Research on walking, the built environment, and healthy communities is a fairly recent area of inquiry, accelerated over the last ten years by an increased interest in the relationship between urban form and public health. A series of macro-oriented logic models and micro-focused data collection tools have been developed over this time in order to understand this healthy communities issue, as well as operationalize the hypotheses around the connection between the built environment and physical activity. School District Enrollment Forecast Reports
The area served by the Phoenix-Talent School District (PTSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment of 2,708 students in 2007-08 was five percent lower than its 1999-00 peak of 2,839. The enrollment decline is largely attributed to the smaller elementary classes of the early 2000s, compared with the peak enrollments of the middle to late 1990s. Middle school enrollment peaked in 2003-04, and high school enrollment peaked in 2005-06. Although secondary school enrollment has been declining in the past few years, elementary enrollment has been relatively stable since 2002-03. The number …

Sustainable transportation planning principles deemphasize motor vehicle trips in favor of alternative means of moving from place to place. Portland has emerged as a national leader in bicycle commuting, public transit use, and innovative land use planning which encourages public accessibility to transportation alternatives while minimizing the impact on the environment. Dr. Jennifer Dill, associate professor in the School of Urban Studies and Planning at Portland State University, lists essential elements of a sustainable transportation system, provides policy frameworks, and discusses aspects of the Transportation Planning Rule adopted by Oregon lawmakers in 1991. This project considers the socio-economic impacts of the new highway user fee structure made possible by advanced technology. The fee structure also has implications for land use and healthy communities ( urban/rural, income distributional, and environmental impacts). The 2001 Oregon Legislature created the Road User Fee Task Force (RUFTF) to make recommendations regarding a potential replacement for the gasoline tax. A vehicle mile tax has subsequently been proposed as the replacement. Preliminary work has been devoted to exploring technical and institutional options for implementation of such a charge. Urban Design Workshop
The Lincoln Vision Plan presents a concept for the evolution of Portland’s south downtown into a place where state-of-the-art resource management practices, unique systems of public open spaces, and a variety of transit options will support a vibrant, dynamic, high density, ecologically-friendly neighborhood. It is our hope that this Plan, created by Portland State University’s spring 2008 Urban Design Workshop, can serve as a foundation for further discussion and action to bring to life the immense potential underlying this district.

The Initiative for Bicycle and Pedestrian Innovation aims to advance the field of bicycle and pedestrian transportation through four primary mechanisms: (1) developing and pursuing a collaborative research agenda that more directly informs practice and and involves students through dissertation research and fellowships; (2) translating relevant research into a format and language that is more useful to practitioners, and making that research available through technology transfer; (3) developing more holistic approaches to the education and training of planners and engineers; and (4) supporting community-based outreach and education, to promote awareness of bicycle and pedestrian issues statewide and nationally. To address their long-range planning needs, The Tigard-Tualatin School District (TTSD) requested that PRC prepare 10 year Enrollment Forecasts for the District and each of its existing schools. This forecast for the 2008-09 through 2017-18 school years has been prepared as a supplement to the 2008-09 to 2012-13 forecast that was presented to the TTSD Board in December, 2007. Forecasts for 2008-09 and 2009-10 for the District and its schools are identical to those published in December, and secondary school forecasts are unchanged through 2012-13. This project returns to the questions that were once at the center of the urban studies debate over social movements. What are urban social movements, and what impacts do they leave on the cities where they occur? Urban protests in Portland, Oregon and Seattle, Washington are used as the foundation for exploring the following research questions: What urban social movements occurred in the Pacific Northwest during 1990s? What goals were these movements struggling for? What impacts did urban social movements have on daily life in Portland and Seattle?

