For a person on a bicycle at intersections, trail crossings, or midblock locations that are signalized, knowing that they have been detected and how long they must wait to receive a green indication is valuable information. This presentation will summarize the findings from the online survey (1,048 responses), observed behaviors (2,428 persons on bicycle), and an intercept survey ( 234 persons) to understand blue light feedback devices and countdown timers at signalized intersections.
Findings suggest that the design where the blue light was embedded in the sign was more visible to cyclists and observed by higher proportions of cyclists in …

Low-income residents, immigrants, seniors, and people with disabilities - people who are often the most transport disadvantaged and thus stand to gain the most from tools that could reduce transportation costs and time – are often poorly served by new transportation tools and services, whether due to issues of affordability, gaps in technology adoption, unbanked populations, social or knowledge gaps, physical access, or other barriers. The research team worked with the Portland Bureau of Transportation (PBOT) to evaluate the Transportation Wallet for Residents of Affordable Housing Pilot (TWRAH). School District Enrollment Forecast Reports
In August 2021 the Portland State University Population Research Center (PRC) prepared high, middle, and low scenarios of district‐wide enrollment forecasts by grade level for the Centennial School District (CSD) for the 10‐year period between 2021‐22 and 2030‐31. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. To facilitate the boundary review process, PRC also provided forecasts of CSD students residing within each existing elementary attendance area, consistent with the middle series, to CSD …

Overview of the Program:
Portland Street Response (PSR) is a new first responder program for non-emergency calls involving people experiencing homelessness or mental health crisis. The program launched on February 16, 2021 in the Lents neighborhood in Portland, OR and operates Monday to Friday from 10 AM to 6 PM. The pilot is coordinated by Portland Fire & Rescue (PF&R), and the founding team consists of a firefighter paramedic, a licensed mental health crisis therapist, and two community health workers.

Objective: Drawing from the framework of social determinants of health, the objective of this paper was to investigate the crosssectional association between transportation-related factors and self-perceived physical health among adults in the U.S. while adjusting for known demographic and socioeconomic-related factors.
Methods: Data for this report were derived from the 2017 National Household Travel Survey. An analytic sample of 71,235 respondents aged 18 and 64 years was analyzed using binary logistic regression. The outcome variable examined was self perceived physical health and the main explanatory variable was a measure of household vehicle deficit.

Multimodal transportation systems (e.g., walking, cycling, automobile, public transit, etc.) are effective in increasing people’s travel flexibility, reducing congestion, and improving safety. Therefore, it is critical to understand what factors would affect people’s mode choices. With advanced technology, such as connected and automated vehicles, cities are now facing a transition from traditional urban planning to developing smart cities. Roadside construction - be it a detour, a closed lane, or a slow weave past workers and equipment - work zones impact traffic flow and travel times on a system-wide level. The ability to predict exactly what those impacts will be, and plan for them, would be a major help to both transportation agencies and road users. Funded by the National Institute for Transportation and Communities, the latest Small Starts project led by Abbas Rashidi of the University of Utah introduces a robust, deep neural network model for analyzing the automobile traffic impacts of construction zones.

