Cyberspace operations and conflict pose a unique challenge to decision-makers due to the uncertainty and unpredictability of cyber capabilities. Relying on wargaming literature, public cyber wargame reports, and expert interviews, this thesis analyzes the utility of cyber wargaming for education and analysis. Cyber wargames offer a method of testing, exploring, and understanding cyberspace through the abstraction and representation of cyber tools and attack cycles.

This paper adopts infrastructure as a lens through which new understandings of the inter-relationships between territory and sovereignty can be advanced. It argues that inverting the terrestrial assumption of territory can lead to “slippages” of sovereignty in which territorial sovereignty is indirectly claimed through the assertion of governance rights. For the purposes of this paper, I explore these inversions through the reclaiming of land from the ocean, and the removal of land by the ocean. Drawing on ethnographic research exploring the effects of China-backed infrastructure megaprojects in Sri Lanka, these territorial inversions are explored, respectively, through the Port City Colombo …

Why do provincial governments change policy, even when those policies have proven successful? This paper explores a debate regarding the determinants of provincial policy choice and the degree of discretion provinces are permitted in this area. It does so by scrutinizing the shift in Guizhou's development policy from a poverty reduction orientation to a wholehearted pursuit of economic growth, urbanization and industrialization. In contrast to those who argue that central experience, prospects for promotion or local conditions are key factors explaining policy choice, the paper concludes that Guizhou's shift in policy had more to do with the backgrounds and experiences …

This paper presents a simulation-based approach to countering online dis/misinformation. This disruptive technology experiment incorporated a synthetic environment component, based on adapted SIR epidemiological model to evaluate and visualize the effectiveness of suggested solutions to the issue. The participants in the simulation were given a realistic scenario depicting a dis/misinformation threat and were asked to select a number of solutions, described in IoS (Ideas-of-Systems) cards. During the event, the qualitative and quantitative characteristics of the IoS cards, were tested in a synthetic environment (SEN), built after a Susceptible-Infected-Resistant (SIR) model. This article draws on the resources of a little-known political theorist, Philip Hunton, to explain the function of “murky” jurisprudence in the maintenance of separation of powers over time. In the era immediately before the drafting of the United States Constitution, separation of powers was a touted remedy to tyranny. But if government is thus moderated, a critical question arises: who will judge the precise contours of each institution’s powers? How different is the democratic performance of one province over another in Indonesia? What explains the variations in democratic performance across provinces in the country? Democratic performance varies within a country. Some subnational jurisdictions have higher electoral accountability, protect civil liberties, and deliver public goods, while others do not. Most studies on democratic performance have focused primarily on comparative analyses across nations and hence have overlooked the subnational variations. This thesis investigates Dani Rodrik’s “Impossibility Trilemma,” which postulates that policymakers must make a trade-off between globalization, democracy, and national sovereignty. That is, states can combine any two of these three policy orientations, but can never have all three simultaneously or in full. If correct, states who pursue all three policy objectives leave their fate, and that of the global economy, in a volatile disequilibrium. Compiling data on 169 countries spanning the period 1998-2017, this thesis empirically tests the “Impossibility Trilemma” using a time-series multivariate regression analysis and finds inconclusive evidence in support of Rodrik’s proposed theory. The thesis examines the relationship between neopatrimonial regimes, those with institutionalized patronage networks, high levels of regime corruption, and single authoritarian leaders, and civil conflict. The primary emphasis of this research, borrowing from the understanding of horizontal inequalities among groups, is to present three theoretical mechanisms by which grievances may diffuse in a manner to mobilize resistance in non-ethnic civil conflict. This approach focuses mainly on attempting to disaggregate authoritarian regime qualities which may contribute to grievance diffusion. Why do some religiously conservative countries advance in reproductive rights while others do not? Previous research emphasizes that religiosity, political institutionalism, and social movement strategies influence political actors, including members of the legislature, to shape preferred abortion policy outcomes. How efficient is the targeting of foreign aid to populations in need? A long literature has focused on the impacts of foreign aid, but much rarer are studies that examine how such aid is allocated within countries. We examine the extent to which donors efficiently respond to exogenous budget shocks by shifting resources toward needier districts within a given country, as predicted by theory. We use recently geocoded data on the World Bank’s aid in 23 countries that crossed the lower-middle income threshold between 1995 and 2010 and thus experienced sharp aid reductions. Whether and to what degree internal threats could indeed lead to external conflict has been the focus of great swaths of International Relations scholarship. In their seminal work on International Relations, Haas and Whiting (1956) argue that state leaders “may be driven to a policy of foreign conflict—if not open war—to defend themselves against the onslaught of domestic enemies” (62). On March 12, 2019, Senator Udall (D-NM) and Representative Lujan (D-NM- 3) introduced the Native American Voting Rights Act of 2019 (S.739; HR 1694) to both chambers of the United States Congress as a proposed solution to problems concerning low voter turnout among Native Americans and Alaska Natives. Totaling over 989 million users at the end of 2020, Chinese Internet users interact with unprecedent amounts of data, communication, and media (Xu 2020). It is a far cry from 1987, when the first email was sent from China to the Karlsruhe Institute of Technology. In the aftermath of the Great Recession, much of the United States working and middle class found themselves struggling. The factory, manufacturing, and metalworking jobs they had been doing for decades continued to move overseas, where others could do it cheaper and faster. The US steel industry, in particular, had been contracting steadily since the 1990s with no signs of stopping, despite several previous government revitalization efforts, such as Bush’s steel tariffs in 2002 (York 2018). As the 2016 election approached, America’s middle and working classes were looking for someone who would bring their jobs back.
