The Portland Community Land Trust (PCLT) is a newly formed nonprofit organization implementing a community-based model for providing affordable housing in the city of Portland, Oregon. In the initial research for this project it became evident that the PCLT needed an outreach strategy in order to become a successful community-based organization. Students enrolled in the 1999-2000 Master's of Urban and Regional Planning Workshop at Portland State University spend six months developing the following outreach strategy under the direction of the PCLT Interim Board.

The Kenton Connection is a proposed trail in the North Portland neighborhood of Kenton, connecting the future Interstate MAX light rail station in downtown Kenton to the 40-Mile Loop.

Confluence Consulting worked with a five member advisory committee, with members from Portland agencies and organizations, to assist in developing trail route alternatives. Confluence Consulting also conducted public outreach and education in the Kenton neighborhood to assess residents' preferences on route alignments and trailside amenities. Additionally, businesses and industries in the area were contacted and queried about their concerns and preferences for a connection.

The residents of the St. Johns and Cathedral Park neighborhoods regard the St. johns Town center as a tremendous amenity. It has successfully served as a destination retail and employment district since the early 1900s but deterioration and a lack of infrastructure improvements are increasingly visible. As a Metro designated town center, the City of Portland is required to conduct a comprehensive planning effort similar to what occurred in the Hollywood Town Center. The National Institute of Standards and Technology (NIST) promotes U.S. economic growth by working with industry to develop and apply technology, measurements, and standards. Through its Office of Standard Reference Materials, NIST is authorized to certify and sell standard reference materials (SRMs) that help users engaged in commerce or research link their measurements to NIST. Developed by NIST’s Technical Laboratories, SRMs are materials certified for their chemical composition or physical properties. Effect Of Oregon's Axle-Weight-Distance Tax Incentive, Anthony M. Rufolo, Lois M. Bronfman, Eric Kuhner

Oregon s weight-mile tax was amended in 1990 to provide for a lower tax rate for trucks weighing more than 80,000 pounds if they added axles. The additional axles within a weight class reduce the amount of road damage. The tax break was largely based on equity considerations, since trucks within a weight class tend to do less road damage if they have more axles; however, the tax reductions also created an economic incentive to add axles and thus reduce road damage. The Lloyd District is a high-density commercial and residential district located a short distance from downtown Portland, Oregon. Parking and transportation problems in the District have been a source of increasing contention for nearly a decade. As a result. in September of 1997. the City of Portland implemented a Lloyd District Partnership Plan, which consists of a number of elements aimed at curbing SOY use for the commute to and from the District. Land Use And Growth Impacts From Highway Capacity Increases, Thomas W. Sanchez

This analysis examined the historical relationship between land use changes and the location of capacity increasing highway projects in the State of Oregon from 1970 to 1990. Aerial photography for 18 cities was used to delineate the extent of urban development in each time period. A geographic information system (GIS) was used to assemble the data. Using this data, a logit regression model tested the significance of geographic variables such as proximity to highway projects, land use zoning classification, city size, and other spatial characteristics. This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

California Vehicle License Fees: Incidence And Equity, Jennifer Dill, Todd Mitchel Goldman, Martin Wachs

Most states tax the value of residents' motor vehicles. In recent political debates over the future of these levies, the relative effects of these taxes on different socioeconomic groups have been a prominent question. By linking data from the Nationwide Personal Transportation Survey with estimates of vehicle values from consumer vehicle pricing guides, the socioeconomic and demographic incidence of California's Vehicle License Fee is examined. After the effects of state and federal income tax deductions are taken into account, the fee is found to be as regressive as the state's sales tax.

This paper presents findings on initial changes in service reliability following Tri-Met’s deployment of a new bus dispatching system using automatic vehicle location and automatic passenger counter technology. Changes in on-time performance, headway variation, run time variation, and run times were determined with respect to pre-deployment levels. Changes in headway variation and run times were also used to estimate the initial benefits of the new system with respect to operating costs, passenger waiting, and passenger travel time.

This article presents an income inequality analysis for all 1990 U.S. metropolitan statistical areas (MSAs). The analysis is concerned with whether public transportation has a detectable influence on levels of urban income equality. Because public transportation systems are generally designed to link residences with employment locations, higher levels of transit service provision, all other factors being equal, should be associated with higher employment rates and more uniform distributions of economic gains. The research presented here was influenced by an analysis originally performed by Haworth, Long, and Rasmussen (1978). Along with there study, few analyses have tried to evaluate policies that …

School District Enrollment Forecast Reports

This report provides a school Enrollment Forecast, including background demographic information and analysis, for the Eagle Point School District (Jackson County School District #9). Several factors that are likely to affect the District’s enrollment between 2000 and 2010 are considered and the geographical areas within the District (the cities of Eagle Point and Shady Cove, the unincorporated urban area of White City, and the rural unincorporated area) are examined. To account for different probabilities of demographic events, three scenarios of population, housing, and enrollment changes were developed. Regulatory agencies intervene in risky situations by outlawing practices that impose risks on society or by proscribing practices that reduce risk. Because public resources for enforcing regulation are limited, public policy has recently emphasized maximizing the benefit from enforcement by considering the risk reduction achievable from each intervention. This emphasis requires a shift of resources to monitoring situations in which regulatory violations are most likely, their welfare effects are most serious, and their detection is probable and relatively inexpensive. Data sharing among organizations has the potential to 1) decrease long-term costs of obtaining and maintaining data and 2) to facilitate data consistency and accuracy. Consistency includes both completeness and currency, while accuracy includes positional and relative accuracy of transportation features and their attributes, i.e. any data element related to roads or other transportation infrastructure.

Over the past two years the Pedestrian Transportation (PTP) of the City of Portland has been engaged in a project to encourage walking and transit use through targeted infrastructure improvements. These improvements are intended to enhance pedestrian access to transit service by aiding street crossing and providing more amenities at bus stops. Other improvements include landscaping, sidewalks, curb extensions and ramps, and improved street lighting. One of the basic assumptions of this project is that the pedestrian environment is related to transportation choices. This report explores that assumption.

This paper addresses the issue of neighborhood vitality from the perspective of social capital building. Numerous studies have shown that social capital - a complex of networks, norms, and social trust that promotes citizens involvement in local affairs - is crucial for the continuous well-being of communities. Among many political, economic, and cultural factors influencing social capital, the spatial dimension is most often overlooked. Yet the accessibility of places promoting social interactions and interpersonal communication between local residents should have a direct effect on the vitality of a neighborhood.
