This study examines if a significant correlation exists between leadership characteristics and levels of education of senior-level personnel and the U. S. fire service organizational culture. The purpose of this quantitative descriptive study was to identify leadership characteristics and educational levels among senior-level fire service personnel in the United States. The study included two research questions. What is the prevalent leadership characteristic? What level of education is prevalent among senior-level fire service personnel in the United States? In 2014 Spectra Energy (“Spectra”) and DTE Energy announced plans to build a high-pressure natural gas transmission pipeline (called “Nexus”) that would run from the Utica-Marcellus region near eastern Ohio across northern Ohio, into Michigan, and ultimately into Chicago and Ontario, Canada. The stated purpose for building the proposed pipeline is to take anticipated “growing” gas supplies produced from the Appalachian Basin to the “high demand” markets in Ohio, Michigan, Chicago and Ontario. Nexus proposes 250 miles of high pressure, 36 inch diameter pipeline capable of carrying around 1.5 billion cubic feet of natural gas per day.

In an effort to apply the sustainability movement to the built environment, sustainable construction has gained substantial strength and momentum in global society. A growing body of literature reveals the positive effects of sustainable, or green, buildings in terms of real estate market premiums, energy cost savings, employee productivity, and regional economic growth. In this context, my dissertation examines three research topics pertaining to sustainable buildings, and does so in three separate chapters.

Legacy cities – also known as shrinking, rust belt, and post-industrial cities – are places facing persistent population decline, disinvestment, and structural economic challenges. Scholars and practitioners argue that historic buildings are among the key assets for neighborhood stabilization and revitalization, yet demolition of existing buildings is a dominant public policy approach in legacy cities. Using a mix of quantitative and qualitative methods, this three-essay dissertation (1) develops a typology of legacy city neighborhoods across five cities (Baltimore, Cleveland, Philadelphia, Richmond, & St. Louis) and five census decades (1970-2010), (2) identifies patterns of federal historic rehabilitation tax credit (RTC) activity …

Climate change is one of the most daunting problems of our time requiring innovative responses to its causes and consequences. In the United States, the long absence of strong federal leadership along with growing public awareness of the problem created a fertile ground for state-level climate action planning. To date, 34 states have adopted Climate Action Plans (CAPs). The question that this study addresses is: Does state-level climate action have the potential to reduce carbon emissions significantly? This question was examined by assessing the relationships between CAPs, emissions reduction targets, plan implementation and emissions mitigation. My hypothesis was that CAPs …

A region's workforce has been described as its greatest asset. Guided by human capital theory and new growth theory, regions have pursued economic development policies to increase the number of college-educated workers and expand the pool of STEM -- science, technology, engineering, and math -- talent. Academic literature and policy interventions have focused on a region's human capital in terms of educational attainment instead of a more fine-grained definition of human capital based on skills and competencies. Cleveland State University’s Office of Civic Engagement, through an Engaged Learning Enhancement Grant, funded a pilot demonstration project to evaluate the use of community mapping for assisting with community assessments of neighborhood issues in a west side neighborhood of Cleveland. The project used neighborhood residents to collect and map data on a variety of neighborhood issues, specifically dilapidated buildings, potentially dangerous dogs, pot holes, broken sidewalks, offensive graffiti, trash in vacant lots, dead trees, and more.

The Levin College of Urban Affairs has been the evaluation partner for the Cuyahoga County Foreclosure Prevention Program (CCFPP) since the program was adopted in 2006. This report is an update to the County for 2014. The evaluation provides metrics to track progress and provides feedback about the program that can be used to improve and adapt it to meet the rapidly changing state and national context surrounding foreclosures.

Since consistent tracking began in 2009, the Cuyahoga County foreclosure prevention program has served a total of 23,002 homeowners at the five participating counseling agencies. In 2014 alone, 2,751 households were …

Cities without uses become ghost towns, with a midway existence called “the shrinking city”. Cleveland, like many Rust Belt cities, is a so-called shrinking city. For decades now the region has fought against the anticipation of disappearing. This fight is called “economic development”.

Ohio has not, heretofore, been a major player in the deployment of stationary fuel cell applications, notwithstanding its status as a leader in developing fuel cell technology. One reason for this is that in the years since fuel cells became commercially available, fuel cell power generation had struggled to be cost effective in Ohio due to a combination low electricity prices and high natural gas prices, the latter being the most common fuel for stationary fuel cell applications.
