Adaptive reuse of historic buildings generates many tangible and intangible benefits. These benefits are not limited to the initiator (usually the developer) but are expanded to the community and the local government. This dissertation empirically investigates the role of tax credits in initiators' decisions to reuse religious buildings and their choice of reuse project outcomes, including the federal historic preservation tax credit, the low income housing tax credit, and the new market tax credit. Theses tax credits are the most commonly used tax credits in historic preservation projects. In addition, this dissertation also tests whether or not religious buildings were …

Urban College Graduates;Their Investments In And Returns For Strong Quantitative Skills, Social Capital Skills, And Soft Skills, Marie Ellen Haynes

This case study examined strong quantitative skills, social capital skills, and soft skills of urban college graduates using data from the Multi-City Study of Urban Inequality Household Survey. The urban college graduates lived in Atlanta, Boston, or Los Angeles and had bachelor's, master's, PhD, and professional degrees. Among the three skills only strong quantitative skills was found to be associated with positive and significant returns. Those returns did not emerge because strong quantitative skills were used as a proxy for the ability to perform jobs that require frequent use of mathematics and frequent use of computers. The purpose of this cross-sectional analysis was to determine the importance of spatial accessibility to health care services utilization and to the health status of persons with disabilities. This study utilizes two datasets (Survey of Access to Outpatient Medical Service in the Rural Southeast and Ohio Family Health Survey) to analyze. ArcGIS 9.2 was use to measure spatial accessibility to health care services. Bivariate analysis for health services utilization and health status included t-tests, and Chi-square, as appropriate for the level of measurement. Housing Choice Voucher Program is the single largest housing subsidy program in the USA with the goal of poverty deconcentration and race desegregation. This study aims to identify the presence and locations of voucher holders' spatial concentration, and to investigate the factors associated with the location outcomes of voucher recipients in Cleveland from 2005 to 2009. Analyzing voucher recipients' information from Cuyahoga Metropolitan Housing Authority, this dissertation found meaningful results for the voucher program performances. Hotspot analysis indicated that location patterns of voucher recipients do not show even distribution over the study area. Additionally, voucher holders have clustered together and …

To Reframe A Constitution: Public Service In A Consumptive State, Steven T. Salmi

This normative analysis builds upon Ulrich Beck's world risk society theory to argue that the United States is making a shift of revolutionary proportions from an administrative state to a consumptive state. Public administration theory is assessed for its ability to address a consumptive state's unprecedented dynamics, e.g., accelerating technoscientific development and mega-hazards such as global warming. Qualitative evidence suggests that the field's adaptability has been limited by a continued, if generally unacknowledged, embrace of obsolete normative commitments such as to a politics-technoscience dichotomy, contempocentrism, and overconsumption. This paper examines the effect of poor school quality on neighborhood revitalization efforts in four Cleveland neighborhoods: Ohio City, Detroit Shoreway, Tremont and Downtown. The report employs survey research and real estate data analysis to examine the extent to which failing public schools encourage residents to leave the city for the suburbs, undermining efforts at revitalization. The research was particularly concerned with examining the effect on middle-class residents, or "residents of choice," who chose to live in Cleveland although other options are available to them financially. Equal Standing With States: Tribal Sovereignty And Standing After Massachusetts V. Epa, Joseph Mead, Nicholas Fromherz

In Massachusetts v. EPA, 549 U.S. 497 (2007), the Supreme Court held that Massachusetts was entitled to "special solicitude" in the standing analysis because it was sovereign. As a result, Massachusetts passed the standing threshold in a global warming case where an ordinary litigant may have been stymied. The Supreme Court’s analysis raises an interesting question: Are Indian tribes—which have been considered sovereign entities since before the founding, and which hold lands facing heavy environmental pressure—entitled to "special solicitude" as well? We think they should be.

The Ohio New Establishments Dynamics data (O-NED) is a new data set, developed by the College and Center. O-NED tracks employment and number of establishments for establishments that first started employing people between the 2nd quarter of 1997 and the 1st quarter of 2008. The report “New Establishment Dynamics: Business Formation and Survival Trends in Ohio” summarizes how trends in employment growth and establishment survivorship differ across sectors of the economy and various regions of Ohio. The physician assistant (PA) profession is a nationally recognized medical profession in the United States of America (USA). However, relatively little is known regarding national trends of the PA workforce. We examined the 1980-2007 USA Census data to determine the demographic distribution of the PA workforce and PA-to-population relationships. Maps were developed to provide graphical display of the data. All analyses were adjusted for the complex census design and analytical weights provided by the Census Bureau. In 1980 there were about 29,120 PAs, 64% of which were males. By contrast, in 2007 there were approximately 97,721 PAs with more than …

The services provided to entrepreneurs through funding and mentoring between 2004 and 2008 by the Civic Innovation Lab resulted in the following economic impacts for 2008: output impact of $9.4 million; employment impact of 128 jobs; income (household earnings) impact of $4.1 million; and a tax impact of 1.2 million ($454,000 in state and local and $734,000 in federal).

While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …

This paper describes the collaborative planning process for a new landscape planning programme in Ohio that seeks to influence land urbanisation patterns through joint local land use decision making on a watershed basis. The programme was developed through a collaborative process by a state agency-appointed task force that included agency staff and a wide range of stakeholders. The paper describes the process in terms of the collaborative mechanisms, the participants, the programmatic outputs, and the social and organisational outcomes that set the foundation for enhanced watershed quality through better land use decision-making practices. Can a mayor make a difference in a city’s long-term economic performance? Mayors have been observed making a difference in case studies and in press accounts but it is nearly impossible to link the economic performance of a particular city to the actions of a specific mayor. This report describes the results of an in-depth market assessment study conducted for the Finance Fund by the Center for Economic Development and the Center for Housing Research and Policy at Cleveland State University’s Levin College of Urban Affairs. The Finance Fund, located in Columbus, Ohio, is a statewide nonprofit financial intermediary. This study is an update of two previous reports commissioned by the Northeast Ohio technology Coalition (NorTech) that examined the high-tech sector in Northeast Ohio (NEO). It focuses on two time periods: 2004-2007, the last recovery period, and 2006-2007, the latest one-year change. The Republic of Korea's efforts to accelerate the development of its economy in the aftermath of an extremely destructive civil war led to the concentration of capital and activity in areas that resemble the growth poles described by Perroux (1950) and Hirschman (1958). These poles led to an extreme centralization of economic activity and people in the Seoul Metropolitan Area (SMA). More than 48 percent of the GDP, 90 percent of the headquarters of major firms, and 48 percent of the population is concentrated in 11.8 percent of the Republic's land (2006 figures). Residential Foreclosures' Impact On Nearby Single-Family Residential Properties;A New Approach To The Spatial And Temporal Dimensions, Timothy F. Kobie

This dissertation analyzes the impact that foreclosures have on neighboring property values. It focuses on foreclosures' impact based upon face blocks, not straight-line distances and it also incorporates time and the use of spatial statistics. Findings from this study show that properties in the foreclosure process longer have a greater negative impact on nearby property values than properties with more recent foreclosure filings. The first negative impact is not seen until a year after the filing. Therefore, policy responses need to be as swift as possible in preventing any negative impact on neighboring property values and should not focus on …
