อินเดียกับการจัดการจลาจลในกรณีแคชเมียร์, สุรัตน์ โหราชัยกุล, สิริกร ธารีรัตนาวิบูลย์

นับตั้งแต่ได้รับเอกราชในปี ค.ศ. 1947 อินเดียก็เผชิญความท้าทายด้านความมั่นคงมาโดยตลอด ในบรรดาความท้าทายเหล่านั้น การก่อจลาจลในรูปแบบต่าง ๆ ที่เกี่ยวกับแคชเมียร์หรือในแคชเมียร์ ปัญจาบ ภูมิภาคตะวันออกเฉียงเหนือ และนักซาไลต์ เป็นภัยคุกคามที่บั่นทอนความมั่นคงแห่งชาติของอินเดียมากที่สุด บทความนี้มีวัตถุประสงค์เพียงข้อเดียวคือ เพื่อตอบคำถามวิจัยว่าอินเดียมีวิธีจัดการกับปัญหาจลาจลในแคชเมียร์อย่างไร ในขณะเดียวกันก็มีข้อโต้แย้งสำคัญสองประการ คือ (1) การก่อจลาจลในแคชเมียร์มีปัจจัยภายนอกมาเกี่ยวข้องอย่างสำคัญยิ่ง ทำให้รัฐบาลอินเดียแก้ปัญหาได้ยากลำบาก และ (2) การแก้ปัญหาแคชเมียร์ของอินเดียมีหลักคิดและวิธีตรงกับกรอบความมั่นคงแบบดั้งเดิมและกรอบความมั่นคงของมนุษย์ผสมผสานกัน ต่างจากโลกวิชาการที่มักจะมองกรอบทั้งสองแยกจากกันสิ้นเชิง บทความแบ่งออกเป็น 3 ส่วน ส่วนแรกบรรยายพัฒนาการประเด็นปัญหาการจลาจลในแคชเมียร์ ส่วนที่สองอธิบายการจัดการจลาจลแคชเมียร์ของอินเดีย และส่วนสุดท้ายสรุปเนื้อหาใจความของบทความพร้อมทิ้งท้ายด้วยข้อคิดบางประการ

งานวิจัยชิ้นนี้ศึกษาความแตกต่างของความสัมพันธ์ระหว่างรัฐกับมุสลิมชนกลุ่มน้อยในประเทศเมียนมาและไทย โดยใช้กรณีของโรฮีนจาในรัฐยะไข่เทียบเคียงกับกรณีของมลายูมุสลิมในจังหวัดชายแดนใต้ แม้ว่าเมียนมาและไทยเป็นประเทศที่มีผู้นับถือศาสนาพุทธนิกายเถรวาทเป็นชนส่วนใหญ่ แต่ผลลัพธ์ของความสัมพันธ์ระหว่างรัฐและมุสลิมชนกลุ่มน้อยของทั้งสองประเทศก็มีความแตกต่างกันอย่างชัดเจน กล่าวคือ ในกรณีของโรฮีนจาปรากฏความรุนแรงสุดโต่ง ส่วนในกรณีของมลายูมุสลิมเกิดความรุนแรงต่ำที่กระทำโดยรัฐ นัยยะของการเทียบเคียงของทั้งสองกรณีคือการค้นหาปัจจัยที่ทำให้เกิดและไม่เกิดความรุนแรงที่กระทำโดยรัฐต่อชนกลุ่มน้อยมุสลิม ผลการศึกษาพบว่าปัจจัยสำคัญที่ทำให้ทั้งสองกรณีแตกต่างกันคือ ‘เงื่อนไขไตรลักษณ์’ ซึ่งประกอบด้วยมุมมองของรัฐต่อมุสลิมชนกลุ่มน้อย อิทธิพลของขบวนการพุทธชาตินิยม และความอ่อนแอของมุสลิมชนกลุ่มน้อย ฉะนั้น เมื่อรัฐมีมุมมองที่ปิดกั้นต่อชนกลุ่มน้อยประกอบกับขบวนการพุทธชาตินิยมมีอิทธิพลสูงและสถานะของมุสลิมชนกลุ่มน้อยมีความอ่อนแอแล้ว โอกาสที่จะเกิดการใช้ความรุนแรงสุดโต่งก็มีสูงตามไปด้วย ด้วยเหตุนี้ ผู้วิจัยเสนอว่าการปรากฏหรือไม่ปรากฏของเงื่อนไขไตรลักษณ์สามารถใช้เป็นเครื่องมือในการเฝ้าระวังการใช้ความรุนแรงสุดโต่งที่กระทำโดยรัฐต่อมลายูมุสลิมในประเทศไทย และต่อชนกลุ่มน้อยทางศาสนาและชาติพันธุ์ในเอเชียตะวันออกเฉียงใต้

