School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2019‐20 to 2033‐34. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

This paper outlines a plausible mechanism whereby the country of Honduras could curtail gang violence within its borders with the eventual intent of exterminating gangs in Honduras. First, the need for such a plan is presented, with current statistics on the violence in Honduras. The paper then explores the possible use of an adapted form of Cold War containment policy against Honduran gangs. This method of containment would work by hindering the activities of the gangs and more importantly by addressing the societal factors that contribute to gang proliferation. Flooding has become the new normal in Ho Chi Minh City (HCMC). During the rainy season, many areas of the city experience severe inundation that seriously impacts infrastructure, traffic, and economic transactions. As the effects of climate change unpredictably and rapidly manifest in Southern Vietnam, the frequency and impact of urban floods are projected to increase. This project’s goal is to lift up promising approaches, suggest new strategies and encourage honest conversations that result in public policy solutions to income and racial segregation and poverty. The overarching question that motivates this work is:

• What are effective policies and strategies that promote access to high-opportunity amenities for low-income families?

The Count provides important information on the people who were counted living unsheltered, in emergency shelter, and in transitional housing (collectively the “HUD homeless” or “literally homeless” population) the night of Jan. 23, 2019. As always, the date of the Count and the definition of homelessness that determines who is counted were set by the U.S. Department of Housing and Urban Development (HUD).

This study discusses the effect of economic agglomeration on the productivity of manufacturing industry companies by using case studies on the island of Java which is the location of more than 80 percent of large and medium industrial companies in Indonesia. The company productivity used in this study is the total factor productivity (TFP) with the economic agglomeration variable used is localization economies, urbanization economies, and competition. This study compares the impact of budget allocations between regions that have carried out direct regional elections and indirectly and their impact on regional per capita income. The budget allocation uses the allocation of capital expenditure and indirect expenditure on the Regional Expenditure Budget (APBD) of regencies and cities in Indonesia. Empirically, in the 2005-2010 period in Indonesia, the estimation results using Pooled Least Square did not show a significant difference in the impact of budget allocation on regional per capita income between the regime and direct versus indirect elections. The problem is that the geographical distribution of FDI is not evenly distributed between provinces in Indonesia. This research empirically analyzes the role of agglomeration in the distribution of FDI in Indonesian Manufacturing Industry. Cooperative housing may be a viable and financially-sound alternative for individuals and families of low to moderate income, as Portland, Maine’s downtown area becomes gentrified raising property values to unaffordable heights. Of the 13,546 family households in Portland, 8.7% earn below $25,000, which for an average family of four $24, 250¹ is considered to be in poverty, and 18.4% earn between $25,000 and $50,000. Meanwhile, 13.2% of the 16, 561 non-family households are below the poverty line, and 27.5% earn between $25,000 and $50,000 (US Census Bureau, 2014).

This research examines disadvantaged populations’ accessibility and mobility in the non-car transportation system in St. Louis. By employing mixed methods, this research investigates accessibility and mobility through three distinct scholarly lenses: physical infrastructure and proximity, individual experiences, and political processes. The thesis synthesizes the analyses from these three approaches in order to provide holistic policy recommendations for creating more equitable transportation systems in St. Louis and beyond. Empirical findings show that neighborhoods with lower median incomes and lower percentages of white population in St. Louis are less accessible for biking and walking, with highly variable public transit accessibility. Groups of Regional Industry Drivers (GRIDs) were identified in Northeast Ohio (NEO). GRIDs are wealth-creating industries that have a strong regional specialization, growing output, rising productivity, and local competitive advantage. Overall, the three identified GRIDs—Professional Services, Growing Legacy Manufacturing, and Oil and Gas—contributed nearly 40% ($90.4 billion) to NEO’s total output and employed 20% (369,054 people) of NEO workforce in 2018. This research provides an update on the performance of GRIDs economy focusing on 2017-18 changes and projections for 2019. Calculations in this monitor are based on the data from Moody's Analytics Economy.com.

The UK summer heatwave of 2018 led to changes in consumer behaviour, including large increases in electricity demand due to increased use and intensity of refrigeration and air-conditioning devices1,2. Although the United Kingdom experienced its equal hottest summer on record, the extreme temperatures were concentrated in the south and east of England3. Here we exploit the regional variation to test for the effect of experiencing extreme temperatures on perceptions of resource security and on related pro-environmental behaviour.
