สารนิพนธ์ฉบับนี้มุ่งศึกษา บรรทัดฐานระหว่างประเทศด้านการสาธารณสุขกับนโยบายเครื่องดื่มแอลกอฮอล์ในไทย โดยอธิบายการสร้างบรรทัดฐานระหว่างประเทศขององค์การระหว่างประเทศ ซึ่งนอกจากจะสร้างบรรทัดฐานแล้ว องค์การระหว่างประเทศยังผลักดันให้ประเทศต่าง ๆ ปฏิบัติตาม ประเทศที่นำบรรทัดฐานเหล่านี้ไปปฏิบัติจะต้องพบเจอกับการปะทะระหว่างบรรทัดฐานเดิมกับบรรทัดฐานใหม่ รวมถึงการถกเถียงจากฝ่ายที่ไม่เห็นด้วย สารนิพนธ์ฉบับนี้เน้นวิเคราะห์อิทธิพลขององค์การระหว่างประเทศในฐานะผู้สร้างบรรทัดฐานระหว่างประเทศต่อการกำหนดนโยบายเครื่องดื่มแอลกอฮอล์ของไทย จากการศึกษาพบว่า บรรทัดฐานระหว่างประเทศซึ่งได้รับการผลักดันโดยองค์การอนามัยโลกก่อให้เกิดความสำเร็จในการจัดตั้งหน่วยงานด้านสาธารณสุขที่เข้มแข็ง ทำให้ปัจจุบันประเทศไทยมีนโยบายเครื่องดื่มแอลกอฮอล์ที่เข้มงวด แต่ผลลัพธ์ของการนำนโยบายที่เข้มงวดมาบังคับใช้กลับไม่ได้มีประสิทธิภาพดังที่หน่วยงานสาธารณสุขคาดหวังไว้ ทำให้หน่วยงานเหล่านี้ต้องการเพิ่มระดับความเข้มงวดในการควบคุมเครื่องดื่มแอลกอฮอล์อย่างต่อเนื่อง ซึ่งความพยายามดังกล่าวอาจมองได้ว่าใช้ต้นทุนมากจนเกินไป และสูญเสียมูลค่าทางเศรษฐกิจ อีกทั้งยังอาจขัดกับบรรทัดฐานระหว่างประเทศในด้านอื่น โดยเฉพาะด้านการค้า ทั้งนี้ช่วงทศวรรษ 2020 ปัญหาเรื่องนโยบายเครื่องดื่มแอลกอฮอล์ถูกทำให้เป็นประเด็นการเมือง ปรากฏเห็นด้วยว่า ประชาชนจำนวนไม่น้อยเริ่มคัดค้านกฎหมายควบคุมเครื่องดื่มแอลกอฮอล์มากขึ้น ทำให้เกิดผลเสียต่อภาพลักษณ์ของรัฐบาลไทยในการจัดการปัญหาภายในประเทศ ควรอย่างยิ่งที่รัฐบาลไทยจะต้องทบทวนความคุ้มค่าของการกำหนดนโยบายเครื่องดื่มแอลกอฮอล์อีกครั้ง โดยคำนึงถึงประสิทธิภาพตามหลัก SAFER เพื่อหามาตรการที่คุ้มทุนและมีประสิทธิผล การนำหลัก SAFER มาประยุกต์ใช้กับการออกแบบนโยบายเครื่องดื่มแอลกอฮอล์ในประเทศจะหยั่งผลได้ดีกว่าเพื่อส่งเสริมทั้งการสาธารณสุขและเศรษฐกิจ

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาความเป็นหุ้นส่วนทางยุทธศาสตร์ด้านไซเบอร์ระหว่างสหรัฐอเมริกากับออสเตรเลีย โดยอาศัยกรอบทฤษฎีสัจนิยมคลาสสิคใหม่ เพื่อนำมาวิเคราะห์ความสัมพันธ์ด้านความมั่นคงที่ช่วยส่งเสริมให้สหรัฐฯ ตัดสินใจเลือกออสเตรเลียเป็นส่วนสำคัญในยุทธศาสตร์ความมั่นคงระดับภูมิภาค รวมถึงการส่งเสริมให้ออสเตรเลียก้าวขึ้นมาเป็นรัฐที่มีขีดความสามารถทางไซเบอร์ขั้นสูง ผลการศึกษาพบว่า ความร่วมมือด้านไซเบอร์ระหว่างสหรัฐฯ กับออสเตรเลีย เกิดจากความร่วมมือด้านความมั่นคงที่มีมายาวนานและเป็นไปอย่างต่อเนื่องนับตั้งแต่สงครามโลกครั้งที่ 2 และเนื่องด้วยสหรัฐฯ ประสบกับภัยคุกคามจากมหาอำนาจในภูมิภาคเอเชีย - แปซิฟิกที่ต้องการก้าวขึ้นมามีอิทธิพลเหนือสหรัฐฯ ทำให้สหรัฐฯ ต้องหันกลับมาให้ความสำคัญแก่พันธมิตรดั้งเดิมในภูมิภาคโดยเฉพาะออสเตรเลีย การที่สหรัฐฯ สนับสนุนขีดความสามารถด้านไซเบอร์ให้แก่ออสเตรเลีย เป็นไปเพื่อให้ทั้งสหรัฐฯ และออสเตรเลียสามารถตอบสนองภัยคุกคามรูปแบบใหม่ได้อย่างมีประสิทธิภาพและประสิทธิผล

