In 2021, the Santa Clara Valley Transportation Authority (VTA) approached the Mineta Transportation Institute (MTI) with a proposal to have MTI provide an evaluation of the Metropolitan Transportation Commission’s (MTC’s) operational discretionary funding allocation policies and methods for Bay Area transit operators. The research was done in two parts. Part 1 investigated MTC’s past and current allocation methods for discretionary operational transit funding programs; Part 2 involved the evaluation of outcomes if MTC employed alternative allocation methods. Investing in sustainable, multimodal infrastructure is of increasing importance throughout the United States and worldwide. Cities are increasingly making strategic capital investment decisions about bicycle infrastructure—decisions that need planning efforts that accurately assess the equity aspects of developments, achieve equitable distribution of infrastructures, and draw upon accurate assessment methods. Policies and planning must be conscious of inequities when defining and measuring equity in public transportation. This study was done to aid the California Department of Transportation (Caltrans) and the state’s transit agencies in assessing transit service equity and assisting with evaluating past, existing, and future inequities. This report identifies and evaluates policies and practices associated with equity measurement in public transit from extant academic and professional literature sources. In the Northeast U.S., climate change impacts are predicted to increase and intensify unless global carbon emissions are reduced enough to mitigate impacts on local municipalities. As a result, thousands of people in Massachusetts are vulnerable to dynamic and extreme weather conditions, including temperature fuctuations and precipitation patterns, particularly those who are socially, politically, or economically marginalized. While decision-makers in Boston and Cape Cod municipalities must consider diverse stakeholder needs, one population is notably missing from most climate resilience efforts: people experiencing transience due to housing insecurity. As United States looks to decarbonize its energy systems, there is likely to be a surge in interest in multi-customer District Energy. Interest in networked thermal will be especially high for low-income neighborhoods, which have been targeted by the Inflation Reduction Act for clean energy development. In northern climates, many such areas have no air conditioning, and residents are increasingly at risk with the intensity and duration of hot weather resulting from climate change. Many U.S. agencies have experimented with red colored pavement markings in transit lanes to enhance the message that they are restricted to transit vehicles. This study evaluates non-transit drivers’ comprehension of and compliance with red colored lane markings in transit priority lanes intended to communicate lane restrictions and appropriate turning and merging locations. Two complementary research methods were used: 1) an online survey of drivers’ comprehension of red colored pavement markings; and, 2) evaluation of video collected at locations pre and post installation of red colored pavement markings. This paper examines three case studies from different areas of the western United States to analyze the challenges and opportunities associated with redeveloping underutilized or abandoned golf courses. By examining how different communities from across the region have approached this process, this study aims to inform city planners, developers, policymakers, and other stakeholders about the intricacies and potential pitfalls of this process. It concludes with a list of necessary considerations for the redevelopment of any golf course and recommends best practices to follow throughout the process of redevelopment.

Despite a growing interest in belonging, immigration and urban scholarship has yet to develop an empirically grounded, spatially sensitive, and complex theorization of the concept itself. Drawing on a comparative case study of two disempowered cities – Bielefeld, Germany, and Detroit, US, – this dissertation analyzes how and to what extent forcibly displaced Yazidi and Chaldean Iraqis develop a sense of belonging. What is the role of the psychologist during times of gentrification, climate change, and inequity? Using Hall & Massey’s (2010) term conjunctural crisis, or the overlapping of multiple disasters that bleed into each other, I argue that psychologists have a responsibility to combat social inequity and work towards tangible strategies in collaboration with communities to dismantle structures of oppression. Despite a growing body of research on the smart city framework for disaster resilience, a comprehensive systematic literature review from urban planning perspectives has never been attempted. In this review of smart and resilient cities, we distill vital learning and shared concepts, identify research trends and limitations, and suggest avenues for future research. The results reveal that reviewed articles primarily focused on methodological approaches addressing how to adapt technologies for disaster resilience, yet rarely discussed the sociological approaches to environment, economy, and governance. This study will provide a reference to trace existing research and suggest equitable smart resilience.

Since the beginning of the COVID-19 pandemic in 2020, insurgent roller-skating has 're-emerged' as a popular use of urban space. Drawing on spatial justice theories, futures literature, and queer spatial theory, this study theorizes a four-part just futures framework to analyze the nuance and tension within the roller-skating scene in Portland, Oregon. The purpose of this qualitative study was to understand how the COVID-19 pandemic impacted youth experiencing homelessness (YEH). During the coronavirus outbreak, millions of people’s health worldwide was negatively affected. In addition to poor physical health, society’s mental health was affected by political discourse, viral mitigation factors, social distancing, and distrust of both the media and government. Decades of research with those experiencing homelessness suggest that the housing insecure suffer from a litany of poor outcomes.
