Poultry And The Press: Urban Chickens And The National Stage, Nicole Iroz-Elardo

After a 2010 Association of Collegiate Schools of Planning (ACSP) conference bus erupted into chatter from a tour guide’s passing comment about a new ordinance allowing chickens into Minneapolis backyards, I wondered about the magnitude of the urban chicken movement. Legalizing urban chickens is, in fact, occurring more often. A Lexus-Nexus Power Search of the term ‘chicken ordinance’ does not even register a hit in 2000. Yet in 2010, 141 articles discussed potential changes to urban chicken ordinances. Such an explosion of national news coverage suggests urban chicken keeping reaches beyond Portland’s borders.

This year, the Portland metro area recognizes the 40th anniversary of Senate Bill 100’s signing into law by the late Governor Tom McCall. This landmark legislation paved the way for Oregon’s renowned land use planning system and pioneering urban growth boundaries. Since the implementation of the state’s first urban growth boundary (UGB) in the 1970s, the UGB has become a model for anti-urban sprawl efforts nationwide and has helped to preserve vast areas of agricultural and forest lands statewide. The celebration of the 40th anniversary of Senate Bill 100 provides us with an excellent opportunity to reflect on metropolitan Portland’s agricultural landscape. The landmark legislation passed in 1973 has helped to protect countless acres of the region’s precious agricultural soils—some of the richest known in the world—from development. Perhaps most importantly, however, the legislation has helped to preserve the important bond between the region’s urban areas and their hinterland, and to secure the region’s local food system. School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2013‐14 and 2022‐23. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range forecast scenario are also presented for the 10 year period.

Agencies of the United States often find themselves on opposite sides of the "v." in disputes ranging from alleged unfair labor practices in federal agencies to competing statutory interpretations to run-of-the mill squabbles over money. Yet Article III's case-or-controversy requirement includes—at a minimum—adverse parties and standing. Courts have disagreed with one another over the extent to which litigation between the sovereign and itself meets Article III standards. Despite the volume of scholarship on Article III standing, relatively little attention has been paid to Article III's requirement of adverse parties in general, or the justiciability of intrabranch litigation in particular. The original goal of the research presented here was to quantify by world region, the contribution of urbanized areas to global greenhouse gas (GHG) emissions (EDGAR, 2011). Regressions on population density and growth rate, GDP, and heating/cooling degree days, as well as a row of other non-significant variables, show that the contribution of urban extents is between 38% and 49% of total emissions (Marcotullio et al., 2012). In spite of using very liberal definitions of urban extents (GRUMP, 2011) this is at the low end of academic estimates (Satterthwaite, 2008; WEO, 2008; Dhakal, 2010). It is no surprise that the …

In policy and practice, communities should implement support programs for rural veterans, and veteran families should educate themselves about the risk factors for suicide and support veterans in their families; policymakers should increase VA outreach programs in rural areas, as well as programs educating rural veterans about the importance of mental health treatment for those at risk for suicide. During the past three decades, research in travel behavior has generally proceeded from broad-level, aggregate analysis of mode share--the proportions of walking, bicycling, transit, and vehicle travel occurring in traffic analysis zones, census tracts, neighborhood, or other geographical units--to fine-grained, disaggregate analysis of mode choices and other trip-making attributes at the individual level. One potential issue is whether there are differences in the types of conclusions drawn from results of analyses performed at these different levels, as these results directly inform transportation planning and policy.

Sidewalks are a critical part of sustainable transportation systems, supporting pedestrian travel and healthy physical activity. Presence and quality of sidewalks is a significant predictor of perceived safety and quality of the pedestrian environment. Lack of adequate pedestrian infrastructure data has been identified as a major barrier to large-scale pedestrian planning. Sidewalk presence, width, and surface condition are identified as important indicators of facility quality and accessibility. Georgia Tech is deploying an Android tablet application to automatically generate spatial sidewalk inventories, automatically assess sidewalk quality, and prioritize sidewalk repairs. The overall purpose of the study was to investigate the function of the segment that appears before the class prefix of the noun in Shinyiha. Elicitation method was in most cases, in the form of informal discussion. The findings indicate that the occurrence of the augment in Shinyiha is triggered by syntactic contexts. Precisely speaking, the occurrence of the augment is triggered by the type of the construction used. This paper builds on the work carried out by OEAS in China, which established the framework of ocean economy accounting in China. It also demonstrates how it is possible to compile ocean economy data, from the existing government databases in China. The Chinese ocean economy was divided into two separate parts for the purpose of the analysis presented; the ocean industry and ocean-related industry. Data was collected for 12 major ocean industries. Using a similar methodology to that developed in previous international studies, it was found that the major ocean industries produced US$239.09 billion in value added output in 2010 …

This project focuses on developing a vision for the corridor between two new MAX light rail transit stations at OMSI and Clinton Street, which are part of the Portland-Milwaukie Light Rail (PMLR) project, connecting downtown Portland with north Clackamas County via southeast Portland.

To understand the impact of daily travel on personal and societal well-being, researchers are developing measurement techniques that go beyond satisfaction-based measures of travel. Metrics related Subjective Well-Being (SWB), defined as an evaluation of one's happiness or life satisfaction, are increasingly important for evaluating transportation and land-use policies. This dissertation examines commute well-being, a multi-item measure of how one feels about the commute to work, and how it is shaped. We advance scholarship about how macroeconomic forces differentially manifest themselves across local spaces by developing a holistic conceptual framework and empirical analyses involving multilevel change modeling. Unlike prior work, we examine differential rates of change in neighborhood indicators. We illustrate our approach with Chicago data measuring the crime, housing, and economic domains of neighborhood quality- of-life over the 2000-2009 period. We find that the local dynamic manifestations of macroeconomic cycles were far more nuanced than have been previously observed. Neighborhood indicators moved along distinct trajectories, sometimes but not necessarily tracking each other or the overall business cycle, and they changed …

An important goal to reduce the number of collisions between motorists and pedestrians is to increase motorist’s yielding right-of-way to pedestrians in crosswalks. The current study addresses this goal. A Gateway installation of instreet signs (one in-street sign installed between the two travel lanes in each direction and one on both edges of the roadway in each direction) was evaluated on multilane roads. The first experiment compared the efficacy of adding multiple in-street signs used in a gateway configuration with a single sign between the two travel lanes in each direction. This research investigates spatial factors, that impact non-motorized exposures and crashes, and examines the relationship between exposure at signalized intersections and crash frequencies involving pedestrians and bicycles at a census tract level. The four Michigan cities of Ann Arbor, East Lansing, Flint and Grand Rapids are examined. After completing an extensive literature review to provide a list of required data, 92 intersections are selected from the four cities to collect pedestrian and bicyclist counts. Five-year crash records, special attractions, non-motorized facilities and transportation infrastructure data for the four cities are gathered for the four cities. This data are later mapped …

The McMinnville School District (MSD) requested that the Portland State University Population Research Center (PRC) prepare enrollment forecasts for use in the District’s long‐range planning. The current study integrates information about MSD and updates the work PRC conducted in 2008 and 2011, providing a snapshot of demographic, housing, and school enrollment patterns and trends. This report also presents an extended district‐wide enrollment forecasts for a ten year period from 2013‐14 to 2022‐23 and individual school forecasts for a five year period from 2013‐14 to 2017‐18.
