Just as SVD [Slavic Village Development] fought back against predatory lending, mortgage fraud, and speculator flipping, the City of Cleveland and Cuyahoga County also sought to prevent these practices and stem the rising tide of foreclosures. This included legislation, litigation, and homeowner counseling. This article will focus on three examples of the response to the mortgage crisis in Cleveland: the Cleveland Housing Court, the Cuyahoga County Land Reutilization Corporation (land bank), and community development corporations (CDCs) and local intermediaries (namely, the Cleveland Housing Network (CHN) and Neighborhood Progress, Inc. This thesis addresses the issue of the responsibility of the transport manager. The transport manager´s conditions which have to be respected during his/ her work are analyzed. The transport manager is responsible for the decisions made during the whole transportation process. Individual decisions are evaluated and a probabilistic estimate of their importance is determined. A methodology for insurance for the transport manager is proposed.

In a 2010 report, the Oregon Legislature-created Oregon Global Warming Commission (OGWC) stated "with confidence" that human activities were primarily responsible for a 1.5 degree Fahrenheit increase in 20th century temperatures in the Pacific Northwest. Transportation and electricity were responsible for about 70 percent of Oregon's greenhouse gas emissions during the 2003-2007 period of study, while agriculture, waste, combustion, leakage, and other sources were responsible for the balance of emissions. Since the 1980s, homelessness has become an increasingly visible and seemingly intransigent part of American society. It affects not only those who experience it directly, as a condition in their own lives, but also a broad spectrum of interests that deal with its effects. One such interest is owners and managers of public land, where homeless individuals commonly seek refuge, sometimes forming communities. The foreclosure crisis hit Cuyahoga County earlier and harder than the rest of the nation. The crisis continues to weaken the County’s already weak housing market, as evidenced by declining property values, increasing numbers of vacant and abandoned properties and the continuing high rates of foreclosure filings. In 1999, there were 4,900 residential foreclosure filings in Cuyahoga County. That number doubled to about 10,000 by 2005 and peaked in 2007 at close to 14,000. In 2011, the County had just over 11,000 residential foreclosure filings. In total, an estimated 68,000 homes in the County have been “touched” by foreclosure. The …

Toward an Age-Friendly Portland connects the people-friendly efforts of the Portland Plan with input and specific needs expressed by older Portlanders to create a vision for what people want their neighborhoods to be like as they grow older. This vision informs recommendations that may be integrated into Portland’s planning efforts. Orca Planning found that the needs of older adults now and in the future are not adequately met by the transportation, housing and greenspace options available in today’s Portland. The Imagine Holgate project engaged the public in a visioning process to learn the community aspirations for future transit-oriented development in the Station Area around the southeast 17th Avenue and Holgate Boulevard Station on the PMLR line. This research studies the air-cargo transportation on both road (short-haul) and air (long haul) network from the perspective of a mid-size freight forwarder.

The Neighborhood Main Streets Project is an effort to revitalize neighborhood commercial areas in Milwaukie, OR. Horizon Planning conducted the public involvement for the project with walking tours, a survey, visioning workshop, focus group, and open house to determine the community’s vision for walkable and vibrant commercial areas. Horizon Planning also examined existing zoning, transportation, and economic conditions that were not conducive to pedestrian-friendly and vibrant commercial areas. This research theorizes the work of the urban commons through close examination of a group of ten limited-equity housing cooperatives in Washington, D.C. Limited-equity co-ops, or LECs, are a noncommodified resource that is collectively owned and maintained by their members. I argue that LECs are a manifestation of the commons, and that they represent a specific form of the commons - the urban commons. In this research, I ask: how does the urban commons - as manifested in this case by limited-equity housing cooperatives - function? In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina. The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates.
