Understanding The Dynamics Of Innovation In Urban Transit, Sy Adler

Urban transit is the major United States example of a private industry that failed and was taken over by the public sector. The recent re-emergence of the private sector in urban transit, and private sector-like behavior in the public sector, raise a number of interesting theoretical and historical issues and policy questions. This report develops a conceptual model to explain this recent history and outlines likely paths of transit service and institutional innovation. Transit Agency Characteristics: An Industry Profile, Charles R. White, Sheldon Edner, Kathi Arlene Ketcheson

This study reports on a survey sent to 493 transit agencies in 1983. The survey instrument requested information concerning agency institutional type, operating characteristics, service area population, employment, management pool, finances and recruitment problems for the period 1979-1983. Surveys were returned by 207 agencies, 171 of which were accompanied by organization charts. The purpose of the survey was to solicit institutional information concerning agency structure to serve as background information for a subsequent study of respondent agency managers.

The study results describe a managerial context that si extremely diverse across agency characteristics, change in attributes and organizational patterns. Only the …

The objectives of this study are: 1) to provide the County Assessor with a survey of the current usage of the assessor's mapping system ; 2) to assess the future data needs of the users based upon implementation of the assessor's plans for a computerized cadastral mapping system, or multipurpose cadastre (MPC}; 3) to identify the locational accuracy requirements of the proposed mapping system; and 4) to identify a strategy to facilitate gradual improvement in accuracy of locational data.

The challenge to designers of multipurpose computer-aided land information systems is to capture enough of the "deep structure" of the problem domain to enable a system to answer user questions and requests in a satisfactory way. Criteria defining "satisfactory" in each case must include considerations of accuracy, completeness, timeliness, and cost. These considerations, when applied to the location in space of parcel boundaries and property corners, present unusual difficulties. People relate to the perceptual quality of any urban environment physically, mentally, and emotionally. Often, there are interactions that are based on visual images that occur between the individual and the city. The processing of these images - colors, shapes, sizes, spaces and motions - produces a composite picture of the city that gets translated into a "cognitive map." This aids each of us in adapting to and navigating through the multitude of urban elements.

The impact of interactive graphics and an improved multimodal transportation planning software package on the urban t ransportation planning process and organization responsible for the planning is assessed. The focus is on the results of applying the new technology, which allows the planning organization to increase capacity to conceptualize and evaluate alternative courses of action. This emphases on the results of planning raises the likelihood of changes in the way transportation decision making occurs.

This paper summarizes a discussion of some of the technical issues which appeared in a report prepared during January-July 1985, by a team of researchers from Port.land State University's Center for Urban Studies under a contract for the Department of Assessment and Taxation of Multnomah County, Oregon. The complete report also covered user needs as identified through a series of interviews of agencies making use of assessor maps.

Under the Land Conservation and Development Commission Public Facilities Planning Rule, cities in Oregon are required to develop public facilities plans or planning processes to meet the needs of their communities. The City of Rivergrove requested the Center for Urban Studies to undertake this report as part of its compliance with the LCDC rule. Increasing urbanization and demand for services in the area surrounding Rivergrove present this small city with a unique set of planning issues, including the provision of sewer services to its residents.
