How Much Do Users Value A Network Expansion? Evidence From The Public Transit System In Singapore, Eric Fesselmeyer, Haoming Liu

We estimate the network effects of a public transit system by examining the impact of its expansion on housing prices. Our results show that a major expansion of Singapore's Mass Rapid Transit (MRT) system increased the price of apartments within 0.5 km of a pre-expansion station by 1.8% relative to apartments that were further away from a station. Evaluated at the mean housing price, the expansion increased the value of pre-connected apartments by at least S$455 million in aggregate, which is equivalent to 9% of the estimated S$5 billion cost of the expansion.

In the Portland metro area and across the state, the demographics of cities are changing. Urban populations and housing prices are rising, while household sizes are declining with an aging baby boomer generation and younger households both delaying marriage and children and having fewer children. With these changing dynamics, many Portland metro communities are looking to missing middle housing types to “provide for the housing needs of citizens of the state” as called for in the Oregon Statewide Planning Goals and Guidelines. Immigration, Income, And Public Transit Perceptions: Findings From An Intercept Survey, Jesus M. Barajas, Asha Weinstein Agrawal, Daniel G. Chatman

Although a significant fraction of public transit riders in the United States are immigrants, relatively little research explores whether immigrants have unique transit experiences. This paper analyzes intercept survey data from 1,247 transit riders in the San Francisco Bay Area to explore how mode choices and travel experiences differ for low-income immigrants compared to higher-income immigrants and US-born residents. We find that some public transit experiences are similar across all immigrant status and income groups, while in other ways low-income immigrants differ from their higher-income counterparts or from US-born respondents. Vertical equity and the maximization of farebox revenue are important but conflicting goals in the development of fare policy in the United States. Reducing fares for low-income riders reduces revenue for a transit agency, while increasing fares could disproportionately impact lower-income riders. This paper details this conflict, explores strategies that could account for both goals, and evaluates fare programs in the United States. Two types of low-income strategies are discussed: first generation strategies and targeted subsidy strategies. First generation strategies have several limitations that targeted subsidy strategies account for; first generation strategies focus more on supply, while targeted subsidy strategies …

There have been many studies focusing on different types of traffic delays, pedestrians’ interaction at signalized intersections and economic losses as a result of these delays. However, there is a huge gap in the current literature, regionally and globally, in studying the traffic delays associated with jaywalking. Nationwide Worker Database To Analyze Transit Outcomes Using An Economic And Demographic Lens, Robert Hibberd, Arthur C. Nelson

This extensive database project provides demographic data for workers, both in terms of where they live and where they work, for 39 U.S. Metropolitan Statistical Areas (MSAs). Planners and researchers can use this database to assess the extent to which transit stations and station areas are associated with economic and demographic change, and to forecast similar magnitudes of change through proposed new or expanded transit systems. Specific data elements include job numbers based on job sector, earnings, race, education, sex, and distance of census blocks to transit separated by mode type. Sex and gender categories have become more fluid in recent years. With evolving understandings of sexual orientation and gender identity, public administrators are confronted with questions of how to craft policy and make decisions based on new conceptions of sex and gender for transgender employees. Policy and practice is especially challenging in the workplace where sex and gender encompass both personal and professional dimensions. What issues and concerns of residential community associations (RCAs) compel them to mobilize and lobby local government? Do these patterns vary by RCA type? We argue that they do, and that neighborhood associations face different concerns than homeowners associations (HOAs). We also believe neighborhood associations are more likely to mobilize and interact with municipal government on behalf of the neighborhood. Using survey and interview data of neighborhood association and HOA presidents in Tallahassee, Florida, we find that neighborhood associations mobilize and interact with municipal government to a greater extent than HOAs. This article examines the role of similarity-attraction between African American-led nonprofits and the predominately African American youth they serve. Informed by interview data with executive directors, board members, volunteers, and students, this research captures how similarity-attraction operates in the context of three, well-established African American-led nonprofit organizations by utilizing an old-school values approach. The findings suggest that each of these programs provides a direct focus on African American history and positive role models. Further, these programs teach African American youth how to excel while being black, from people who know first-hand what that experience entails. Nonprofit program leaders become trusted …

