This paper explores the evolution of American foreign policy in the Balkans in the years preceding the Dayton Accords. Specifically, it examines the progression from America’s position of nonintervention and reluctance to engage to a role of leadership in ending the conflict. Key factors discussed include the inadequacy of early U.S. policies in the region, mounting pressure to end the violent conflict, the value placed on the NATO organization and relationship by the Clinton administration, and the unwavering commitment to keep American troops out of the conflict. The field of environmental peacebuilding emerged as a counter to the idea that violent conflict was an inevitable byproduct of environmental change. Two decades ago, my colleague Geoffrey Dabelko and I published a book, Environmental Peacemaking, sketching the argument that ecological interdependencies could be instrumentalized as a force for peace (Conca & Dabelko, 2002). Other early works from this period focused on the peace opportunities in biodiversity conservation (Matthew et al., 2002) and transboundary protected areas (Brock, 1991; Ali, 2007). This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Saint-Domingue was once the most profitable colony of the Caribbean, the so-called pearl of the Antilles. Nowadays, Haiti is known for being the poorest country in the Western Hemisphere, a dramatic shift that raises the question of the factors contributing to Haiti's current state, marked by persistent violence, natural disasters, and political instability. The twin concepts of sustainable development and sustainability have been key points in new policies. Nonetheless, only the Western scientific perspective is typically considered, excluding other voices and leading to a very narrow vision of “sustainability”. This paper examines the evaluation of investment opportunities in emerging markets (EMs) through real options analysis, against the backdrop of their unique risk profiles and the recent trend of EMs exhibiting resilience in economic performance. While EMs are associated with high growth rates and infrastructure gaps, they have shown adaptability, particularly in monetary policy responses to inflation. This paper explores the sensitivity of net present value (NPV) and real options (RO) to changes in the capital asset pricing model, adapting the yield spread to capture default risk and local risk-free rates. How did France’s refusal to take part in the war on Iraq in 2003 has created the conditions that legitimizes its future military interventions abroad? In this paper, a discourse analysis of the official French Foreign Policy Discourse is done to show why saying no to war in 2003 paradoxically allows France to carry out military interventions in 2015.