This OTREC education proposal will link experiential education with local transportation planning through a collaborative partnership between the University of Oregon and the City of Eugene. Educators have long worked to find pedagogical approaches that yield the best educational results. This is particularly true in the planning disciplines where there is an ongoing dialog among academics and practitioners about how to most effectively train aspiring professionals.1 To provide a mix of academic and practical experience, most planning programs include a mixture of theoretical and applied curriculum. Emerging environmental markets assign economic value to ecosystem services and exchange them in market-like transactions. These markets are characterized by diverse stakeholder interests interacting with minimally defined transaction steps and high uncertainty. In this context, process plays an important role in shaping the institutions that make markets work or fail. If process matters, then market organizers need to intentionally craft processes just as they intentionally design institutions. This project explores a subset of four relatively established water quality trading programs that involved diverse stakeholders, and used differing forms of collaboration to design institutions. In 2005, the Friends Committee on National Legislation, the major Quaker peace and justice lobbying organization in the United States, completed a substantial remodeling and expansion of its office building on Capitol Hill in Washington, DC. The building exemplifies a self-conscious effort to express Quaker values of simplicity and stewardship in architectural choices. Examining the changing meanings of simplicity as expressed in Quaker meeting houses, this article argues that contemporary Friends in the United States have given nontraditional meanings to the concept and now associate simplicity with environmental stewardship in personal and community life. This report contains the annual population estimates for Oregon, and its counties, incorporated cities and towns, and unincorporated areas for July 1, 2007. Included are estimates that are summarized by unincorporated and incorporated areas at the State level, as well as by metropolitan and non-metropolitan areas. At the end of this report there are 6 maps showing county-level population estimates for 2007 or population change from 2000 to 2007. There is also a county reference map that shows locations of cities throughout Oregon.

Since 1997-98, Reynolds School District (RSD) overall K-12 enrollment has increased by 28 percent, from 8,452 students in 1997-98 to 10,815 in 2007-08, with most of the growth occurring between 1998-99 and 2003-04. After one year with little enrollment change (2004-05), the district has added 452 students in the most recent three years. School District Enrollment Forecast Reports
This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) concluding that the District should expect enrollment growth in the long run, although the forecasts for the next three to four years are for stable or slightly declining K-12 enrollments. Two forecast scenarios are presented, a “HIGH SCENARIO” forecast that is consistent with the population forecast recently adopted in the City of Banks Comprehensive Plan, and a “LOW SCENARIO” forecast under which housing development and migration trends remain similar to their recent levels. Is there a market crisis in real estate? Across the country communities are concerned about the effects of the sub-prime mortgage crisis. At first analysts thought Portland might escape unscathed, but now they are not so sure. The full impact of the mortgage crisis probably won’t be known for years. A look at indicators for the five Oregon counties in the metroscape gives us a picture of the current state of Portland’s residential real estate market and how news of the crisis might have made some buyers nervous.

This is a working document and is the third report in this series. This report presents a vision for coordination and sustainable economic development in the Vancouver-Seattle-Portland megaregion. Building on two previous studies, the report includes a detailed sector-based economic analysis and recommendations for further strengthening Cascadia's economic "competencies" in areas of green building and architecture, creative services, agriculture and food production and high tech. Despite progress in interdisciplinary research, difficulties remain. In this paper, we argue that scholars, educators, and practitioners need to critically rethink the ways in which interdisciplinary research and training are conducted. We present epistemological pluralism as an approach for conducting innovative, collaborative research and study. Epistemological pluralism recognizes that, in any given research context, there may be several valuable ways of knowing, and that accommodating this plurality can lead to more successful integrated study. This approach is particularly useful in the study and management of social–ecological systems. Through resilience theory's adaptive cycle, we demonstrate how a focus on epistemological pluralism …

On August 2, 2005, Marilyn Yoelin, a volunteer for the Oregon Jewish Museum (OJM), interviewed Sid Lezak at his home in Portland. Lezak, who died on April 24, 2006 at the age of 81, was the longest serving US Attorney in American history. When he retired in 1982, he had served 19 years, but that period was only one—the middle—segment of his three careers in the law in Oregon. He had previously been in private practice and later led in the development of mediation as an alternative to lawsuits. His pioneering work helped make Oregon a national leader in this …

According to the City of Portland’s Office of Sustainable Development (OSD), construction, remodeling, and demolition (CR&D) waste comprises 20 percent of the City’s waste stream. Additionally, per capita waste generation in this sector is increasing faster than in the residential or commercial sectors. However, the current amount of CR&D waste that is landfilled can be reduced: 90 percent of the waste from a typical project can be diverted from landfill disposal. Although OSD currently requires that 50 percent of CR&D waste from every project is recycled, the City estimates that contractors recycle slightly less than this. OSD’s Portland Recycles! Plan …
