Warwick Junction, a thriving trading hub in the inner city of Durban, has long been considered one of the best examples of collaborative urban management practices between the local government and informal traders. In a post-apartheid South Africa, there was a national desire to transform the old systems of governance, which in Warwick translated to city government institutions making an effort to include informal traders in the policymaking and management processes. This paper builds on the work carried out by OEAS in China, which established the framework of ocean economy accounting in China. It also demonstrates how it is possible to compile ocean economy data, from the existing government databases in China. The Chinese ocean economy was divided into two separate parts for the purpose of the analysis presented; the ocean industry and ocean-related industry. Data was collected for 12 major ocean industries. Using a similar methodology to that developed in previous international studies, it was found that the major ocean industries produced US$239.09 billion in value added output in 2010 …

Specialized-function cities are dominated by one or two related industries that comprise the majority of the economic base of the area. Rochester, Minnesota is a prime example of such a city. The case of Rochester challenges much of conventional theory regarding economic diversification and spillovers of different economic systems. This case study presents new ideas regarding these spillovers and the success of specializations, as well as provides an in-depth analysis of the affect the Mayo Clinic - a premier medical facility – has on the local infrastructure and economy. Support For Suburban Growth Management: Lessons From Loudoun County, Virginia, Sidney Turner, Edmund Zolnik, Debasree Das Gupta

A multilevel approach is adopted to analyze how individual-level and community-level predictors interact to affect support for a specific growth management instrument. The multilevel model specification controls for respondent’s perceptions of local government’s general efficacy in managing growth and local growth rates. Results suggest that support for a specific growth management instrument increases amongst residents who generally support local government efforts to management growth and who live in high-growth communities. This study describes the impact of GRC on the State of Ohio and on Northeast Ohio, where GRC is located. Northeast Ohio includes the eight counties in the Akron and Cleveland metropolitan areas.1 This report is an expansion and update of an earlier study, published in February 1996.2 As before, this study employs two methods to determine GRC’s influence on the state and local economies. What Works in Economic Development reviews evaluation literature relevant to economic development strategies. While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. It also demonstrates how positive results can be realized. A “what works” matrix follows the review of the evaluation studies. The matrix highlights the significant findings and key lessons that can be learned from this work.

The Ohio New Establishments Dynamics data (O-NED) is a new data set, developed by the College and Center. O-NED tracks employment and number of establishments for establishments that first started employing people between the 2nd quarter of 1997 and the 1st quarter of 2008. The report “New Establishment Dynamics: Business Formation and Survival Trends in Ohio” summarizes how trends in employment growth and establishment survivorship differ across sectors of the economy and various regions of Ohio. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …
