Peri-Urban Agriculture In Western Washington: An Identification Of Factors Of Potential Influence To The Development Of Metropolitan Food Policy, William H. Gray Jun 1984

Peri-Urban Agriculture In Western Washington: An Identification Of Factors Of Potential Influence To The Development Of Metropolitan Food Policy, William H. Gray

Dissertations and Theses

Historically, agricultural policy has been developed at the national level, while land use decisions have been made at the municipal or county level. In primarily rural areas, the policy objectives of these domains are largely consistent: agricultural development. In urban areas, however, the food production objectives of national policy and the planning objectives of local government may be incongruent. This research uses the European construct of "peri-urban agriculture" as a framework in which to address the issues confronting both farm producers and metropolitan areas.

The principal hypothesis to be tested in this research is that farmer characteristics differ between peri-urban …

Special Housing Needs Location Study: A Special Housing Needs Task Force, Sumner Sharpe, Kay Pollack, Jim Reitz

Center for Urban Studies Publications and Reports

For a number of years the City of Portland and Multnomah County have experienced a heightened awareness of the increasing demand for sanitary, and affordable housing for people with specialized needs. The City Council, in February 1982, and the Multnomah County Commissioners, in April 1982, approved resolutions which established a Special Housing Needs Task Force. The Resolution requested the Task Force to provide the following: description of the various types of special needs populations and associated problems of those with "special" housing needs. A description of the resources presently available to meet these needs, and additional housing resources required. Recommendations …

Economic Effects Of Tri-Met's Operating And Capital Expenditures Fy 1983 On The Portland Metropolitan Economy, James G. Strathman, Rishinath L. Rao

Center for Urban Studies Publications and Reports

A summary of the transit-related benefits and an assessment of the economic effects of Tri-Met's operating and capital expenditures was performed. The economic effects of the agency's expenditures were derived using a 24-sector input-output model of the four county Portland SMSA economy. Input output analysis is frequently used for the purpose of impact assessment because it provides exceptionally detailed estimates of interindustry activity, employment and income that result from agency/project related expenditures. The primary data and background information needed to perform this analysis were provided by the Tri-Met Transit Planning and Development Office.

Shifts In Urban Transportation Issues And Policy: Are Educational Materials Keeping Pace, Kenneth Dueker, Sebastian Degens, Michael Hayakawa

Center for Urban Studies Publications and Reports

The changing problem perceptions in urban transportation have pushed a succession of issues to the forefront in the last twenty years. Urban transportation policy has adjusted to this changing environment with both incremental and radical policy innovations. Transportation education should maintain a high degree of correspondence with contemporary issues in the field. The authors fear that the shifting transportation agenda may outdate transportation literature swiftly.

The article begins with a review of the policy innovations in urban transportation issues and major since 1956 . The second part of the study analyzes articles by a policy analyst, documents containing transportation planning …

Research And Development Effects On Economic Growth: Implications For The Portland Smsa, James G. Strathman Mar 1983

Research And Development Effects On Economic Growth: Implications For The Portland Smsa, James G. Strathman

Center for Urban Studies Publications and Reports

Promoting a high- technology economic base has been widely adopted as a regional development "policy for the 80's." To this point, however, it appears that little consideration has been paid to questions regarding the feasibility of this policy as it relates to structural and locational characteristics of the regional economy. This paper will discuss those attributes of the regional economy that typically contribute to the expansion of high- technology activities, with particular attention paid to expansion potential in the Portland SMSA. High-technology activities are defined according to product cycle theory, and the attributes of the regional economy are examined with …
