The Enrollment Forecasts in this report were prepared in Spring 2008, based on historic enrollment data from Fall 2007 and previous years. However, the entire report was not ready for publication until after the Fall 2008 enrollment data became available. This preface briefly addresses the district-wide trends observed in Fall 2008 and evaluates the forecasts in the short term. The next report will include more analysis of enrollment trends with respect to area demographics and trends within sub-areas such as high school clusters. This report documents the initial analysis and visioning process performed in the area surrounding the Clinton Street Station, which is nestled between Hosford-Abernethy and Brooklyn neighborhoods and the Central Eastside Industrial District.

A Journey To Tolerance: Overcoming The Politics Of Hate, Leanne Claire Serbulo

The article examines the history of race relations in Oregon and Portland, as well as the growth of hate groups. It also discusses anti-gay and anti-abortion violence and rhetoric, and what opponents of hate groups did to stem the growth of extremism in Portland. The author argues that the institutional conditions that gave rise to extremism in the 1980s need to be addressed because we are still susceptible to homegrown hate.

An essay is presented which compares the development of Portland, Oregon, to the growth of other cities in the state. Particular focus is given to its economic stability and political influence. The changing relationship with Oregon's population, economics and cultural relations in the different parts of the state is examined. In addition, the urban-systems approach shows three equal periods in the state's development with close-in neighbors in modern economic geography.

Concerns about the feasibility of the Internet as an appropriate venue for deliberation have emerged based on the adverse effects of depersonalization, anonymity, and lack of accountability on the part of online discussants. As in face-to-face communication, participants in online conversations are best situated to determine for themselves what type of communication is appropriate. Earlier research on Usenet groups was not optimistic, but community-administered moderation may provide a valuable tool for online political discussion groups who wish to support and enforce deliberative communication among a diverse or disagreeing membership.

The area served by the Ashland School District (ASD) has experienced population and housing growth in recent years, but the District's K-12 school enrollment of 2,627 students in Fall 2008 was 703 students (21 percent) fewer than it enrolled in Fall 2000. The long period of falling enrollment began after the 1993-94 school year; enrollment has not grown by more than a few students in any year since. The Tigard-Tualatin School District (TTSD) enrolled 12,595 students in Fall 2008, an increase of 135 students (1.1 percent) from Fall 2007. Growth was concentrated in elementary and middle grades, with increases of 99 students (1.7 percent) in grades K-5 and 36 students (1.3 percent) in grades 6-8. District-wide enrollment in high school grades 9-12 was unchanged from Fall 2007. With rates of obesity, heart disease, and related health problems increasing in the U.S. many policy makers are looking for ways to increase physical activity in everyday life. Using a bicycle instead of a motor vehicle for a portion of everyday travel could help address these problems. This research aims to fill a gap in the existing literature on the effect of different types of infrastructure, such as bicycle lanes or paths, on bicycling. The project used global positioning system (GPS) technology to record where a sample of 164 adults in the Portland, OR region rode their bicycles. Data was …

School District Enrollment Forecast Reports

The McMinnville School District (MSD) has experienced nearly uninterrupted enrollment growth for more than 20 years due to a growing economy and rapid housing and population growth within its boundaries. By Fall 2007, total K-12 enrollment reached 6,327 students. The Fall 2007 enrollment was an increase of 97 students over Fall 2006, and amounted to 735 more K-12 students than five years earlier, in 2002-03. During the five year period, elementary schools added 371 students (14 percent), middle schools added 171 students (13 percent), and high schools added 193 students (11 percent). The Federal Highway Administration (FHWA) has set a high priority on the use of existing dynamic message signs (DMS) to provide travel time estimates to the public. The Oregon Department of Transportation (ODOT) currently has three DMS in the Portland metropolitan area configured to display travel time information. In the near future, ODOT would like to make travel time estimates available on additional DMS, over the Internet on tripcheck.com and via 511. Travel time estimates are valuable to the traveling public; however, the estimates must be accurate to be useful. The FHWA indicates that 90% accuracy is ideal and suggests …

This assessment reveals food system sustainability trends in Oregon and Washington, focusing specifically on the producers in both states and the consumers in the Portland- Vancouver region. We began the assessment by asking a group of food system stakeholders from Oregon and Washington to define broadly supported goals for a sustainable food system. They also helped us identify the data necessary to understand trends in the food system. Portland State University's Institute on Aging and Center for Transportation Studies, along with the Population Research Center, were contracted by the Oregon Department of Transportation (ODOT), via the Association of Counties, to project the transportation needs and associated costs for elders and people with disabilities from now to 2030. The study also identified and assessed the feasibility of funding alternatives to address the needs identified.

This report presents the results of a study conducted by the Population Research Center (PRC) to address long-range planning needs of Marion County and to produce population forecasts at the county and sub-county level. This report considers recent and historical demographic changes experienced within the County and provides forecasts from 2010 to 2030 in 5-year intervals. Expected future populations that result from the most-likely demographic trends throughout Marion County are presented in this report for all cities in the County.
