AbstractInternational medical graduates (IMGs) undergo rigorous training and certification requirements for entry into medical residency programs in the United States. Despite having professional expertise and academic training, some IMGs experience acculturation challenges that negatively impact engagement and professional relationships during medical residency. Grounded in Berry’s Acculturation model and Portes and Zhou’s segmented assimilation model, the purpose of this qualitative narrative inquiry was to explore the best practices medical residency program managers developed while leading IMGs. This Independent Study explores how women’s increased presence in presidential primary debates impacts the extent to which women’s issues are discussed in the debates. Prior research on political representation and critical mass theory indicates that women politicians can turn their identity as women (descriptive representation) into action that benefits their women constituents (substantive representation) by adding women’s voices and lived experiences into the political conversation. This study examines the relationship between National Park visitation, place attachment, and levels of support for pro-environmental ballot measures. The theoretical argument for this relationship is that increased visitation to National Parks will lead to increased place attachment, or connection, to the National Parks. This increased connection to a place of natural beauty could cause people to be more inclined to support ballot measures that protect the environment. This Independent Study examines the effect that female mentorship has on women’s experiences in law school. Previous literature indicates seven areas in which women’s experiences differ from men’s: their attitudinal changes over time in law school, their relationships with professors, their participation in class, their perception of their academic achievement, their feelings of alienation, and their confidence. In every way, women’s experiences are worse than men’s. Some mentorship literature suggests that these experiences could be improved by female mentorship, though other literature demonstrates that female mentorship has no effect. This chapter examines Soviet military planning and preparedness on the eve of Germany’s June 1941 invasion of the Soviet Union. Drawing on archival evidence and post-Soviet scholarship, it reassesses explanations for the Red Army’s catastrophic initial defeats. It argues that the General Staff’s unrealistic offensive plans and force posture conflicted with Stalin’s political strategy of deterrence and war avoidance. This mismatch, rooted partly in the Soviet military’s organizational preference for offensive operations and flawed assumptions about mobilization and the initial period of war, increased Soviet vulnerability to surprise attack. Although “fake news” is as old as mass media itself, concerns over disinformation have reached a fever pitch in our current media environment. Online media outlets’ heavy reliance on user-generated content has altered the traditional gatekeeping functions and professional standards associated with traditional news organizations. The idea of objectivity-focused informational content has primarily been substituted for a realist acceptance of the power and popularity of opinion-driven “news.” This shift is starkly visible now: mainstream news media outlets knowingly spread hoaxes, conspiracy theories, and the like.

