The Growth Of Service Industries In California 1960-1980, Ayalew Adamu, James G. Strathman
The Growth Of Service Industries In California 1960-1980, Ayalew Adamu, James G. Strathman
Center for Urban Studies Publications and Reports
This paper investigates structural changes in the service economy in California between 1960 and 1980. The service sector is disaggregated into four segments - distributive, business, personal and social - and a model is developed and estimated relating the relative growth of employment in services to changes in economic, demographic and urbanization factors. Substitution and complementary linkages among the service segments, and between these segments and manufacturing are also explored. Our results are consistent with the Fisher-Clark hypothesis, and the general importance of demographic and urbanization factors is also established. Variations in the influence of the determinants of structural change …

Homestead Neighborhood And The Oregon Health Sciences University Background And Recommendations Report, Thomas Bizeau, Jim Crawford, Barton Delacy, Yousef Massoudifar, Tom Mcconnell, Foziah Rahman, Ezzat Rassoli, Barbara Sochacka
Master of Urban and Regional Planning Workshop Projects
The Homestead Neighborhood is located in southwest Portland. It was first studied as part of the Marquam Hill Plan in 1977. Since that time two major health providers, the Shriners and the Veterans Administration, have built new facilities on the hill. The Oregon Health Sciences University is now poised and ready for major expansion of its medical schools, hospital and research facilities. Meanwhile, area residents and property owners, have voiced concerns about increased traffic, and building density.
Oregon Health Sciences University (OHSU) contracted with the School of Urban and Public Affairs at Portland State University to draft a comprehensive neighborhood plan, …

Adolescent Shoplifting And Situational Stimuli, James A. Chambers
Adolescent Shoplifting And Situational Stimuli, James A. Chambers
Dissertations and Theses
Adolescent shoplifting has provoked limited and somewhat controversial perspectives within the sociological and psychological literature. These controversies center around the empirical variables used for analysis. A companion argument focuses on the subjective and objective measurement of these variables. This research explicated variables from the sociological literature to test their relationship, using multiple linear regression, to adolescent shoplifting behavior. These variables and situational stimuli were operationalized in a simultaneous model to demonstrate a proximate occurrence of the attitude-situation-behavior reciprocal. This reciprocal is a learning theory which suggests that direct and vicarious experiences accompanied by rewards and punishment, in one's environment, lead …

Contracting For Social Service Client Transportation: Multnomah County, Oregon, Final Report, Kenneth Dueker, Judy S. David
Center for Urban Studies Publications and Reports
The Multnomah County Aging Services Division (ASD) and the tri-county developmentally disabled programs provide transportation services for their elderly and handicapped clients primarily by contracting with TRI-MET, the regional transit district. This system is strained because the demands for transportation services are increasing, the cost of contracted services exceeds the county's transportation funds, the quality of service does not meet all clients' needs, and TRI-MET has been spending less of its primary funding sources on elderly and handicapped transportation. The county therefore contracted with the Center for Urban Studies of Portland State University, to examine the current provision of transportation …

Tax Equity Effects Of Creative Financing: Empirical Evidence, James G. Strathman, Morton Paglin
Tax Equity Effects Of Creative Financing: Empirical Evidence, James G. Strathman, Morton Paglin
Center for Urban Studies Publications and Reports
This paper argues that tax inequities are produced when property assessments fail to account for the effects of creative financing . Changes in equity resulting from the capitalization of creative financing in housing prices are estimated from a sample of properties in Portland, Oregon using the Paglin-Fogarty model. The principal findings of the analysis indicate that : 1) on average, creatively financed houses have a higher mean assessment ratio than conventionally financed houses; 2) the assessment penalty for creative financing is systematically related to the market value of houses, and is both absolutely and relatively larger for houses with lower …

The cities of Portland, Salem, and Eugene all have existing rideshare programs that include a matching service for prospective participants and a discounted parking cost program for vehicles used for ridesharing. Manager Retention And Job Change In The Transit Industry: A Survey Of Manager Attitudes, Charles White, Sheldon Edner
Manager Retention And Job Change In The Transit Industry: A Survey Of Manager Attitudes, Charles White, Sheldon Edner
Center for Urban Studies Publications and Reports
This paper examines issues related to the managerial personnel needs of the transit industry over the next five years. Specifically, we explore the career expectations reported by 1301 managers from 178 agencies. Their responses are grouped based on whether they will be with the same transit agency, a different agency, retire, or leave the transit industry. These stated intentions are examined in relation to agency characteristics, individual demographics, professional experience, and evaluations of personal career development and opportunities.
our survey results portray a significantly different transit manager than that described by Mundy and Spchalski in 1973. Current managers are younger, …
Appraisal Of University-Based Research In Urban Transportation, Kenneth Dueker, Edward Beimborn, Sheldon Edner
Appraisal Of University-Based Research In Urban Transportation, Kenneth Dueker, Edward Beimborn, Sheldon Edner
Center for Urban Studies Publications and Reports
University-based research in transportation, particularly urban transportation is in disarray. This disarray stems from a major decline in research funding in real terms available to universities and from a lack of a consistent policy and practice with respect to research in transportation. As a result, university researchers are pursuing new options for both basic and applied research in transportation. This paper sets forth issues involved in developing university-based research programs in transportation. Particularly, it argues for a more open and peer review based process for a basic transportation research program. This paper provides a context for needed assessment of the …

Structural Analysis Of The Pacific Northwest Lumber And Plywood Industries, James G. Strathman, Anthony M. Rufolo, M. Hossein Haeri
Center for Urban Studies Publications and Reports
The lumber and plywood industries in the Pacific Northwest were particularly affected by the 1979-1982 construction recession. A subsequent recovery in output has occurred, but employment levels have remained relatively depressed. The potential for a planned reduction in the amount of timber sold from the national forests in the region also exists, giving rise to some uncertainty about the future prospects for these industries. This paper identifies the major structural factors affecting the performance of lumber and plywood producers in the region. It then proceeds to develop and simulate a set of alternative scenarios covering the 1986-1990 period to examine …
