The City of Portland’s Bureau of Planning would like to explore opportunities for strengthening the PowellhurstGilbert Neighborhood’s sense of place through mixed-use and/or neighborhood-based commercial development, improved residential and commercial design, and by creating linkages to existing community assets, such as parks and commercial areas. This project expands upon existing plans by incorporating community preferences, market and land use analyses, and urban design strategies to generate neighborhood commercial use and placemaking alternatives for SE 122 nd Avenue. The Vernonia 2020 Vision Plan was an endeavor by the City of Vernonia to involve citizens in long-term resiliency planning and visioning to complement the short-term recovery effort following a 500-year flood in December 2007. Bridges Planning Group facilitated the process, over the course of which residents identified the highest-priority barriers to resiliency and past and present efforts to overcome these barriers. The Urban Vitality Group (UVG) partnered with the City of Portland, Bureau of Planning to study the effects that food carts have on street vitality and neighborhood livability. The number of food carts within the city seems to be growing, while the City lacks sufficient knowledge about the industry to guide policy. The purpose of the study was to assess the benefits and negative consequences of allowing food carts within the city and to ascertain what economic opportunities may be offered by food carts, especially for low-income and minority entrepreneurs. In recent years, the techniques for screening transportation networks to identify high crash locations have become more sophisticated. Many transportation agencies, however, lack sufficient data, either in timeliness, completeness, or accuracy to implement many of the recent advances. This paper presents the results of an empirical analysis of screening and ranking for specific crash type (speed and ice related crashes) on rural 1.6 km (1 mi) highway sections of Oregon highways. The analysis includes data generated with the extensive use of spatial techniques and incorporates climate data to enhance environmental considerations. School District Enrollment Forecast Reports
The Amity School District (ASD) experienced enrollment growth during the late 1980s and early 1990s, but reached a peak of 945 K-12 students in Fall 1994. In the 12 years that followed, enrollment fell by 143 students, or 15 percent. This year’s enrollment of 822 represents an increase of 20 students (2.5 percent) from Fall 2006, the largest increase since 1994. The long period of decline initially had its greatest impact on elementary grades, followed by middle school and more recently high school. This report presents results from surveys of residents at several transit-oriented developments (TODs) in the cities of Portland and Gresham, along the MAX blue line between downtown Portland and Gresham. The research complements survey work done in 2005 at sites near three MAX stations in Hillsboro and Beaverton (west of downtown) and the Merrick apartments near the Convention Center in Portland. Results from those surveys are in a May 2006 report, Travel and Transit Use at Portland Area Transit-Oriented Developments (TODs) available at http://www.transnow.org/publication/final-reports/documents/TNW2006-03.pdf.

The Tigard-Tualatin School District (TTSD) enrolled 12,460 students in Fall 2007, an increase of 153 students (1.2 percent) from Fall 2006. Growth was concentrated in the secondary grades, with increases of 59 students (2.1 percent) in middle school grades 6-8, and 93 students (2.4 percent) in high school grades 9-12. Elementary grades K-5 enrolled only one more student in Fall 2007 compared with Fall 2006. Most urban ecology in cities remains an "ecology in cities" rather than an "ecology of cities." Accomplishing the latter requires the inclusion of humans within the concept of "ecosystem," both how humans alter the properties of urban ecosystems and how these alterations in turn influence human well-being. These influences are both direct (e.g., physiological and psychological influences on the human organism) and indirect, by influencing ecosystem sustainability. Total K-12 enrollment in the Grants Pass School District 7 (GPSD) has fallen in the most recent two years, between 2005-06 and 2006-07 and again between 2006-07 and 2007- 08. This is the first time in at least 20 years that the District has had two consecutive years of enrollment decline. School District Enrollment Forecast Reports
The area served by the Rogue River School District (RRSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment of 1,101 students in 2006-07 was 19 percent lower than its 1995-96 peak of 1,364. The largest sustained elementary enrollment losses occurred between 1999-2000 and 2002-03, while most of the secondary enrollment losses have occurred since 2002-03. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) presenting three different Enrollment Forecast scenarios for the District between the 2007-08 and 2016-17 school years.

School District Enrollment Forecast Reports
The Portland Public School District (PPS) enrolled 45,446 K-12 students in Fall 2006, a decrease of 676 students (1.5 percent) from Fall 2005. This was the second consecutive year that PPS lost about 700 students, following three years of much steeper losses averaging over 1,500 annually between 2001-02 and 2004-05. Enrollment has fallen in each of the past 10 years, and the 2006-07 K-12 enrollment was 17 percent below its 1996-97 peak of 54,697. About half of the 10 year decline occurred during the 2001-02 to 2004-05 period, when the recession slowed regional employment growth but housing prices continued to …

This report represents results of a demographic study conducted by the Population Research Center (PRC) to address the long-range planning needs of the Gresham-Barlow School District 10J (GBSD). The long term District wide forecast was developed using patterns of migration, fertility and mortality that are most likely to occur between school years 2006 and 2015. In addition to the most likely scenario, or the medium growth forecast, two other scenarios--for higher and lower growth trends--were derived. Forecasts by grade for individual schoolsand school attendance areas were also prepared; these forecasts relied on the District wide medium growth scenario.

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 18-month period July 1, 2005 to Dec. 31, 2006. Services provided were shown in relationship to the Regional Travel Options program 5-Year Strategic Plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

How does sound affect the urban experience? Recently, acoustics ecologists who study relationships among human beings, communities, and environments have been drawing attention to the potential adverse and pleasurable effects of aural surroundings on physical and behavioral responses. Such reactions to soundscapes are often unnoticed due to passive hearing versus active listening. Cities are often dismissed as loud areas with noisy and annoying soundscapes. However, some parks and gardens within cities are designed, at least in part, for calm and quiet.

The number of immigrants living and working in the metroscape is increasing. In 2005, the foreign born population numbered 250,955, a dramatic increase from the 1990 level of 88,072. Not only are more immigrants settling here, but the proportion of the population who is foreign born is also increasing—from 5.96% in 1990 to 12% in 2005.

When Oregon voters passed Measure 37 in November 2004, its implications moved from the hypothetical to the actual. This edition of the Metroscape atlas explores how Measure 37 claims might affect Oregon’s future. This atlas describes the geographic distribution of the claims that have been filed so far because location, size, and substance are keys to the measure's effects. Given space constraints, we emphasize maps over explanatory text. Future editions of the atlas will focus in greater detail on a variety of potential impacts of Measure 37.

The Hermiston School District (HSD) has experienced increases in overall K-12 enrollment in each of the past 11 years. In the past five years, enrollments have increased by an average of 119 annually, reaching a total of 4,776 students in Fall 2006. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) concluding that the most likely scenario is for continued enrollment growth in the HSD during the next 10 years until 2016-17.

Current research is examining the link between the built environment and regular physical activity to improve public health. As communities become denser and individual lots become smaller, locally accessible parks will assume more importance as places to promote physical activity and individual health outcomes.
To determine if park design and facilities can promote use and physical activity, I examined five neighborhood parks in three newer developments near Portland, Oregon (Fairview Village, Sunnyside Village and Orenco Station). New and small firms make two indispensable contributions to the American economy: they generate change and competition through market structure changes and they are an essential vehicle by which hundreds of thousands of individuals enter the economic mainstream of American society. Small business formation is hailed as the "engine for economic growth," contributing more than 60 percent of net new jobs in the United States. The central issue of this dissertation is to understand the extent to which entrepreneurs are helped by government agency programs in assembling resources that contribute to the performance of new firms.