The global refugee crisis has revealed an essential moral question regarding helping the forcibly displaced persons in protracted refugee crises: how do we determine if our community has done “enough” for a particular refugee group? Different answers have been provided to this question. This dissertation takes up this question from a normative standpoint. Why did the United States perceive the World Health Organization as ineffective during the COVID-19 pandemic? To answer this question, this research delves into current principal-agent model literature to reproduce mechanisms present by the WHO and the United States. Current research fails to explain the WHO's effectiveness. By borrowing from realist theory and political psychology and analyzing various declarations made by the United States, this analysis found preliminary evidence that the idea of WHO's ineffectiveness was primarily shaped by the Trump Administration and American public opinion. งานวิจัยเรื่องการเมืองเรื่องธรรมาภิบาลในการบริหารจัดการแรงงานข้ามชาติ: การคุ้มครองทางสังคมในกิจการประมงทะเลนี้ มีวัตถุประสงค์เพื่อวิเคราะห์ธรรมาภิบาลความร่วมมือของหน่วยงานที่เกี่ยวข้องในการบริหารจัดการแรงงานข้ามชาติในกิจการประมงทะเล และวิเคราะห์ผลของการดำเนินงานและการคุ้มครองทางสังคมต่อแรงงานข้ามชาติในกิจการประมงทะเล ใช้วิธีวิจัยเชิงคุณภาพ โดยเก็บรวบรวมข้อมูลจากเอกสารและงานวิชาการที่เกี่ยวข้อง การสัมภาษณ์เชิงลึกเจ้าหน้าที่รัฐ เจ้าของเรือประมงพาณิชย์ แรงงานข้ามชาติ เจ้าหน้าที่องค์กรพัฒนาเอกชน และผู้ให้ข้อมูลสำคัญที่เกี่ยวข้อง จำนวน จำนวน 20 คน รวมทั้งการสังเกตอย่างมีส่วนร่วมในการตรวจแรงงานประมงทะเลรวมกับเจ้าหน้าที่รัฐ การเข้าร่วมประชุมการสัมมนาที่เกี่ยวข้อง จำนวน 10 ครั้ง ผลการวิจัยพบว่า 1) รัฐไทยมีพัฒนาการด้านนโยบายในการบริหารจัดการและคุ้มครองแรงงานข้ามชาติในกิจการประมงทะเลเปลี่ยนแปลงไปตามยุคสมัยและปัจจัยหลักที่รัฐให้ความสำคัญ ตั้งแต่การใช้นโยบายด้านความมั่นคง นโยบายการผ่อนผันให้ทำงานและนำแรงงานเข้าสู่ระบบกฎหมายเพื่อการพัฒนาเศรษฐกิจ จนกระทั่งปัจจุบันเป็นนโยบายภายใต้แรงกดดันจากภายนอก 2) การเมืองเรื่องธรรมาภิบาล ในช่วง พ.ศ.2558-2562 (ก่อนปลดใบเหลือง) กระบวนการบริหารจัดการร่วมกันเกิดขึ้นภายใต้ความร่วมมือที่ผู้มีส่วนได้ส่วนเสียมีอำนาจไม่เท่ากัน รวมทั้งมีการเจรจาซึ่งหน้า มีความไว้วางใจ มีความมุ่งมั่นในการทำงาน และความเข้าใจร่วมกันน้อย ทำให้ขาดความร่วมมือร่วมกันระหว่างกลุ่มผู้มีส่วนได้ส่วนเสียในกิจการประมงทะเล มีรูปแบบเป็น ‘ธรรมาภิบาลแบบสั่งการ’ (Directive Governance) คือ ภาครัฐเป็นผู้กำหนดทิศทาง การบังคับใช้กฎหมายและบริหารจัดการแรงงานผ่านนายจ้าง และยังคงไว้ซึ่งการรวมศูนย์อำนาจและสั่งการแบบบนลงล่าง แต่ยังไม่สามารถสร้างระบอบที่เป็นกระบวนการตามแนวคิดธรรมาภิบาลความร่วมมือที่ทุกกลุ่มผู้มีส่วนได้ส่วนเสียเข้ามามีส่วนร่วมคิดร่วมทำได้ ต่อมาในช่วง พ.ศ.2562 (หลังปลดใบเหลือง) - 2565 เป็นช่วงรัฐบาลแบบปกติ ภาครัฐมีการสร้างกลไกในการบริหารจัดการที่ส่อให้เห็นความมีธรรมาภิบาลความร่วมมือมากขึ้น โดยเฉพาะกรมสวัสดิการแรงงาน กระทรวงแรงงาน ตัวอย่างของการรับฟังความคิดเห็นอันนำมาสู่การประนีประนอมเพื่อหาทางออกร่วมกันที่ชัดเจน เช่น กรณีประกันสังคม 3) ผลของการดำเนินงานและการคุ้มครองแรงงานข้ามชาติในกิจการประมงทะเล แม้จะมีพลวัตรในเชิงหลักการ เช่น การออกกฎหมายเพื่อคุ้มครองแรงงานประมงทะเลโดยตรง แต่ยังคงมีปัญหาด้านการปฏิบัติใช้ เช่น กรณีการเรียกร้องค่าชดเชยจากกองทุนเงินทดแทน ที่มีอุปสรรคในด้านเอกสาร และปัญหาข้อเรียกร้องที่เกิดขึ้นตามมาภายหลังจากการดำเนินการของภาครัฐ

