This report examins the extent of air pollution emissions resulting from the use of backup generators at data centers in Northern Virginia, including both actual current emissions and potential future emissions, and how those emissions totals compare to other sources of air pollution in the Northern Virginia region. This mixed-methods case study on Osceola County, Florida examines how participatory barriers shape planning outcomes for Latino communities within single member district systems. Demographic transformation has shaped Osceola into one of three Hispanic/Latino majority counties. For Latinos, unique barriers to civic access exist, with the potential for exclusion in planning processes. The research bridges participatory planning theory with theories supporting single-member district electoral representation by evaluating whether district-level governance mitigates inequities where civic engagement is constrained. This thesis explores the embodied experience of cycling in Richmond, emphasizing the importance of centering firsthand, lived experience in cycling research and urban planning. While traditional transportation planning can often myopically prioritize efficiency and safety metrics to evaluate infrastructure, this project argues that such approaches overlook essential experiential, sensory, and emotional dimensions of cycling that determine how infrastructure is perceived, used, and ultimately succeeds or fails.

Tribal land in Jharkhand, India, has been cultivated for generations by Adivasis, one of the largest aboriginal tribes of India. After India’s independence in 1947, the government-owned Heavy Engineering Corporation (HEC) was established as a tomb to the industrial development of a new India. Land for the massive project came from acquiring large tracts of Adivasi land. Even in cases where compensation was paid, the social and cultural costs borne by Adivasis far exceeded the land's market value. In this paper, I focus on unequal access to educational resources, economic inequality, and the digital divide as connected barriers that shape the quality of education and training youth receive, the resources and networks they have access to, and the opportunities they can realistically maintain over time. Pujiharjo Village in Malang Regency, Indonesia, is highly vulnerable to natural disasters. In 2021, the Indonesian Red Cross (PMI) partnered with the Japanese Red Cross Society (JRCS) to implement a community-based disaster preparedness program. This study evaluates the program's effectiveness in terms of community participation, institutional support, and alignment with the Sendai Framework for Disaster Risk Reduction 2015–2030. Using a qualitative case study, data were collected through document analysis of Vulnerability and Capacity Assessments (VCA), Community Action Plans (CAP), and local SOPs. This study examines transportation planning practices and challenges in Nebraska, with particular attention to how planners and agencies address the needs of vulnerable populations. Using a qualitative approach, thirty-five transportation planners, practitioners, and service providers were interviewed. Participants were selected based on their professional in transportation planning and service delivery. The study explores what institutional and funding barriers planners and practitioners face, and what strategies they consider most effective for improving access and inclusion. Findings reveal that limited funding, fragmented authority, and the absence of a coordinated regional planning framework significantly constrain transportation development across Nebraska. Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. A systematic review of 117 zoning ordinances from counties, cities, towns, and villages, we applied a structured analytical framework encompassing regulatory and permitting policies, voluntary and incentive-based measures, and nature-based solutions. Viva CalleSJ is an open-streets initiative where several miles of the City of San José’s streets are closed to vehicular traffic, allowing residents to walk, bike, scooter, and skate freely. This report evaluates the Viva CalleSJ event held in San José on September 7, 2025, which attracted more than 150,000 participants. Using a mixed-methods approach, this evaluation examines aspects such as attendance, activities, modal access, and economic impacts, utilizing data from participant surveys (in English, Spanish, and Vietnamese), interviews, and observational analysis. This report summarizes the results from the sixteenth year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally representative sample of 2,539 respondents completed the online survey from February 3 to February 27, 2025. The questions test public opinions about raising the federal gas tax rate, replacing the federal gas tax with a new mileage fee, and imposing a mileage fee just on commercial travel. Revisions to Oregon's Transportation Planning Rules (TPR) set in motion the need for more multimodal data and analysis in local plans. One of the most common locations for fatal motor vehicle-bicyclist crashes is at intersections, which inherently have a large number of turning conflicts. Reducing these conflicts is a key objective in improving intersection safety across all modes. Of particular concern for bicyclists’ safety at intersections are the conflicts between straight-through bicyclists and motor vehicle right-turns and opposing left-turns. The objective of this research was to develop guidance and tools for transportation practitioners to use to reduce turning conflicts between motor vehicles and bicycles at controlled intersections and improve the safety and comfort of intersections for bicyclists.

Roadkill is the most visible consequence, with tens of millions of animals injured or killed on Oregon’s roadways each year. Beyond direct mortality, transportation corridors fragment habitat and can alter wildlife behavior, creating barriers that disrupt wildlife movement and access to critical resources, contributing to population declines. The seminar will cover surveys of residents at recently built Transit-Oriented Developments (TODs) focused on affordable housing sites. This study builds off of an ongoing partnership between Portland State University and the Portland Metro regional government to understand the travel choices of people who move to recently constructed Metro supported TODs. Since 2018, Metro has focused their TOD investment on affordable housing; this survey, conducted in 2024, offers a lens into how TOD works for these low-income Portlanders, how their travel differs from prior TOD residents, and what opportunities exist to improve the TOD - affordable housing combination.