In 2020, the COVID-19 pandemic drastically impacted travel for in-person shopping, commute trips, global supply chains, and food business operations. Previously mundane tasks, like shopping for food and household items, became markedly different as new social distancing and mask guidelines were put in place to mitigate the spread of COVID-19. Black adults living in gentrifying neighborhoods experience cultural incongruence with new, often younger, high SES and White residents. In addition, older Black adults are losing deep ties to their neighborhood. This is a major loss to their social network and their sense of belonging within their own neighborhoods. Disruption of long-standing social ties can cause changes in mental health and raises concerns about gentrification’s potentially disruptive impact on cognitive health and the brain aging process. Decades of scientific research confirm that plastic pollution poses a threat to many species, to water resources, and to economies around the world (Laist, 1997; Barnes et al., 2009; Gregory, 2009; Teuten et al., 2009; Chen, 2015; Newman et al., 2015; Rochman, 2015). Experts demonstrate that oceanic plastic pollution is increasing at astounding rates (Eriksen et al., 2014; Geyer et al., 2017). Although there are not any direct studies linking persistent organic pollutants (POPs) accumulated on marine debris to human health, there are numerous studies showing human health impacts from repeated and high level POP exposure, as well as studies that show POPs accumulate on plastic debris in the marine environment. Tree cover is generally associated with cooler air temperatures in urban environments but the roles of canopy configuration, spatial context, and time of day are not well understood. The ability to examine spatiotemporal relationships between trees and urban climate has been hindered by lack of appropriate air temperature data and, perhaps, by overreliance on a single ‘tree canopy’ class, obscuring the mechanisms by which canopy cools. Here, we use >70 000 air temperature measurements collected by car throughout Washington, DC, USA in predawn (pd), afternoon (aft), and evening (eve) campaigns on a hot summer day. This project focuses on giving bicyclists a safer and more efficient path through a city’s signalized intersections. It builds on a prior NITC project that tested an app for a fixed-time corridor. The goal of this project is to lay the groundwork for extending this earlier app to include actuated signals. Two machine-learning algorithms are introduced that have a good track record with time-series forecasting: LSTM and 1D CNN. The algorithms are tested on data captured from a busy bike corridor on the south end of the University of Oregon campus. A specific actuated intersection is identified on this corridor …

While significant existing scholarship has confirmed that accessibility to “macro” transportation systems, such as transit, creates some value for real estate, few studies have examined the capitalized effect of “micro” transportation modes on property values. US manufacturing is struggling with both a productivity and job quality challenge. These challenges are interconnected, reinforcing the need for increased coordination of economic and workforce development efforts. This article outlines the evaluation findings of a novel business-facing initiative called the Genesis Movement, to understand its role in reshaping the workforce experience within small- and medium-sized manufacturing businesses in Chicago, Illinois. Portland, Oregon has long held the reputation of being a quirky, artistic, mid-size American city for the ecologically friendly and progressively minded. What is less well-known is that Portland has a long history of segregation, racial violence, and public policy that is often viewed as hostile by the Black residents, especially the Albina neighborhoods of North and inner-Northeast Portland. Earlier this year, PSU’s Homelessness Research & Action Collaborative used a calculator developed by the University of Arizona and estimates of how many renter households are at risk of eviction to evaluate the downstream community costs of evictions in Oregon during the pandemic. In light of the state eviction moratorium that is set to expire this month and the CDC moratorium that expires at the end of July, the center is once again looking at the number of households at risk of eviction and the downstream costs.

The Community Case For Violence: Toward A Materialist Perspective On Community Work, Aven Handley-Merk

This paper examines and synthesizes existing critiques of contemporary community work in the United States. These critiques are substantiated and developed by a discussion of nonprofit history and formal structure, establishing the premise that contemporary community work is constrained both by its powerlessness and its collaboration with government. It is constrained to an extent that it cannot meaningfully address or remedy community problems. Theorists often see the root of this problem in the birth of neoliberalism in the 1970s, but this paper argues that it arises instead from liberal philosophy, and is rooted much more deeply in Western history and …

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing, and enrollment trends affecting the District in recent years, and annual enrollment forecasts for the District overall, for students residing in each of its high school clusters (HSCLs), for students residing in each school attendance area, and for students enrolled at each school. Portland’s Black population has been heavily impacted by gentrification in the historic Albina community. Nearly half of Portland’s Black population lives in the area east of 82nd Ave, known as East Portland. This has had substantial impacts on both Black households that can continue living in Albina and those living in East Portland. The suburban-esque built environment of East Portland makes it difficult to get around and reach basic necessities. Those living in Albina have taken on exorbitant rents. Both groups suffer from a geographic divide that has made it difficult to rely on family and friends for basic needs …