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์หลัก คือเพื่อศึกษาการบังคับใช้กฎหมายระหว่างประเทศในกรณีสงครามรัสเซีย-ยูเครน การศึกษานี้ใช้กรอบทฤษฎีประกอบสร้างวิเคราะห์ความท้าทายและข้อจำกัดของการบังคับใช้กฎหมายระหว่างประเทศในกรณีดังกล่าว รวมถึงปัจจัยที่ส่งผลต่อประสิทธิภาพและประสิทธิผลของการบังคับใช้กฎหมาย ผลการศึกษาพบว่า ความพยายามในการใช้กฎหมายระหว่างประเทศเพื่อจัดการกับความขัดแย้งนี้ปรากฏในหลากหลายรูปแบบ เช่น การคว่ำบาตรทางเศรษฐกิจ และการประณามผ่านเวทีสหประชาชาติ อย่างไรก็ตาม ความซับซ้อนทางการเมืองและการตอบโต้จากรัสเซียทำให้การบังคับใช้กฎหมายระหว่างประเทศไม่สามารถเป็นไปได้อย่างมีประสิทธิภาพและประสบผลสำเร็จ การศึกษานี้จึงมุ่งเน้นการประเมินกลไกของสหประชาชาติและบทบาทขององค์กรระหว่างประเทศอื่น ๆ เช่น คณะมนตรีความมั่นคงแห่งสหประชาชาติ สมัชชาใหญ่แห่งสหประชาชาติ และองค์การความร่วมมือว่าด้วยความมั่นคงและความร่วมมือในยุโรป ซึ่งสรุปได้ว่าการบังคับใช้กฎหมายระหว่างประเทศในกรณีนี้มีความท้าทายไม่น้อย สะท้อนให้เห็นว่าโลกแตกแยกทางการเมืองเพียงใด

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษานโยบายของญี่ปุ่นเกี่ยวกับการเปลี่ยนแปลงสภาพภูมิอากาศ และเพื่อศึกษาปัจจัยที่ผลักดันให้ญี่ปุ่นดำเนินการกำหนดนโยบายด้านการเปลี่ยนแปลงสภาพภูมิอากาศอันนำมาสู่การตออบคำถามว่า ญี่ปุ่นในช่วงสมัยรัฐบาลซินโซะ อาเบะ จนถึงปัจจุบัน มีท่าทีต่อกรอบ UNFCCC อย่างไร? และอะไรเป็นปัจจัยที่ผลักดันให้ญี่ปุ่นมีท่าทีดังกล่าว? โดยใช้ทฤษฎีระบอบระหว่างประเทศ (International Regime Theory) เป็นแนวทางวิเคราะห์ จากการศึกษายังพบว่า ญี่ปุ่นได้มีการกำหนดนโยบายและยุทธศาสตร์ต่าง ๆ อันเกี่ยวกับด้านการเปลี่ยนแปลงสภาพภูมิอากาศเพื่อให้สอดรับกับกฎเกณฑ์ระหว่างประเทศภายใต้กรอบ UNFCCC เช่น การกำหนดโควตาการปล่อยก๊าซเรือนกระจก การกำหนดนโยบายการ ซื้อขายการปล่อยก๊าซเรือนกระจก (ET) การเก็บภาษีคาร์บอน โครงการ Cool Earth 50 การฟื้นฟูนโยบายพลังงานของญี่ปุ่น เป็นต้น แสดงให้เห็นว่าญี่ปุ่นมีความตระหนักถึงปัญหาดังกล่าว และให้ความสำคัญกับกฎเกณฑ์ภายใต้กรอบ UNFCCC เนื่องจากปัจจัย อันได้แก่ ปัจจัยภายใน และปัจจัยภายนอกของญี่ปุ่น ทั้งนี้ญี่ปุ่นยังมีรูปแบบลักษณะของ Neoliberalism หรือทฤษฎีเสรีนิยมใหม่ ซึ่งการดำเนินการให้เป็นไปตามกรอบกติกา เพื่อนําไปสู่การบรรลุเป้าหมายร่วมกัน งานวิจัยนี้จึงมีความสำคัญในการเพิ่มความเข้าใจถึงบทบาทและท่าทีของญี่ปุ่นต่อการตอบรับกฎเกณฑ์ระหว่างประเทศด้านภูมิอากาศเปลี่ยนแปลง รวมทั้งการรับมือกับปัญหาการเปลี่ยนแปลงสภาพภูมิอากาศในระดับโลกของญี่ปุ่น ในช่วงสมัย รัฐบาลซินโซ อาเบะ จนถึงปัจจุบัน