วัฒนธรรมสร้างสรรค์ขององค์การสมองซีกขวาซึ่งเป็นองค์การที่มีศักยภาพในการทำหน้าที่ของสมองซีกขวาในการผลิตจินตนาการนั้น เป็นหัวใจสำคัญในการสร้างนวัตกรรมองค์การระดับโลก อาทิ มหาวิหาร ซากราดา ฟามิเลีย บทความนี้มีวัตถุประสงค์เพื่อศึกษาลักษณะการบริหารวัฒนธรรมองค์การ ของวัดร่องขุ่น จังหวัดเชียงราย ว่าได้อาศัยวัฒนธรรมสร้างสรรค์ขององค์การสมองซีกขวาหรือไม่ อย่างไร ในการสร้างนวัตกรรมองค์การ และศึกษามาตรการเพื่อส่งเสริมและประยุกต์ใช้กับองค์การภาครัฐ โดยอาศัยการบูรณาการข้ามศาสตร์ ด้วยวิธีวิจัยแบบผสม ทั้งเชิงปริมาณและคุณภาพ เครื่องมือในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง และแบบสัมภาษณ์เชิงลึก กลุ่มตัวอย่าง ได้แก่ กลุ่มผู้ที่ปฎิบัติงานในวัดร่องขุ่น กลุ่มผู้เชี่ยวชาญสาขาต่าง ๆ และกลุ่มสาธารณชน ข้อค้นพบคือ (1) การบริหารวัฒนธรรมองค์การของวัดร่องขุ่น ได้อาศัยวัฒนธรรมสร้างสรรค์ขององค์การสมองซีกขวาทุกมิติ ข้อมูลจากแบบสอบถามแสดงว่ากลุ่มตัวอย่างมีการรับรู้วัฒนธรรมสร้างสรรค์ ลักษณะองค์การสมองซีกขวา และการสร้างนวัตกรรมของวัดร่องขุ่น อยู่ในระดับสูงที่สุด สอดคล้องกับผลการสัมภาษณ์และข้อเสนอทางทฤษฎี (2) มาตรการส่งเสริมและประยุกต์ใช้การบริหารด้วยแนวทางวัฒนธรรมสร้างสรรรค์ขององค์การสมองซีกขวา เพื่อสร้างนวัตกรรมขององค์การภาครัฐ ได้แก่ การส่งเสริมวัฒนธรรมเชิงรุกและวัฒนธรรมมืออาชีพ การขจัดวัฒนธรรมความกลัวและวัฒนธรรมการลอกเลียนแบบ

A familiar story is being observed in countries ranging from Brazil to Australia, the United States, and Poland as elected executives deploy a populist threat narrative to politicize the rule of law and entrench themselves in power. The saying goes, when life gives you lemons, make lemonade. When it comes to the Supreme Court’s criminal jurisprudence and its relationship to racial (in)equity, progressive scholars often focus on the tartness of the lemons. In particular, they have studied how the Court often ignores race in its criminal decisions, a move that in turn reifies a racially subordinating criminalization system.

Does A District Mandate Matter For The Behavior Of Politicians? An Analysis Of Roll-Call Votes And Parliamentary Speeches, Andreas Born, Aljoscha Janssen

In most democracies, members of parliament (MPs) are elected either through a party list or by a district. We use a discontinuity in the German electoral system to investigate the causal effect of a district election on an MP’s conformity with the party line. A district election does not affect roll-call voting behavior causally, possibly due to overall high adherence to party-line voting. Analyzing the parliamentary speeches of each MP allows us to overcome the high party-line discipline with regard to parliamentary voting. Using textual analysis and machine learning techniques, we create two measures of closeness of an MP’s speeches …

A strategic partnership has become particularly relevant in the wake of the Russian war in Ukraine. Most studies focus on the historical perspective of particular special relations leaning toward the long-standing nature and stability of those relations. Others describe interstate partnerships as dynamic developments rather than static phenomena. Conventionally, strategic partnerships are multifaceted, including the spheres of economic cooperation, military assistance and partnership, and democracy promotion. Policy interventions to increase women’s presence in the workforce and leadership positions vary in their intensity, with some including a lone or token woman and others setting higher quotas. However, little is known about how the resulting group gender compositions influence individuals’ experiences and broader workplace dynamics. In this paper, we investigate whether token women are disadvantaged compared to women on majority-women mixed-gender teams. We conducted a multi-year field experiment with a top-10 undergraduate accounting program that randomized the gender composition of semester-long teams. Using laboratory, survey, and administrative data, we find that even after accounting for their proportion of …