Volunteers enable nonprofit organizations to reach more clients and more effectively fulfill their missions. However, the good done by these volunteers may be offset by their careless behavior. Rising fears that resulting lawsuits and monetary damages would deter potential volunteers from volunteering caused Congress to enact the Volunteer Protection Act. This research studies court decisions to ascertain whether the law fulfills its purpose and considers the implications of these interpretations for nonprofit managers. In less than a decade, the ride-hailing industry, led by Uber and Lyft, has dramatically transformed the way we travel in our metro regions. Rider adoption of these on-demand mobility services has proceeded much quicker than our understanding of their impacts to our urban transportation systems. Planning for this transformation in personal mobility, which will have unintended consequences, has been made more difficult by the scarcity in meaningful data made available by these ride-hailing companies. This dissertation is a case study of the New Orleans Police Department and identified factors that affected the retention of law enforcement officers post-Hurricane Katrina. The NOPD was chosen because the agency was an extreme case and experienced the unprecedented separation of over 300 officers during and post- Hurricane Katrina. The variables examined included tenure, age, salary, education, and job satisfaction, as well as, race, sex, marital status, and New Orleans residency.

From the early 1960s through the mid-1990s, crime in New York City ran rampant. With a gradually dwindling police during this time, a high unemployment rate, and an rapidly increasing metropolitan population, crime peaked in the early 1990s, with the murder rate hitting a record-high of 2,245 in 1990. When Mayor Rudy Giuliani took office in 1994 and appoint Bill Bratton as the NYPD police commissioner, these rates immediately plunged. Numerous factors may have contributed to this sudden decline in crime: the police force grew significantly through the 1990s, more criminals were placed and held in prison, and the economic …

The theme of this portfolio is how different tools and approaches can be used for advancing transportation equity. Broadly defined, transportation equity is about fairness in transportation. There are a number of ways this fairness can be assessed. The most common way to assess transportation equity is by looking at the fairness of outcomes, distributed geographically, socially, or even by mode of transportation. Equity can also be defined by the fairness of processes. Abstract:
This article focuses on the complex relationship between development and disaster risk. Development and disaster risk are closely linked as the people and assets exposed to risk, as well as their vulnerability and capacity, are largely determined by development processes. Transformation is key to moving from current development patterns that increase, create or unfairly distribute risks, to forms of development that are equitable, resilient and sustainable. A Fair Distribution Of Accessibility: Interpreting Civil Rights Regulations For Regional Transportation Plans, Karel Martens, Aaron Golub

The US Department of Transportation requires metropolitan planning organizations (MPOs) to consider social equity in their plans and projects in accordance with civil rights–related laws. In this paper, we suggest four interpretations of directives’ distributional standards in relation to accessibility. Employing this framework, we review the equity assessments of regional plans of the ten largest MPOs in the United States. Against our expectations, we find that MPOs tend to employ relatively strong distributional standards, albeit never explicitly. We argue that more explicit guidance regarding standards would improve the fairness and consistency of planning practice

This paper studies the effects of ride-sharing among those calling on taxis in Singapore for similar origin and destination pairs at nearly the same time of day. It proposes a simple yet practical framework for taxi ride-sharing and scheduling, to reduce waiting times and travel times during peak demand periods. The solution method helps taxi users save money while helping taxi drivers serve multiple requests per day, thus increasing their earnings. A comprehensive simulation study is conducted, based on real taxi booking data for the city of Singapore, to evaluate the effect of various factors of the ride-sharing practice, e.g., …

Studies of informal housing and urban citizenship in South Asia frequently link the precariousness of squatter life with the struggle to formalize engagement with the state. However, this article argues that the transition to a more formal mode of making claims on the state is a shift in terrain that is no less negotiated and contested. Through an ethnography of access to electrical power in Islamabad, Pakistan, this article explores the pervasiveness of informality in access to service delivery for a squatter settlement and its bourgeois neighbors. Knowing where one wants to go and how to get there are essential life skills for all people. Community access and travel skills are not only important rites of passage for youth in becoming adults, they are linked to higher rates of employment and overall health. People who are blind and visually impaired (BVI) face challenges in accessing public transportation, yet studies have shown that with relevant orientation and mobility instruction, technology, and accessible design, vision loss need not preclude community travel.