ญี่ปุ่นเป็นหนึ่งในประเทศที่มีศักยภาพทางเศรษฐกิจสูงของโลก หากแต่ญี่ปุ่นพึ่งพิงทรัพยากรจากประเทศกำลังพัฒนาซึ่งสร้างปัญหาความแตกต่างทางรายได้ในโลก ญี่ปุ่นจึงต้องแสดงความรับผิดชอบในการให้ความช่วยเหลือเพื่อการพัฒนาอย่างเป็นทางการ (ODA) ตามข้อตกลงของประชาคมนานาชาติเพื่อแก้ปัญหาความยากจนในประเทศกำลังพัฒนา ทว่าการให้ความช่วยเหลือไม่ใช่การให้เปล่าโดยไม่หวังสิ่งใดตอบแทนแต่แท้จริงแล้วคาดหวังสิ่งแลกเปลี่ยนบางประการ ดังนั้นญี่ปุ่นจึงถูกประชาคมนานาชาติกล่าวหาว่าญี่ปุ่นอาศัยการให้ ODA ในการสร้างความมั่นคงทางเศรษฐกิจของตนเอง ทั้งนี้องค์การระหว่างประเทศเป็นผู้ส่งเสริมบรรทัดฐานสากลผ่านการประกาศเป้าหมายการพัฒนาให้ประชาคมนานาชาตินำไปปรับใช้เป็นแกนหลักนโยบาย ญี่ปุ่นจึงต้องโอบรับบรรทัดฐานสากลนั้นมาปรับให้เข้ากับหลักการท้องถิ่นเพื่อเตรียมพร้อมรับมือกับสถานการณ์และรักษาผลประโยชน์แห่งชาติ อันนำมาสู่คำถามวิจัยที่ว่า ปัจจัยใดที่มีอิทธิพลต่อการบัญญัติกฎบัตรความช่วยเหลือเพื่อการพัฒนาอย่างเป็นทางการของญี่ปุ่นในแต่ละช่วงเวลา โดยอาศัยกระบวนการผสมผสานบรรทัดฐานสากลให้สอดคล้องกับบรรทัดฐานท้องถิ่น ในกรอบแนวคิดประดิษฐกรรมทางสังคมเพื่อศึกษาบรรทัดฐานซึ่งแพร่กระจายไปสู่อีกที่หนึ่งได้เพราะผู้นำของรัฐเห็นผลประโยชน์บางประการจึงเกิดเป็นกระบวนการโอบรับบรรทัดฐานใหม่ วิทยานิพนธ์ฉบับนี้กำหนดขอบเขตของเวลาโดยเริ่มต้นที่การบัญญัติกฎบัตร ODA ฉบับแรกในทศวรรษ 1990 ถึงการบัญญัติกฎบัตร ODA ฉบับล่าสุดในต้นทศวรรษ 2020 เพื่อศึกษาพลวัตที่มีอิทธิพลต่อกฎบัตร ODA ของญี่ปุ่นเพื่อตอบสนองต่อผลประโยชน์แห่งชาติของญี่ปุ่นในแต่ละช่วงเวลา

วิทยานิพนธ์นี้มีวัตถุประสงค์เพื่อศึกษาภาพสะท้อนของทหารไทยที่มีต่อจีนหลังเกิดการรัฐประหาร 2006 และ 2014 เพราะเป็นระยะเวลาที่กองทัพไทยเข้ามาแทรกแซงและหยั่งรากลึกบทบาททหารในทางการเมือง ตลอดจนมีส่วนร่วมในการกำหนดนโยบายและแนวทางการพัฒนาของประเทศไทย เพื่อให้เห็นภาพสะท้อนของทหารไทยที่มีต่อจีนชัดขึ้น ผู้วิจัยจึงทบทวนวรรณกรรมและตีความมุมมองที่อาจเกิดขึ้นได้ในทัศนะของไทยมีต่อจีนออกมาได้ 4 มุมมองคือ 1) มุมมองที่มีต่อจีนผ่านฝ่ายอนุรักษ์นิยมไทยหลังการรัฐประหาร 2549 2) มุมมองที่มีต่อจีนว่าเป็นภัยคุกคาม 3) มุมมองที่มีต่อจีนของอาเซียน และ 4) มุมมองที่มีต่อจีนผ่านผลประโยชน์ระหว่างไทย-จีนเท่านั้นซึ่งศึกษาภาพสะท้อนผ่านเอกสารวิจัยส่วนบุคคลของนักศึกษาวิทยาลัยป้องกันราชอาณาจักร (วปอ.) ตั้งแต่รุ่นที่ 50 – 61 ทั้งหมด 16 เล่มล้วนเป็นชนชั้นนำทางทหารและอาจส่งมุมมองข้างต้นเข้าไปมีบทบาทในการกำหนดนโยบายไทยที่มีต่อจีนได้ จากการศึกษา เนื้อหาเอกสารวิจัยส่วนบุคลของนักศึกษาวปอ. สามารถจัดกลุ่มและจำแนกให้เข้ากับมุมมองที่ไทยมีต่อจีนในทั้ง 4 มุมมองข้างต้นได้ เห็นว่ามุมมองที่มีต่อจีนผ่านฝ่ายอนุรักษ์นิยมไทยมีทั้งหมด 2 เล่ม คิดเป็นร้อยละ 11, มุมมองที่มีต่อจีนว่าเป็นภัยคุกคามมีทั้งหมด 1 เล่ม คิดเป็นร้อยละ 6, มุมมองที่มีต่อจีนของอาเซียนมีทั้งหมด 6 เล่มซึ่ง คิดเป็นร้อยละ 33 และมุมมองมีต่อจีนผ่านผลประโยชน์ระหว่างไทย-จีนมีทั้งหมด 9 เล่ม คิดเป็นร้อยละ 50 ดังนั้น ภาพสะท้อนของชนชั้นนำทหารไทยที่มีต่อจีนนั้นมีแนวโน้มที่ในการพัฒนาความสัมพันธ์กับจีนต่อไปซึ่งอยู่บนพื้นฐานความสัมพันธ์พิเศษระหว่างไทย-จีนและดึงอาเซียนให้เข้ามามีส่วนร่วม เป็นลำดับต่อมา
