Current traffic management strategies are based on expected conditions caused by recurring congestion (e.g., by time of day, day of week), and can be very effective when provisions are also given for reasonable variations from such expectations. However, traffic variations due to non-recurrent events (e.g., crashes) can be much larger and difficult to predict, making also challenging efforts to identify, measure, and forecast their disruptive effects. Pedestrian safety is critical to improving walkability in cities. To that end, NITC researchers have developed a system for collecting pedestrian behavior data using LiDAR sensors. Tested at two intersections in Texas and soon to be tested at another in Salt Lake City, Utah, the new software created by a multi-university research team is able to reliably observe pedestrian behavior and can help reduce conflicts between pedestrians and vehicles at signalized intersections. The Utah Department of Transportation (UDOT) is already working on implementing this new LiDAR system to improve data collection at intersections.

The argument is that in the post-Civil Rights era, the implementation of affirmative action and antidiscrimination policies at local, state, and federal levels has closed, if not almost erased, the gaps between Blacks and Whites. Promoting cycling is one of the low-hanging fruits to decarbonizing transportation, with further extensive benefits to quality of life. The main deterrent to the adoption of cycling for transportation is the lack of safe and connected infrastructure. This thesis explores and compares the case studies of Paris and Bogotá, where cycling modal shares grew significantly within the last decade. Plans outlining ambitious goals around sustainable transportation were put in place, and total bicycle network lengths increased rapidly in both cities. In the context of local and global workforce and people skills competitiveness, this study sought to determine whether the Engineering Research and Development for Technology - University of the Philippines Los Banos (ERDT-UPLB) alumni are competent in their chosen employment fields. Using the Likert scale of measurement, the skills, knowledge, and attitude competencies of engineering graduates were compared to the preferred competencies of employers and potential employers. Results showed no significant difference between the existing competencies of the ERDT alumni and the preferred competencies of prospective employers. The household contract responsibility system which was the land reform policy from 1978 to 2008 in China revealed shortcomings in terms of its goals. This system veers away from the commune system (1958 -1978) and endows land use and management responsibility to households. The New Rural Land Reform Policy that started in 2008 aims to create a more market led policy and it captured adjustments to correct these shortcomings. In the decades following World War II, mass suburbanization remade the American landscape. While suburbs accounted for 83% of the nation’s growth between 1950 and 1970, cities bled their populations and natural resources dwindled. Treating the postwar era as a critical juncture, this thesis examines the political history of twentieth-century state land use policy to illuminate how competing interests have shaped policy outcomes across the United States. Specifically, the paper seeks to explain the passage of statewide growth management and smart growth programs.
