Beginning in the mid-1970s, U.S. suburbs started to experience many of the same problems typically associated with earlier inner-city decline including accelerating income decline, increasing family poverty, falling housing prices, growing income polarization, escalating crime, and increasing racial and ethnic diversity.

Conventional wisdom often lays the blame for neighborhood decline on who moves in and who moves out. This is understandable, as neighborhood migration is easily observable. It is the hypothesis of this research, though, that the less visible disinvestment of capital from suburban neighborhoods is an initial cause of suburban decline that precedes and coincides with the more observable …

In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. The Geography Of Global Urban Greenhouse Gas Emissions: An Exploratory Analysis, Jochen Albrecht, Peter Marcotullio, Amdrea Sarzynski, Niels Schulz, Jake Garcia

The purpose of this paper is to describe global urban greenhouse gas emissions by region and sector, examine the distribution of emissions through the urban-to-rural gradient, and identify covariates of emission levels for our baseline year, 2000.We usemultiple existing spatial databases to identify urban extent, greenhouse gas emissions (CO2, N2O, CH4 and SF6) and covariates of emissions in a “top-down” analysis. The results indicate that urban activities are significant sources of total greenhouse gas emissions (36.8 and 48.6 % of total). The urban energy sector accounts for between 41.5 and 66.3 % of total energy emissions. Significant differences exist in …

This report explores the strengths and weaknesses of two significant regional indicator projects for the Portland‐Vancouver metropolitan area. Specifically, this paper focuses on the measurement of equity conditions at a regional scale. In 2003, the Coalition for a Livable Future (CLF), in partnership with Portland State University (PSU), launched the nation's first regional equity atlas endeavor that pushed the notion of equity to the forefront of regional discourse. Defined primarily in terms of access to opportunities, especially in spatial terms, the atlas took advantage of the analytical capabilities and graphic power of mapping and maps to convey its findings. The purpose of this study is to identify, analyze, and describe the social outcomes that may be affected by the environmental risks generated by infrastructure projects; to examine the ways in which vulnerability and exposure to hazards may increase risk in neighborhoods over time; and to examine the implications of addressing the exacerbation of exposure to natural hazards within the traditional environmental justice framework. Utah has become an unlikely leader in regional planning through a voluntary partnership of key leaders, agencies, local government, and the general public. Given that regional planning efforts around the nation have generally evoked strong reactions from residents concerned about losing local control, the success of Envision Utah—the organization that emerged as a key driver of regional planning in Utah—in building a consensus around regional growth management holds lessons for other regions.

This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The local Metropolitan Planning Organizations (MPOs), created to enable a local voice in major capital road projects, acquired new institutional capabilities as federal agencies tasked them with implementing new social goals. In this article three important policy questions are suggested in light of signs of recent growth of nonprofit news and the possibility of a great deal more similar growth in the future: 1) Does nonprofit news production pose a plausible solution to the economic troubles of the U.S. news industry? 2) Would industrial subsidies of nonprofits, like those for “welfare state” health and human services co-production offer a potential solution to the economic problems of the U.S. news industry? 3) Can the currently evolving internet-based system of news production by volunteer citizens be sustainable in the long run?

As urban agriculture grows in popularity throughout North America, vacant lots, underutilized parks, and other open spaces are becoming prime targets for food production. In many post-industrial landscapes and in neighborhoods with a high density of old housing stock, the risk of lead (Pb) contamination at such sites is raising concerns. This paper evaluates the extent to which soil Pb contamination may be an obstacle to the expansion of urban agriculture in Oakland, California. Using a combination of soil sampling at 112 sites, GIS, “hot spot” analysis, and reconstructed land use histories, the research reveals that soil Pb concentrations are …

Oregon's Health Insurance Coverage Holds Steady, But The State's Uninsured Rate Remains High, Jason R. Jurjevich, Jack Byerly

Data released in August 2012 from the U.S. Census Bureau’s Small Area Health Insurance Estimates (SAHIE) program show that Oregon continues to have one of highest rates of uninsured residents in the U.S. According to Census estimates, 639,710 or 19.7 percent of Oregonians under age 65 were without health insurance coverage in 2010. For the under-65 population, Oregon’s uninsured rate ranks as the 15th highest rate in the country.

Compared to 2009, the 2010 data show no statistically significant change in the overall uninsured rate for Oregon. Similarly, there were no statistically significant changes for Oregon between 2009 and …

Milwaukee, Wisconsin is considered the most segregated city in the country and has the most disproportionate rate of minorities in Wisconsin’s juvenile justice system. The State of Wisconsin recognizes disproportionate minority contact (DMC) is a product of both differential offending by minorities and the racist differential processing by the juvenile justice system. Milwaukee’s residents are locked in a conflict about the role of racism in the high rates of minority crime and whether to address DMC with more stringent punishment or increasing alternatives to incarceration. Today, nearly two and a half million people in the U.S. are living in cages, with New Orleans holding the highest per capita rate of incarceration. While we have consistently seen that building cages does not bring us any closer to actualizing safety, the sheriff and other city officials of New Orleans justify a financially profitable plan to create more cages-to warehouse more of the city's people-in the name of safety.

The intention of this research is to implement an improved methodology for determining a food desert and exhibit the value of additional data sources.
