The Forum works on the principle that cities that are in conflict or have emerged from conflict (divided societies) are in the best position to help other cities in similar situations. The Forum for Cities in Transition was founded by Professor Padraig O’Malley as an initiative of the John Joseph Moakley Chair of Peace and Reconciliation at the University of Massachusetts Boston.

The paper discusses the evolution of the responsibility to protect (RtoP) norm, its adoption by the United Nations General Assembly and Security Council, and current steps towards implementing the norm through effective early warning and response. The crisis in Syria has caused a massive influx of refugees into Jordan to the detriment of the Jordanian host communities. This research paper seeks to examine the direct impact of the Syrian Refugees on Jordanians’ food security. The researcher hypothesized that the large influx of refugees reduced the overall food security of Jordanian families in terms of food accessibility and availability. The methodology consisted of two major parts. First, field interviews were conducted with Jordanians in the Northern Badia and representatives from non-governmental organizations (NGO) in Amman. This article seeks to propose a rationale for exploratory research in the social sciences. Inspired by the recent debates around qualitative methods (Gerring, 2001; George and Bennett, 2005; Brady and Collier, 2004; Mahoney and Rueschemeyer, 2003; Ragin, 2008; to name just a few), I seek to demonstrate that exploratory research also has a rightful place within the social sciences. In order to live up to its potential, exploratory research needs to be conducted in a transparent, honest, and selfreflexive way – and follow a set of guidelines that ensure its reliability. In 1986, the Vietnamese government undertook a series of reforms known as doi moi. These reforms were mainly economic adjustments that encouraged globalization through capitalism, international trade, and foreign investment. They restructured Vietnam’s economy from a centrally-planned system to a market economy with a socialist orientation. This study focuses on the political and cultural aspects of globalization after doi moi, and analyzes the development of international non-governmental organizations (INGOs) in Vietnam. The current study examined the factors that affect female political participation in students at women’s colleges and coeducational institutions. The first part of the study consisted of building a model to explain female political participation based on previous research findings. The second part of the study consisted of examining differences between the model and the levels of participation among the two groups. Results showed that only self-esteem, femininity, feminist identification and knowledge of female political leaders significantly impacted political participation. No structural differences in the model were found between the groups. Students at women’s colleges had significantly higher means in …

Within humanitarian discourse, there is a prevailing narrative: the powerful liberal heroes are saving the helpless, weak victims. However, the beginning of the 21^st century marks the expansion of the digital revolution throughout lesser-developed states. Growing access to the Internet has enabled aid recipients to communicate with the outside world, giving them an unprecedented opportunity to reshape discourses surrounding humanitarianism. Through a comparative discourse analysis of Libyan Tweets, 1994 newspaper reports on Bosnia, and 2011 newspaper reports on Libya, this paper analyzes whether aid recipient discourse can resist the dominant humanitarian narrative and if that resistance can influence dominant …

A gap currently exists between the sources of international law in the canon of jus cogens or peremptory norms. This gap is observed in the comparison of the rhetoric perpetuated by the community of international lawyers and the actions of states. It is especially apparent in the two oldest tenets of jus cogens, the prohibitions against piracy and slavery. The disconnect between rhetoric and reality exposes the limitations and the political nature of international law.

In the aftermath of the NATO intervention in Libya, the responsibility to protect (RtoP) doctrine has received considerable blowback. Various states, most notably some of the ‘BRICS’ states (Brazil, Russia, India, China, and South Africa), claimed that NATO exceeded its mandate given to it by United Nations Security Council (UNSC) Resolution 1973 (by allegedly focusing on regime change rather than on the protection of civilians), was inappropriate in its target selection, violated the arms embargo by transferring arms to rebels, and generally caused too much harm to civilians and civilian infrastructure.1 It was also suggested that the UK, US, and …
