Canyonlands National Park is located in the wildest part of southeastern Utah (Figure 1). The Park was created by an Act of Congress in 1964. Roughly 1,170 square kilometers of canyons and mesas are preserved in the Park. Included are portions of the Green and Colorado Rivers which join in the southern third of the Park. Several subregions within the Park are recognized.

In 1979, the last year for which complete statistics are available, the airlines of the United States carried a record 317 million passengers over 262 billion passenger miles. Although gross revenues increased to $27 billions that year, net earnings plummeted from $1,197 millions in 1978 to $409 millions in 1979. Soaring fuel costs were the main culprit for the earnings reduction. These increased by 89 percent in a single year and accounted for $2.3 billions in increased expenditures.' Throughout the modern history of geography Pattison's four traditions-area studies, land-man relations, spatial theory, and physical geography have basically encompassed the philosophical stances toward the discipline. Within the last decade, however, American geographers have seen the reemergence of a fundamentally different approach to the discipline-radical geography. Despite earlier European radical geographers such as Peter Kropotkin (1890's) and Karl Wittofogel (1920's), American radical geography's historical roots are found in the late 1960's for two primary reasons. There is an increasing amount of literature on environmental preference migration.2 Edward Ullman, probably the first geographer to publish a comprehensive review on the subject of environmental preference migration, suggested that migration models must be revised to account for the effect of amenities, specifically physical attractions such as climate and landforms, in producing migration streams.3 Articles in Time4 and U.S. News and World ReportS indicate that the reasons for the dramatic shift of the American population is due largely to a preference for areas with environmental amenities. Most of the U.S. Army Corps of Engineers' (USACE) Computer Assisted Photo Interpretation Research (CAPIR) program is centered around the use of the APPS-IV analytical stereo-plotter.' This computer supported photogrammetric instrument performs stereomodel set-up, threedimensional digitizing in a continuous stereo environment, data bank creation, mapping, and superposition.2 The initial Corps of Engineers demonstration of CAPIR technology, using the APPS-IV plotter, involved compilation of a digital data base (land cover fuse, topography, and structure inventory) to project economic flood damages in a reach of the Clinton River basin of Michigan. Historically, overall economic development in the Upper Peninsula of Michigan has been slow relative to the remainder of the state. Many factors have contributed to such a lag: most may be grouped under the general geographic concept of accessibility. A variety of barriers to accessibility have had a negative impact on the expansion of the region. For example, distance from major markets in southeastern Michigan and Wisconsin and a harsh winter environment in the Upper Peninsula are two barriers commonly noted. This maladjustment worsens when the population increases at a faster rate than the development of the economy. The pressure leads to the deterioration of land resources and low, risky income opportunities and widespread poverty. The major contention of this paper is that the development incentive programs of German and Swiss national governments are justified if they bring about an increase in productivity and national income. However, they must also preserve the ecological environment, cultural landscape, and nature areas of the Alpine setting. A comparative study of regional development policies of Switzerland and the German State of Bavaria is used to determine how each national government allocates its regional development subsidies and the results they hope to obtain.
