“Project Sidewalk” is an existing research effort that focuses on mapping accessibility issues for handicapped persons to efficiently plan wheelchair and mobile scooter friendly routes around Washington D.C. As supporters of this project, we utilized the data “Project Sidewalk” collected and used it to confirm predictions about where problem sidewalks exist based on real estate and crime data. We present a study that identifies correlations found between accessibility data and crime and housing statistics in the Washington D.C. metropolitan area. In 2016 the United States Department of Transportation (USDOT) Federal Highway Administration (FHWA) published a Guidebook for Developing Pedestrian and Bicycle Performance Measures that presents methods for measuring walking and bicycling performance and activities and embedding them into the transportation planning and decisionmaking process (U.S. Department of Transportation 2016). Building on the 2016 guidebook, this resource focuses on pedestrian and bicycle network connectivity and provides information on incorporating connectivity measures into state, metropolitan, and local transportation planning processes.

Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

The current dilemma of College Lake offers a unique case study for how urban ecosystems can not only subsist within cities but provide pivotal functions for them as well. With the potential for a dam-breaching storm event increasing in possibility with each passing year, concerns regarding the structural integrity of the College Lake dam in Lynchburg, VA have arisen. Such concerns have led the City of Lynchburg to consider reinforcement or removal of the dam in order to mitigate flood risks along the Blackwater Creek floodplain. This study attempted to find out how land-use activities and land-ownership patterns have changed since land adjudication in Usoma Village, a peri-urban community on the fringe of Kisumu City. The methods used were photo-observation and geo-tagging based on walkabouts onsite, documentary analysis of maps obtained from the Ministry of Lands, interviews with key authority figures, independent experts and community leaders, and interviews as well as focus-group discussions with community members. With just 12 years to go to 2030, progress in providing universal energy access and improving rural development outcomes in many rural areas has been too slow if the Sustainable Development Goals are to be met. Over a three-year period, the Smart Villages Initiative gathered evidence and views from over 1000 stakeholders from 70 countries to identify the framework conditions necessary for the provision of energy services to rural communities and to ensure that energy access translates into improved rural development outcomes. Professional masters programs in the social sciences and policy fields prepare participants for middle and senior positions in the private sector, government, non-profits, and international organizations. In addition to ensuring further disciplinary knowledge, programs often include components on managerial, organizational, communication, policy analysis, and similar skills. Institutions are adding programs in interdisciplinary and emerging areas to their existing professional programs in business, counseling psychology, social work, and public administration.
Librarians face distinctive challenges in supporting such programs. Faculty teaching in these programs may be adjuncts unfamiliar with their institution’s library offerings and services. Some students have just completed undergraduate programs, …

School District Enrollment Forecast Reports
This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for Central Point School District 6 (CPSD) for the 10 year period between 2018‐19 and 2027‐28. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle series are also presented for the 10 year period.

Extreme urban heat is a powerful environmental stressor which poses a significant threat to human health and well-being. The management of dunes and beaches in Hampton Roads is critical to the region’s tourism industry and to provide protection from storms and flooding. During the summer of 2017, we surveyed over 675 residents of Hampton Roads to gauge their preferences for the management of dunes and beaches. An overwhelming majority felt that all taxpayers should have a say in maintenance practices along with government regulations to assist with the protection of beaches and dunes. Residents leaned towards localized input from citizens as preferred methods of management and understood the importance their tax dollars play in funding those methods. While …

In the shadow of the truly egregious policies rolled out by the Trump administration in their first year in office (anti-Muslim and anti-immigrant policies, de-staffing the State Department into paralysis, shrinking national monuments, strangling the ACA), and a general tone of chaos surrounding the office of the presidency, a standing threat remains. This study investigates the impacts of positive and negative externalities of highways and light rail on commercial property values in Phoenix, Arizona. We hypothesize that the positive externality (i.e., accessibility) of highway and light rail accrues at exits and stations, whereas nodes and links of highways and light rail emanate negative effects. Positive and negative effects decay with increasing distance and are captured by multiple distance bands. Hypotheses are tested using a spatial error regression model. Results show that commercial property values are positively and significantly associated with the accessibility benefits of transport nodes. The distance-band coefficients form a typical …

