In September 1984 PSU was contracted to demonstrate the utility of an interactive graphic database system. A project was done using LANDTRAK* to determine which records from the tax roll were inside the Central City Planning Area. This information provides a starting point for o parcel based information system for the Central City Planning Project. This report consists of a design for a geographic information system for the Central City Planning Area that may serve as a prototype for a broader geographic information system for the City.

The Milwaukie Storefront was a one year program intended as a catalyst for the downtown and to focus attention on the potential for improved business activity. The Storefront, initiated in September of 1983, served as a technical resource, and as a coordinator and facilitator of promotional events in downtown Milwaukie.

This report describes the Storefront as an organization, looking at its structure and original purpose. A review of the individual projects is presented to demonstrate the range of Storefront activities. Investment decisions for large transportation projects are complex, multifaceted phenomena. Generally requiring many years to bring to fruition, such decisions are often reduced at crucial junctures to raw political deals or technical data analysis on limited items. Throughout the range of alternatives considered, analyses completed and policy-making sessions which contribute to such investments, the imagery of a rational, sequential and wholistic decision making process and substance dominates. Greater Portland: Experiments With Professional Planning, 1905-1925, Carl Abbott

Portland, Oregon grew so rapidly in population and wealth between 1905 and 1912 that the city's business leadership called for a systematic plan for future urban growth. The City Improvement League accepted the architectural recommendations of Edward H. Bennett to develop outward from the city's center through a series of government buildings, neighborhood parks, and parkways. Unfortunately, the local economic boom collapsed in 1912 and ended any chances of implementing Bennett's plan. Six years later, prosperity returned and a new architectural proposal by Charles Cheney gained acceptance, only to be subverted by the post-World War I economic slump.

This Study analyzes Tigard's expenditures for FY 82-83, FY 83-84, and FY 84-85 in a manner comparable with that produced as part of the Washington County Urban Service Study (Phase I).

Total City expenditures for urban services increased by $98.42 per capita (Cur rent Year $) during the study period. A large portion, $75. 84 per capita (Current Year $), of this increase is attributable to Capital and Debt Service expenditures associated with LID 1 s and the Civic Center project. The increase in operational expenditures accounted for only $22.58 per capita (Current Year $). This increase is the result …

Proceedings Of A Workshop On Interactive Graphics For Transportation Planners, Kenneth Dueker, Ross Roberts

The workshop attracted transportation planners from transit and regional planning agencies, consulting firms, and local governments. It explored the use of interactive graphics coupled with multi-modal transportation planning.

Several key aspects of the use of interactive graphics were explored in panel discussions and demonstration workshop sessions. These aspects included the evolution of interactive graphics technology, the structured application of this technology in implementation, the operational environment, impacts on planning agencies and future applications of this technology.

The demonstration of applications was made possible by use of Metro's EMME/2 system. Metro is the Metropolitan Planning Organization (MPO) for the Portland area. …

Cost Effectiveness Of Articulated Buses When Passenger Time Is Treated As A Cost, Anthony M. Rufolo

As the difference between fares and costs has increased over time, transit agencies have searched for ways to cut the cost of service. One method that is now being tried by some transit properties these buses there is a is the use of articulated buses. The larger size of allows one driver to serve more passengers. Thus, trade-off between higher capital costs for the bus and lower labor costs per passenger mile in operation. Hence, the use of the articulated bus appears to be a move toward greater labor productivity by increasing the capital-intensiveness of transit.

This report is the second phase of what is known as the Washington County Urban Services Study. First phase research commenced in March, 1983 and was completed in December, 1983. The focus of this first phase was the comparative cost of urban service provision by jurisdiction by service for the cities, special districts (excluding schools) and County that provide services inside the Washington County Urban Growth Boundary.
