This study explores the private sector’s perceptions and adoption of the mandated e-invoicing system, a key component of Egypt’s digital tax system. Twenty-three qualitative semi-structured interviews with the private sector to answer the research question: How does the private sector perceive the mandatory e-invoicing system adopted by the Egyptian government? Furthermore, the study explored the perceived impact of the Unified Theory of Acceptance and Use of Technology (UTAUT)’s four aspects on the private sector’s perceptions and adoption of the system, including performance expectancy, effort expectancy, social influence, and facilitating conditions. This exploratory study elicits NGO perceptions regarding Egypt’s Ministry of Education and Technical Education’s (MOETE) reform efforts, their interest in participating in education reform and policy advocacy, and their existing relationship with the ministry. Drawing on the findings from semi-structured, in-depth interviews with 13 representatives of education NGOs based in Cairo and Giza, this thesis takes a qualitative approach toward answering the following research question: How do NGOs targeting K-12 youth perceive their role in shaping education reform in Egypt? Education is a key component contributing to a country’s socioeconomic status. Accordingly, countries that seek better economic development focus on the quality of education. Egypt realized that and started a series of educational reforms, none of which delivered the desired objectives. Regrettably, this was clear in Egyptian students' poor performance on international tests in the years 2013/2014 and 2014/2015 (World Economic Forum 2013; 2014). According to the 2020 U.S. Office of Personnel Management’s Federal Employee Viewpoint Survey, the National Park Service (NPS) was ranked the 353rd best place to work out of the 411 government agencies surveyed, with an engagement score of 61.3%, which was lower than the 69.0% average amongst government agencies. This survey is performed annually and asks employees to score their employer in the following categories: leadership, empowerment, pay, teamwork, innovation, recognition, response to COVID-19, and work-life balance. The scores are divided by a quartile key. In every category except “innovation,” the NPS landed in the lower quartile, causing the need …

One aspect of the post abuse process that has not been thoroughly considered is the perspective of abuse investigators. The most recent International Union for Conservation of Nature (IUCN) Red List classifies 40,084 out of the 142,577 evaluated species as threatened with extinction, with 1,962 of those species identified in the United States. The U.S. Endangered Species Act (ESA) was enacted in 1973 to protect and recover threatened and endangered species from extinction. The ESA federal listing process can be lengthy and arduous, taking years for a species to be proposed for listing. This dissertation examines whether public administrators are averse to randomized controlled trials, and why. More specifically, it explores whether public administrators are reluctant or opposed to conducting RCTs for the evaluation of social welfare programs in situations where they would help to answer an important and useful policy question and are feasible to conduct. While RCTs are widely used to evaluate clinical interventions and practices, they are used far less often in social policy. Fifty-eight years have passed since the Title VII of the Civil Rights Bill of 1964 was signed into law, yet discrimination in employment still occurs; the Kentucky Executive Branch is no exception. Public administration scholars have long believed that bureaucratic whistleblowers help make bureaucracies more democratic, effective, and accountable. With these firm convictions, the U.S. federal government has introduced a series of whistleblower protection systems to balance administrative power and external political accountability of public organizations. Building on this intellectual history of public administration scholarship on whistleblowing, this dissertation aims to: 1) understand bureaucratic whistleblowing at the theory-level, 2) examine the effects of whistleblower protection laws on bureaucrats at the individual-level, and 3) investigate how whistleblowing outcomes can reshape bureaucracies at the organizational-level.

EXECUTIVE SUMMARYFor decades public administration and management scholars have conceptualized organizational networks as solutions to failures of markets and hierarchies (see, for example, Goldsmith and Eggers 2005; Osborne and Gaebler 1992). Relationships among organizations or actors within a network are framed positively as channels through which human, financial, and knowledge resources flow to address complex or “wicked” social problems (see, for example, Rittel and Weber, 1973). This study explores the knowledge, attitudes, and perceptions (KAP) of municipal managers regarding the LGBTQ+ community in three Michigan cities—Grand Rapids, Holland, and Kalamazoo. The purpose is to understand managers’ beliefs and attitudes towards the LGBTQ+ community and how policies are implemented and enforced to reduce discrimination. Few businesses are considered less “essential” during a pandemic than art museums, historical societies, and other cultural organizations. After the novel coronavirus (COVID-19) was declared a pandemic, most jurisdictions in the United States required institutions open to the public to close their doors. Without visitors, many cultural institutions faced an existential crisis, and scrambled to find creative ways to stay afloat. This study examines the existing literature on PTSD and PTSD symptomology that law enforcement officers experience, and the post-exposure intervention protocols that aid in mental stability of impacted law enforcement officers. The study uses a survey of 155 active-duty law enforcement officers from Montgomery County Pennsylvania. The central question that grounded this research is: are mental health stressors impacting the ability of law enforcement officers to complete their duties despite the existence of post-exposure intervention protocols? Why are local government acclamations so common, and is it a problem for municipal democracy? This paper provides a preliminary examination of local uncontested elections through the exploration of various opinions and arguments raised on this topic. Since the academic literature on acclamations at the local level is extremely sparse, information was gathered through a content analysis of online newspaper articles and by performing interviews with current mayors from some of the most and least competitive municipalities following the 2018 election cycle. For 2016, the U.S. federal government appropriated more than $6.9 billion to states for Workforce Innovation Opportunity Act programs and approximately $3.4 billion in federal formula funding for partner programs. In policymaking, evidence-based policymaking is an essential method for influencing policies and decisions by telling decision-makers “what works” (Head, 2008). Western sciences typically make up most of the evidence decision-makers use, but because people are boundedly rational in understanding and incorporating it—politics, values, and beliefs impact thought processes— scholars and policymakers also include other types of knowledge to make decisions. The effectiveness of a prescription drug monitoring program in coordination with a prescription opioid recidivism program was examined at a semi-rural community hospital. Patients were identified by a multi-disciplinary committee to be at-risk for opioid misuse or abuse, and were denied prescription opioids. Patients were considered eligible for the program if they had over 12 emergency department visits in the previous 12 months, or 6 visits in the previous 6 months, depending on how long the hospital had records on a patient. Patients who were placed in the prescription opioid recidivism program could not receive opioids at this hospital. The …

Unstable residential and inadequate academic environments lead to poor educational outcomes for low-income students in urban areas. In 2011, Ohio enacted a law to create a college preparatory boarding school (CPBS) for low-income students by 2013. However, Ohio's CPBS has not yet been established, thereby denying these students an opportunity to attain skills needed to enter college.