Objective
The goal of the present study was to use a methodology that accurately and reliably describes the availability, price and quality of healthy foods at both the store and community levels using the Nutrition Environment Measures Survey in Stores (NEMS-S), to propose a spatial methodology for integrating these store and community data into measures for defining objective food access.
Setting
Two hundred and sixty-five retail food stores in and within 2 miles (3·2 km) of Flint, Michigan, USA, were mapped using ArcGIS mapping software.

Integrated land use and transportation models have evolved along a spectrum with simplistic sketch planning models on one end and sophisticated microsimulation models on the other. While each type of these models has its niche, they are largely unable to balance the flexibility and realism of microsimulation and the speed and interactiveness of simple models. The Regional Strategic Planning Model (RSPM) aims to fill this gap by taking a microsimulation approach but making other simplifications, to model first-order long-term outcomes of land use and transportation quickly. As urban areas across the country are investing in bicycle and pedestrian infrastructure to promote environmentally sustainable transportation and to develop livable communities, many have pointed to improvements in environmental quality, economic development and public health as potential positive outcomes. While these outcomes of active transportation infrastructure are relatively well documented, it is also known that both transportation and environmental amenities are typically unevenly distributed in the urban context. Studies show that those who are the most socioeconomically disadvantaged (i.e. low income, people of color, etc.) are also those who disproportionately experience transportation disadvantages.

Asian immigrants to the U.S. are settling in "new destinations," but there has been little research on their health care and social service needs. Our analysis of Census data to identify cities with the fastest Asian immigrant population growth (1990-2000) yielded 33 smaller cities in 13 states. The cities ranged in population from 7,677 to 86,660; were spread across 13 states in the Northeast, South, and Midwest regions of the US; and varied widely demographically. Pilot surveys conducted in 2009 indicated that, although many residents had positive attitudes towards immigrants, many were also concerned about job competition and dilution of …

Once a prosperous cultural urban center in the Mississippi River delta, but now the nation’s second fastest shrinking city, Pine Bluff (population: 42,700) is Arkansas’ Detroit. Indeed, a study of black wealth conducted by famed sociologist W. E. B. Du Bois in 1899 found that Pine Bluff had the fourth highest rate of black wealth in the nation behind Charleston, Richmond, and New York City. Since communities are not reproducing the next generation of farmers, universities are establishing training centers to model new concepts and technologies in farming. The Farmers Training Center is both an immersive program in the rhythms of farm life and a public facility for hosting gatherings that celebrate value-added food products. More than three million Americans experience homelessness annually. Emergency shelter capacity is limited while local governments are unable to provide even temporary housing. Informal housing involving interim self-help solutions are now popular adaptive actions for obtaining shelter despite nonconformance with city codes. Unfortunately, most informal solutions have resulted in objectionable tent cities and squatter campgrounds where the local response has simply been to move the problem around. Our homeless transition village plan prototypes a shelter-first solution using a kit-of-parts that can be replicated in other communities. Willow Heights is a 43-year old public housing complex owned by the Fayetteville Housing Authority (FHA) within the federal public housing portfolio administered by the Department of Housing and Urban Development (HUD). The school’s design center was commissioned by a local foundation to study an alternative to the FHA’s plan to sell the downtown Willow Heights complex to a developer of high-income housing, necessitating relocation of low-income residents to another complex outside of downtown. Using equity as a driver of decision making, the studio introduced scenario planning to organize reluctant stakeholders in considering transformations to the five-acre complex.

Since the 1980s, significant investments have been made in urban rail transit across the United States, particularly using light rail technology. Most of these light rail systems have been built in Sunbelt cities which no longer had legacy rail systems. As a result, they were constructed using a building blocks approach, being funded corridor by corridor. Most research, however, on urban rail performance has taken place at the system-wide level, leaving a significant gap at the level of the transit corridor.
