This report presents an analysis of the economic impact of the National Aeronautics and Space Administration’s John H. Glenn Research Center (NASA Glenn) during its FY 2014. It uses an input-output model, which reflects the buy-sell relationships among industries, the household sector, and the government sector in a region, to estimate the effect of NASA Glenn’s spending on the economies of both Northeast Ohio and the state of Ohio. This model assesses economic impact in terms of growth in total output (sales); value added (output less intermediary goods); household earnings, number of new jobs, and taxes.

Slavic Village is a revitalizing urban neighborhood in the southeast area of the City of Cleveland. A historic neighborhood that was once home to 75,000 immigrants of Polish and Slavic descent, it has seen steady decline since the 1960’s, along with other Cleveland neighborhoods, and was especially hard hit during the housing and foreclosure crisis of 2007-2010. However, in the present day, it has many assets and opportunities that make it poised to become one of the vibrant Cleveland neighborhoods of the future.

Economic Profile: Village Of Middlefield, Ohio, Kirby Date

A small town of 2700 residents in rural eastern Geauga County, the Village of Middlefield has nonetheless taken an aggressive approach to attracting business, resulting in sizable local employment that is disproportionate to its small population. As of 2012, 5900 people were employed in the Village and its immediate vicinity, with the potential for an additional 2000 in non-employment and family-based businesses. Businesses have been particularly attracted by the stable, skilled workforce, the small town lifestyle, and the Village’s support for business retention and expansion.

Filming in Ohio has increased since the adoption of the Ohio Motion Picture Tax Credit. After the blockbusters Spiderman 3 and The Avengers were filmed in the Cleveland metropolitan area, the city saw another comic book hero come to town when it doubled as Washington, D.C. for Captain America: Winter Soldier. Cleveland’s reputation as a sports town came to the forefront in the film Draft Day, highlighting the Cleveland Browns football franchise which, but for the Ohio Motion Picture Tax Credit, would have been about the Buffalo Bills. These large-scale movies bring an influx of outside money to the state.

The project tests the feasibility of consolidation of the fourteen (14) municipal Fire Departments and the two (2) Fire Districts into a single (or up to three (3)) consolidated Fire Districts to improve service at a reduced cost.

This article describes various perspectives on abandoned houses in urban neighborhoods and the reactions from those perspectives. It notes how conflicting reactions perpetuate the crisis of blight for individual residents and their communities. It argues that real solutions for management of abandonment must be based in local communities and tailored to local conditions. Priority must be placed on consistent maintenance in compliance with local housing and neighborhood health, safety and environmental codes. Housing preservation, rehabilitation, reutilization programs will not succeed without improved and sustained maintenance. The goal of the Housing Choice Voucher Program is to assist low-income families in renting decent, safe, and affordable housing. Voucher holders are free to select a unit and location that best meets their needs within the guidelines of the program. Human trafficking is often considered to be one of the three largest criminal enterprises worldwide, ranking beside the sale of illegal drugs and illicit firearms (Bales, 2004, 2007 Bales & Doodalter, 2009 Hussein, 2011 Schauer & Wheaton, 2006 Skinner, 2008). National estimates suggest that 100,000-300,000 American, school-aged children are at-risk for sex trafficking (Department of Homeland Security, 2014) while there is only a one percent arrest and conviction record for traffickers (Bales, 2007). The Cleveland metro ranks 44th out of the nation’s 50 largest metros in the concentration of population who are foreign born, at 5.5%. However, in measuring the skill level of each metro, Cleveland has the 7th largest concentration of college-educated immigrants, at 40%. Also, 21.2% of the region’s immigrants have graduate or professional degrees, ranking Cleveland 5th in the nation. It is suggested that Cleveland’s “eds and meds” sector, which ranks 11th in total employment in the nation, is driving a higher proportion of high- compared to low-skilled immigrants. Implications are discussed.

The Ohio Balanced Growth Program is a voluntary, locally-driven, incentive-driven program which aims to encourage compact, nodal development patterns. The Ohio Department of Transportation provided support for this research to evaluate potential links between Balanced Growth-type policy, land use and development patterns, and transportation benefits.

A literature review was completed to understand the existing body of knowledge regarding the connection between policy, land use, and transportation. This article focuses on two mayoral-led public-private partnerships designed to renew good government in Cleveland — Mayor George Voinovich’s Operations Improvement Task Force (OITF) (1979-1982) and Mayor Frank Jackson’s Operations Efficiency Task Force (OETF) (2006-2009). The Voinovich OITF public-private partnership enabled Cleveland to “come back” after the city’s 1978 default. The Jackson OETF public-private partnership successfully rightsized Cleveland in relationship to its much smaller population needs during challenging economic times without disruptions in service. The study was conducted by the Center for Economic Development at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs. The economic impact of the university operations is based on FY2013 data (July 1, 2012-June 30, 2013), which was the most recent completed fiscal year for which data was available at the start of this study. The economic impacts of the capital expenditures are based on FY2009-2013 spending.

Two major factors threaten the well-being of Cuyahoga County: the approaching build-out of its outer suburbs, which will severely limit tax-base growth through new construction, and the aged condition of inner suburbs, which jeopardizes property values. The situation calls for unprecedented cooperative action among elected officials to secure the county’s future.

Recent changes in the value of real estate in Cuyahoga County compared with adjacent counties shows the seriousness of the situation and the criticality of the primary course of action: redevelopment and renewal in Cleveland and inner suburbs.
