had he settled in, he was displaced by the construction of Pruitt-Igoe, one of St. Louis’ first large-scale urban renewal programs. The perception that wildfires are completely preventable has caused many structures and communities to be built in locations that will inevitably experience an uncontrollable fire event, risking human lives and infrastructure. Modification of built environments into fire-adapted communities has been explored in this thesis, through multiple strategies. Municipal official plans are important tools in the Province of Ontario’s land use planning system. As documents that guide how communities manage change, they are a central element of planning practice and important objects of research. Official plans are not static – they are updated regularly as part of a plan-making cycle that includes issue identification, policy development, implementation, and monitoring and evaluation. Summer overnight camping, a noteworthy childhood leadership growth opportunity, has suffered greatly because of the COVID-19 pandemic. In 2020, Camp Quest, Inc., a nonprofit organization that provides federated support services and governance to 12 independent nationwide camping organizations, was forced to cancel all of its in-person sessions. The purpose of this research paper is to explore the legal issues that surround inclusionary zoning. More specifically, the question to be answered through this research is: How can Canadian municipalities shield themselves from legal challenges that may put inclusionary zoning policies at risk of being nullified? Community Improvement Plans are an often used, but seldom studied economic development and planning tool used to spur economic growth within an economically depressed area. But are they effective? This paper answers two questions concerning Community Improvement Plans. First, “How are Community Improvement Plans used in the Province of Ontario?”; and second, “Is the execution of these plans resulting in greater economic prosperity for the communities that have enacted them?”. The use of equity lenses is growing rapidly in the public sector as a means to reform institutional practices that produce racialized outcomes; yet, organizations are interpreting and using an equity lens in different ways, leaving open questions on the extent to which a lens addresses structural inequalities. This research seeks to understand the effectiveness of the There is no Poop Fairy campaign through a public survey of dog owners. The There Is No Poop Fairy campaign was initiated in Albuquerque, New Mexico, in 2014, with the goal of getting dog owners to pick up and properly dispose of their dogs’ waste. The Rio Grande is contaminated with E. coli bacteria that originates in part from dog waste, which is carried to the river through storm water. Rethink London was an innovative, community driven approach to planning whose main objective was to collaboratively engage the London community in creating a shared vision for urban development. Recreational hiking trails are a popular destination for local residents and tourists, offering health, educational, and social benefits. The North Country Trail (NCT) provides a unique hiking experience because of the many landscapes through which it travels. Because it spans across seven states in the Midwest, a hiker can travel through the mountains of New York, the hardwood forests of upper Michigan, and the plains of South Dakota along one route. When completed, the NCT will be about 4,600 miles; however, there are currently 1,900 miles of undeveloped connector routes during which the route is often located along the road. …

The Tea Party movement’s effect on local and regional planning in Virginia has received little study. This work identifies how conservative political activism has impacted planning in the Commonwealth and how planners have responded. The study relies on a qualitative approach involving 22 semi-structured interviews with activists, planners, and citizens, as well as textual analyses of planning documents, local and regional news reports, and Tea Party social media. The resultant findings show that Tea Party activism is rooted in deep seated ideals about private property rights and individualism. In 2008, the Ministry of Health and Long-Term Care released the Public Health Emergency Preparedness Protocol, which mandated local health units to develop emergency response plans consistent with the Incident Management System (IMS). The main purpose for implementing IMS was to provide a standardized approach to local and provincial government emergency response by providing a common framework. This paper identifies some of the factors present in health units that consistently implement IMS during incident and emergency response. In recent years, public-private partnerships, which are commonly referred to as PPPs or P3s, have become increasingly popular in Canada. Within the context of public transit, PPPs involve the private sector designing, building, financing, and operating the facilities. This paper analyzes the potential benefits of P3s based on an in-depth case study of public transportation investment in Greater Vancouver. It compares a DBFO (design-build-finance-operate) project and two non-DBFO projects in Metro Vancouver using the three variables of efficiency, fulfillment of original purposes, and procedural transparency.
