This is the final report of the Lloyd District transportation management program and the subsequent survey.
During the one year that had elapsed between the implementation of the Lloyd District transportation and management programs and the survey information collected in this study, the drive alone mode for the trip to work by employees in the Lloyd District had decreased by 7 percent. For the District as a whole, the drive alone commute share is about 56 percent. These are remarkable achievements.

The purpose of this paper is to develop a framework and principles for sharing of transportation data. The framework is intended to clarify roles of the various participants and the principles are intended to provide guidance for the participants. Both the framework and the principles are based on a GIS-T data model that defines relations among transportation data elements. (See Dueker and Butler (1998) for a detailed description of the data model. A simplified version is provided in the next section.) The National Institute of Standards and Technology’s Electronic and Electrical Engineering Laboratory (NIST/EEEL) program supports the development of mathematical models for several classes of semiconductor devices. This study presents the results from a microeconomic impact assessment of the development of mathematical models for the design of insulated-gate bipolar transistor (IGBT) semiconductor power devices. NIST/EEEL’s IGBT mathematical modeling program (referred to as the NIST IGBT modeling program) has led to significant economic benefits. These benefits include: improvements in R&D efficiency, decreases in transaction costs, decreases in production costs, and improvements in product quality.

The objective of this study was to assess the costs of imperfect interoperability to the U.S. automotive supply chain and to describe the sources of these costs. By understanding the sources and magnitude of inefficiencies caused by interoperability problems, NIST can better determine the potential impact of its programs and focus them to maximize program effectiveness. This study estimates that imperfect interoperability imposes at least $1 billion per year on the members of the U.S. automotive supply chain. By far, the greatest component of these costs is the resources devoted to repairing or reentering data files that are not usable …

This project examines Holgate Lake. Despite its natural hazard characteristics, the Holgate Lake area has not been immune to development pressure. Holgate Lake is an intermittent water body that forms when groundwater levels rise. Historical accounts show that the lake has formed at many different times in the last century. Because the lake fluctuates with the groundwater level, it is not necessarily present from year to year. As the area has developed, more and more people built in the location of the natural lakebed when the water was not present. When the lake level returned in the 1960's flooding of …

Oregon Population Estimates and Reports
Oregon's population grew at an average annual rate of 1.81 percent during the 1990 to 1998 period. The total population increased by 425,000 during the eight-year period, reaching a population of 3,267,550 on July 1, 1998. Current annual rates of growth are above the U.S. national average of 1.04 percent.
Most of the way through the 1990s, the Oregon counties experiencing the fastest average growth rates are located along the 1-5 corridor and in central Oregon. The 1-5 counties include the area in the Willamette Valley and several areas in southern Oregon. The central Oregon counties are located along the …

Light Rail Transit Impacts In Portland: The First Ten Years, Kenneth Dueker, Martha J. Bianco

This paper examines how the first decade of light rail transit (LRT) in the Portland region has affected auto ownership, mode share, density, and property values. The empirical analysis provides evidence that light rail has had some positive effect of rail on single-family property values, transit use, and slower growth of two-plus car households in the outer part of the LRT corridor as compared to an outer part of a parallel bus corridor. These effects may be the result of households self-selecting to make housing location decisions where LRT is located, rather than current households changing mode.

This paper is an attempt to assess the role of the Special Assessment Program in the context of the overall land use planning system in Oregon. The Hollywood Group investigated the Hollywood District to access how well its built environment and neighborhood services meet the needs of its substantial elder population. A goal was to connect the concerns expressed by seniors and their hopes for the future of the area to other visions for Hollywood currently being developed.
The Aging in Hollywood Project provides a senior perspective on such issues as community design, transportation and access, neighborhood services, housing choices and community involvement. In September 1998 Habitat for Humanity's director asked our team to conduct a feasibility study on the possibility of opening a Habitat Re-Store in Portland, a store that would re-sell used building materials. This document represents a chapter of the West of the Sandy River Rural Plan. The focus of this chapter addresses a smaller section within the study area which is zoned Rural Center (RC). In October, 1998 Community-Wide Solutions (CWS), a consulting team working with County staff, contracted to research, study, and draft a plan for the Orient Rural Center. The Chinatown Senior Housing Committee, a group of concerned citizens and leaders, is exploring the possibility of building senior housing and a cultural community center in Chinatown. The project is intended to help revitalize Chinatown and provide needed services to Portland’s Asian community. To aid the Committee in achieving their goals, four Masters students in the Professional Planning Workshop at Portland State University completed a needs assessment of Chinese-American seniors in the Portland metropolitan area. This report presents the findings and recommendations of the Planning Workshop Group.

The Institute of Portland Metropolitan Studies was created to better connect the resources of higher education to the issues of the six-county Portland-Vancouver Metropolitan Area, and to bring new attention to critical regional issues. This paper will review the history of the GM Conspiracy Myth, as well as what legal theorists refer to as "the facts in the case." The legal explanation of what really happened goes only so far, though. The whole story about the decline of mass transit in the U.S. is a story about the failure of public policy and about conflict among competing constituencies in the transportation policy process. This paper will very briefly discuss this failure and this conflict and will then conclude with a consideration of - or at least a hypothesis for - the endurance of the …

Even with a considerable amount of attention being paid to the role of public transportation in addressing inner-city mobility problems, there is very little evidence of the degree to which one affects the other. In other words, little research has specifically focused on how labor participation is impacted by increases in public transportation availability. Research on the spatial mismatch hypothesis has dealt with the relationship between labor participation and the spatial separation of jobs and houses; however, most analyses concentrate on commuting time or distance as a function of auto accessibility. The Politics Of Implementation: Oregon's Statewide Transportation Planning Rule - What's Been Accomplished, Martha J. Bianco, Sy Adler

This paper is a case study of the evolution of Oregon’s groundbreaking Transportation Planning Rule, from its adoption in 1991, up through present amendments. Our analysis is an assessment of how private- and public-sector investors grapple with the coproduction of the built environment under the constraints of a value system that emanates from the state, shepherded by litigious public interest groups. In this case, this value system is articulated in the Oregon administrative rule known as the Transportation Planning Rule. This Rule emphasizes a reduction in the reliance on automobiles and, among other things, requires a decrease in vehicle miles …

Marketing Central City Residence To An Aging Baby Boom: The Transportation Angle, Daphne Spain, Thomas W. Sanchez

This paper proposes that the aging baby boom will contribute significantly to transportation problems in the future because 1) current land use patterns necessitate dependence on cars; and 2) aging baby boom women will drive more than elderly women do now. Policies that promote central city residence by stressing the transportation advantages of high-density living, therefore, should have particular appeal to baby boom women seeking prolonged independence. Such policies would also serve the interests of localities by reducing traffic congestion, pollution, and further sprawl. We suggest that a combination of direct and indirect housing policies comparable to those that financed …
