This dissertation seeks to increase our understanding of the factors that lead to student success at community colleges. Using data on a cohort of students enrolled at a two-year college, this dissertation presents the results of a longitudinal analysis. Citing the results of several persistence studies as well as the literature on sub-baccalaureate job markets, this dissertation constructs a hybrid model of student persistence. This model combines Tinto's theory of student dropout behavior with human capital theory to derive a benefit/cost model of student enrollment behavior. Using a quasi-experimental research design, this study examines the relationship between residential property tax abatement for new construction, and urban neighborhoods in four Ohio cities. Neighborhoods were defined as census tract. The purpose of this research is to determine if there is a statistically significant relationship at p < .05 between residential property tax abatement programs for new construction and several different measures of neighborhood outcomes. The neighborhood outcome measures can be grouped under the broad concepts of increased private investment, blight removal, decreased criminal activity, and property tax equity. Subsequent questions investigated are the direction of these relationships and the existence of a threshold level at which point relationships become significant. The utilization of a comparable comparison group addresses the counterfactual scenario. Independence of samples tests and multivariate cubic regression are employed to answer the research questions. Results indicate that there are no discernable effects between residential property tax abatement and the indicators of neighborhood change as defined in the study. Second, there appears to be no threshold at which the number of tax abated residential units becomes significantly associated with the indicators of neighborhood change. Third, there were no significant differences on the indicators of neighborhood change between subject and comparison groups. In essence, there are no effects from residential tax abatement policy seen at the neighborhood level

Cuyahoga County, Ohio is at the epicenter of the foreclosure crisis. With close to 13,000 foreclosure filings a year since 2005, more than 10,000 vacant and derelict structures and thousands of homeowners losing their homes, the effects of the crisis will be long lasting and far reaching. In Ohio, County courts, agencies and departments have some level of authority and responsibility for virtually every step of the foreclosure process. So it is not surprising that the fifteen mayors of the First Suburbs Consortium2 turned to Cuyahoga County to help them address this crisis. In response, in August 2005, the Cuyahoga …

Because stigmatizing and discriminatory attitudes and tendencies are largely prevalent in China, national and local mass media interventions have an important role to play in making Chinese citizens aware of the debilitating effects of stigma and discrimination and in reinforcing information on HIV/AIDS to reduce baseless fears of transmission.

This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.

The report, prepared for the Cuyahoga County Board of Commissioners, is an assessment of the County's comprehensive approach to addressing foreclosures on two levels: 1) Making foreclosure proceedings faster and fairer and 2) Creating an early intervention program to help residents prevent foreclosure.

Regional competitive advantages can be created by deploying processes, product innovations, and/or improving the performance of companies. The concept of increasing returns to scale due to technology advances and the modern growth theory suggest that knowledge spillovers are passed through networks of people. Dense co-location of companies different from industries in large urban areas creates an environment for deploying new knowledge and increasing productivity of companies. Ultimately this strategy will serve as an economic development plan for Ohio that will be led primarily by the Ohio Department of Development, along with the Governor's office and other state agencies and departments. Historic designation is thought to have a role in neighborhood economic and community development. Local designation of historic districts is increasingly used as a tool to revitalize deteriorated neighborhoods and to protect endangered historical districts. A number of limitations in several previous studies have made policy development as well as a complete assessment of the impact of designation difficult. The public administration literature is inundated with books and articles despairing about the legitimacy crisis in the field. There have been numerous bases proposed for legitimizing the administrative state, including expertise, virtue or public service, and leadership and vision. Yet the issue remains contested, and the lack of agreement has wide reaching implications. One under-examined implication is the role that this tenuous legitimacy has in weakening the administrative state's ability to temper anti-government sentiment. The forces that shape administrative structures include the goals and objectives of minority and majority groups, modern management principles, and a legacy or history in which domestic political factions have gradually accepted rules and roles for mutual tolerance and inclusion. However, this process can be muted or redefined in societies where centuries of occupation and dispersion "short-circuit" maturation processes and introduce non-indigenous systems externally imposed without any level of popular acceptance or active citizenship participation. Universities are frequently assumed to be essential contributors to regional economic development although conclusive evidence that universities trigger economic growth within their region does not exist. This dissertation presents a model that characterizes the influence of university research on regional economic outcomes, changes of total regional employment and gross metropolitan product. The model controls for industry research activity and incorporates differences in regional industrial organization. Although public sector reforms have been embraced voluntarily in Botswana, no attempt has been made by scholars and practioners to assess the effect of such interventions and their relationship with the culture that shapes and influences people's behaviour within public organizations. This dissertation utilizes the history of ideas to explore the philosophy of Catharine Macaulay, an eighteenth-century historian and philosopher, for application to contemporary American Public Administration. Macaulay's view of human nature is paradoxical. Her characterization of man as corrupt and seduced by power is countered by her view that man is perfectible and capable of good works. The darker side of Macaulay's vision supports government that checks power through the expansion of democracy, advocates the separation of powers, and adheres to the rule of law. In this respect she resembles a Lockean liberal. The more magnanimous side of Macaulay reveres …

The Disneyfication Of New Orleans: The French Quarter As Facade In A Divided City, J. Mark Souther

The article discusses the development of New Orleans, Louisiana as a tourist attraction. The author suggests that Hurricane Katrina allowed the public to perceive racial and economic divisions in New Orleans. He suggests the French Quarter of New Orleans was developed for tourism due to its historic architecture. An attempt to attract military bases to the region during World War II failed due to the labor market and competition, leading to a focus on tourism. The author compares the city's appearance to that of Disneyland and suggests urban renewal relocated African Americans to ensure the development of the French Quarter.

This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity. High-tech occupations are analyzed in terms of employment levels. Research and development activity …
