Loss of prime farmland is a serious concern in the United States and around the globe. With rapid urban population increases, the activities and perceived needs of concentrated groups of people result in the swallowing of some of the most fertile lands in this country. Today we have just under 2 acres of productive farmland per person in the United States. Given the current population growth rate due to births and immigration, plus the present rate of farmland loss, World Watch Institute estimates that we will have about 0.6 acres or one-third as much farmland available per person by 2055--a …

Headway Deviation Effects On Bus Passenger Loads: Analysis Of Tri-Met’S Archived Avl-Apc Data, James G. Strathman, Thomas J. Kimpel, Steve Callas

In this paper we empirically analyze the relationship between transit service headway deviations and passenger loads, using archived data from Tri-Met’s automatic vehicle location and automatic passenger counter systems. The analysis employs two-stage least squares estimation to account for the simultaneous relationship between headway deviations and loads. Controlling for the effects of passenger activity on delay, the results indicate that the observed incidence of excess passenger loads is systematically attributable to deviations from scheduled headways. In turn, analysis of the causes of headway deviations served to identify possible operations control actions that would improve service regularity and, consequently, reduce incidences …

The very word "gentrification" implies distaste. Advocates for the poor and ethnic minorities see affluent whites bidding up the prices for urban housing to levels that force poor families out, depriving them of affordable housing, perhaps rendering them homeless, and changing the character of a neighborhood from one that reflects distinct ethnic and class needs and cultural traditions into a bland emporium for expensive consumer goods. Sometimes historic preservation laws are indicted as particular culprits in setting this dynamic in motion. Portland needs to plan for broadband development and take steps to ensure these plans are implemented. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. SE Clinton is a popular bicycle route for commuter, utilitarian and recreational bicyclists that fails to provide a safe and direct connection to the Eastbank Esplanade and downtown Portland. Furthermore, residents in the Hosford-Abernethy and Brooklyn neighborhoods do not have a safe bicycle and pedestrian connection to access the Eastbank Esplanade. This gap in the bicycle and pedestrian network must be removed to serve the needs of bicyclists and pedestrians.

This project presents four alternative bicycle and pedestrian routes that connect the Eastbank Esplanade and the SE Clinton bikeway through the Central Eastside Industrial District. Each alternative, with improvements, is …

The economic value of an urban university to a metropolitan region is comprised of (1) the educational opportunities provided to students who rely on local institutions of higher education, (2) the unique contributions of urban universities to the social and political infrastructure of a region, and (3) the research and service contracts and other funds and philanthropic donations attracted to the campus by faculty and staff. First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). Creating and maintaining up-to-date sharable Geographic Information SystemsTransportation (GIS-T) data is challenging. Many states are working on Transportation Framework efforts to build a complete, consistent, and current transportation data layer in conjunction with the NSDI and Geospatial One-Stop efforts. This paper summarizes an effort that systematically re-examined transportation data sharing issues as part of the development of a Transportation Framework for the State of Washington. Business needs were assessed in terms of spatial and temporal accuracy needs of stakeholders and users of a state-wide Transportation Framework. Mandating Density: The Blunt Instrument Of Smart Growth, Kenneth Dueker

This essay expresses concern that urban growth management places too heavy a reliance on densification, particularly upzoning with minimum density requirements in suburban infill situations. Increasing densities may be appropriate when other aspects of urban development can be controlled through urban design. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. …

Tri-Met's Experience With Automatic Passenger Counter And Automatic Vehicle Location Systems, James G. Strathman

The Tri-County Metropolitan Transportation District of Oregon (Tri-Met) is one of about 30 metropolitan transit agencies that have deployed both automatic vehicle location (AVL) and automatic passenger counter (APC) systems (Casey, 1999). These technologies are important components of the agency’s new automated bus dispatching system (BDS). The AVL and APC systems at Tri-Met recover comprehensive operations and passenger activity data at the bus stop level that is archived for later analysis. The agency has gained a reputation as an industry leader in the areas of data archiving and the application of archived data to performance monitoring and analysis.

What Works in Economic Development reviews evaluation literature relevant to economic development strategies. While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. It also demonstrates how positive results can be realized. A “what works” matrix follows the review of the evaluation studies. The matrix highlights the significant findings and key lessons that can be learned from this work.
