Japanese Prime Minister Shinzo Abe, the highest political leader in Japan, shook his head in disbelief. His tenure as Prime Minister had been tense, partly due to the ongoing question of a replacement airfield for the U.S. Marines in Futenma. A predecessor, Yukio Hatoyama, also suffered political fallout stemming from his reversal of a public promise to find a replacement location for the U.S. Marine Corps Air Station. Prior to the Hatoyama administration, the Japanese government had selected a new location for the Marine Air Station, a remote area far removed from the busy city of Okinawa in Henoko. Moving …

The dissertation research answers the question of what explains the variation across countries where the IMF SAP implementation is associated with the onset of armed civil conflict in some countries but not in others. Do SAPs increase the likelihood of the outbreak of armed civil conflict in recipient countries? By what causal mechanism could SAPs increase the probability of the onset of armed civil conflict? This study contributes to extant literature by taking actors’ preferences and ethnicity in recipient countries into account. When do leaders choose state-sponsored repression as a response to certain threats to the state? Conventional wisdom states that authoritarian regimes will be more likely to use these repressive acts in order to maintain law and order, as well as to suppress the opposition. However, previous literature on the subject fails to recognize the effect of irregular civil wars on this decision, as well as the types of repression that will - or will not - be used against citizens. The global context of decision making continues to adapt in response to international threats. Political psychologists have therefore considered decision making processes regarding major uses of force a key area of interest. Although presidential personality has been widely studied as a mitigating factor in the decision making patterns leading to uses of force, traditional theories have not accounted for the emotions of individuals as they affect political actions and are used to frame public perception of the use of force. Does the operational code of a state's leadership have an effect on its behavior during foreign policy crises? Specifically, do states with more conflictual operational codes opt for a more conflictual response to crises, or do systemic and structural variables intervene to limit their significance? While the study of individual level psychology in international relations has been gaining momentum, the causal links between beliefs and behavior have yet to be solidified. Researchers use natural phenomena in a number of disciplines to help explain human behavioral outcomes. Research regarding the potential effects of magnetic fields on animal and human behavior indicates that fields could influence outcomes of interest to social scientists. Tests so far have been limited in scope. This work is a preliminary evaluation of whether the earth’s magnetic field influences human behavior it examines the baseline relationship exhibited between geomagnetic readings and a host of social and political outcomes. This paper analyzes the theoretical underpinnings and strategic goals of US security strategy with respect to China. It argues that the language used in statements and publications of US strategy demonstrate the development of a strategy of cooperative security. This strategy is dependent on the security environment the United States cultivates with allies and partners in the region. The paper uses evidence from the two largest PACOM military operations--RIMPAC and Cobra Gold-to demonstrate this developing strategy.

The 1648 Peace of Westphalia created an understanding of state sovereignty free from external interference that remained largely unaltered until the last century. The horrors of the Holocaust and the significant humanitarian crises of the 20th century have presented the international community with a new type of threat to international peace and security and have sparked an ongoing conversation about the limitations of traditional sovereignty. Russia has positioned itself as a firm supporter of a strict adherence to the Westphalian concept of sovereignty, but my thesis argues that Russians do not value this interpretation as much as they claim …

In this thesis, I problematize the United States’ response to the global phenomenon characterized as human trafficking. The framing of trafficking as policy issue takes place in the context of politicized claims about the nature and prevalence of trafficking, its relation to the sex industry, and the kind of response that is required. U.S. anti-trafficking policy was built and shaped in the context of fears about immigration, global labor, and the sex industry. As a result, trafficking has been used to justify oppressive domestic reactions such as border crackdown, scrutiny of immigrant and sex worker communities, and victim “protection” that …

In 2006, the Chinese government released its first ever Africa policy paper. This research discusses the importance of the relationship between the United States and Saudi Arabia and how this relationship has influenced and shaped U.S. foreign policy in the Middle East. The relationship is framed by the international relations theory of neoclassical realism and the institutions theory of critical junctures. Through this framework, a historical and political case study is performed, analyzing the antithesis that the relationship has continued throughout history because of economic interests and oil. For much of its history, the discourse of International Relations (IR) has been characterized by clashes between paradigms, exclusion of non-positivist research methodologies, and the marginalization of various subfields. Since the fourth debate “pluralism” is rapidly becoming a buzzword within the literature, but without serious conceptual analysis “pluralism” risks becoming another intellectual fad given lip-service but not engaged with in a way that could produce positive change within the discipline. This project examines three varieties of pluralism: theoretical, methodological, and pluralism of level of analysis. Ever since the introduction of the EU’s four freedoms, EU citizens have been promised the freedom to move freely within the confines of the EU. As the EU’s population expanded through enlargement, in conjunction with growing pressure on labor market, wages and employment, European public attitudes toward immigration seem to become more polarized. Thus, immigration, especially that of the admittance of non-EU third-country nationals, may be rendered as a highly contested issue within Europe’s two-level systems. The European Commission is arguably the most powerful component of today’s European Union, yet little is understood about who actually comprises the Commission and how they get to Brussels. Scholars have thus far focused on piecemeal studies of backgrounds of Commissioners, legislative approaches to Commission recruitment, or spatial models of multilevel governance systems (among others). In contrast, this paper takes a comprehensive approach to understanding paths to the Commission. This paper compares European Union anti-money laundering (AML) efforts with international efforts in scope and intensity through an analysis of the timeline of AML cooperation in Europe from 1980 to 2012, showing the creation or adoption date for relevant organizations and legislation, referred to as actions. The actors include United Nations bodies, the Financial Action Task Force, the Council of Europe, and European Union bodies. This paper considers the mutually beneficial relationship of German and Austrian foreign direct investment (FDI) in Central and Eastern Europe (CEE) between 2004 and 2007, and the impact that the CEE states' belated membership in the Schengen Area had on further economic integration. It analyzes how excluding CEE member states from immediate membership in the Schengen Area upon their accession to the EU in 2004 and 2007 affected the economies of Germany, Austria, and the CEE member states.
