Misconceptions In Comparative Study Of Public Diplomacy: A U.S.-China Case Study, Liang Pan

Exchange: The Journal of Public Diplomacy

The study of public diplomacy often proceeds with an empirical approach, focusing on crafting policy instruments and measuring policy efficiency. But this approach tends to render descriptive and quantitative results. This paper contextualizes public diplomacy in theoretical terms, institutional structure, and policy priority, and points out three common misconceptions in comparison of U.S.-China public diplomacy. It means to draw attention to normative and qualitative approaches that should be applied to the fledging interdisciplinary study of public diplomacy.

Public Diplomacy And The “Self” In Regional Organization: A Network Approach To Identity Formation, Image Formation, And Asean Community Building, Daniel J. Smith

This paper examines the construction of the ―Self‖ in regional community building—that is, the ―actorness‖ of a regional entity in the international system. Specifically, I address the function of official public diplomacy in regional organization. I contend that formal public diplomacy is a crucial component to the internal identity formation and external image formation processes that constitute regional ―community building,‖ leading to the ―Self.‖ In explicating the development of a regional institution’s actorness, public diplomacy is conceptualized through constructivist networks. The rise of Turkish soap operas as a phenomenon, particularly in the Middle East, is a fairly new development. These soap operas have become non-governmental public diplomacy tools representing Turkey globally. The shows predominantly project a Western and modern lifestyle addressing everyday hurdles. More importantly, the female protagonists are central to the storylines. This paper examines the role of soap operas as a cultural diplomacy tool within the context of identity and the social implications that are prompted by these media exports.

This research provides an institutional explanation of the practices of external intervention in the Arab state system from the fall of the Ottoman Empire in 1922 to the Arab Spring.

My explanation consists of two institutional variables: sovereignty and inter-state borders. I examine the changes in regional and international norms of sovereignty and their impact on the practices of external intervention in the Arab state system. In the past two decades, Rwanda has been through major changes, from a conflict-ridden society with deep divisions between the two main ethnic groups–Hutus and Tutsis–to a case of impressive economic growth. Despite the progress, deep divisions and human rights issues exist. To avoid the recurrence of any conflict, both state and non-state actors are playing varied roles in a post-genocide Rwanda. Based on both primary and secondary sources, this article argues that in an era of globalization and postgenocide in Rwanda, non-state actors like international non-governmental organizations have the most impact in the preservation of human rights. This article takes an interdisciplinary approach by drawing on political science, international relations, and legal global governance literatures to explain how China’s foreign policy impacts and guides its trade policy, which is manifested in the three core interests. In this paper, I will argue that individual preferences toward religion have a significant relationship with an individual’s level of support for welfare spending. Specifically, this research finds that as religiosity increases support for welfare spending decreases. This assessment is reached through Ordinary Least Squares (OLS) regressions using the World Values Survey (WVS). Furthermore it looks to address the potential for a temporal pattern that results from these preferences. This has become apparent in southern Eurozone countries like Portugal and Greece, which continue to suffer from strict austerity measures imposed by the International Monetary Fund, European Commission, and European Central Bank (Troika). This article investigates the movement building dynamics of contemporary social movement milieus (such as particular protests, social forums or occupations). It develops the concept of the “relay” to introduce four ideal-type movement building relays understood as distinct movement milieus: clustering relay, networking relay, organizing relay, and transforming relay. Each ideal-type captures different points on a continuum of increasing movement building and thus for generating commonalities, shared understandings and identities, mobilizations and strategies.