สารนิพนธ์ฉบับนี้มุ่งที่จะศึกษาและทำความเข้าใจถึงการเข้าร่วมองค์การซีโตของประเทศไทยของรัฐบาลจอมพล ป. พิบูลสงคราม โดยจะใช้งานวิชาการเข้ามาเปรียบเทียบน้ำหนักระหว่างสภาวะปัจจัยภายนอกและปัจจัยภายใน มาพิจารณาร่วมกับทฤษฎีการเข้าร่วมเป็นพันธมิตรระหว่างวอลต์และเดวิด ซึ่งจากสำรวจงานวิชาการมีความแตกต่างในการอธิบายถึงการเข้าร่วมองค์การซีโตที่แตกต่างกัน จึงนำมาสู่ข้อเสนอทางสมมติฐานถึงการตัดสินใจเข้าร่วมขององค์การซีโตของรัฐบาลจอมพล ป. พิบูลสงครามนั้น แท้จริงแล้วกังวลต่อภัยคุกคามที่เกิดขึ้นจากสถาวะแวดล้อมภายนอกอย่างเดียวหรือไม่ งานวิจัยนี้ได้นำเสนองานวิชาการที่อธิบายการเข้าร่วมองค์การซีโต รวมถึงทฤษฎีความสัมพันธ์ระหว่างประเทศในเรื่องการเข้าร่วมเป็นพันธมิตร มาประกอบในการอธิบายสาเหตุของการเข้าร่วมองค์การซีโต โดยวิธีการศึกษานั้นเป็นการวิจัยเอกสารและนำเอาทฤษฎีความสัมพันธ์ระหว่างประเทศมาอธิบายควบคู่ไปกับการอธิบายเชิงประวัติศาสตร์ ซึ่งจะทำให้ภาพการดำเนินนโยบายดังกล่าวมีความสมบูรณ์ขึ้น จากการศึกษาพบว่า การอธิบายการเข้าร่วมองค์การซีโตของประเทศไทย ไม่สามารถอธิบายได้ด้วยปัจจัยภายนอกที่เกิดขึ้นจากภัยคุกคามคอมมิวนิสต์เพียงประการเดียว แต่ยังมีประเด็นของปัจจัยภายในประเทศที่มาจากปัญหาความมั่นคงทางการเมืองภายใน มีส่วนสำคัญต่อการตัดสินใจในการเข้าร่วมองค์การซีโตเช่นเดียวกัน ดังนั้นจึงสอดคล้องกับคำอธิบายของทฤษฎีที่นำเสนอโดยเดวิด

For three decades (1968-1998), Indonesia was led by President Suharto, whose authoritarian military regime is remembered for its corruption and brutality. This paper offers an analysis of Suharto’s rule through the lens of two events: his 1965 purge of local ‘communists’ and the riots of May 1998. Drawing comparisons between the two, I delve into systemic causes by considering the influence of domestic and international variables. The Syrian operation of 2012 was the first successful employment by Russia of expeditionary warfare, narrowly defined as naval support to Russian (or Soviet) ground forces in a war away from their periphery (i.e., in a country that does not border them), from the sea. This article constructs a measure of geopolitical and economic tensions in US-China relations based on the sentiment expressed in major US news media and utilizes it to analyze the impact of bilateral tensions on US imports from China between 2002 and 2019. Our results suggest that bilateral tensions have had a negative effect on US imports. Additional analyses of the impact of bilateral tensions for industries with varying levels of supply chain linkages to China suggest that, contrary to expectations, they have more disproportionately affected industries highly integrated with the Chinese market.
