The Meatpacking Industry Needs Stronger Worker Protections And Enhanced Oversight, India Luxton, Laura-Anne Minkoff-Zern

Meatpacking plants are hazardous workplaces with high injury rates and poor working conditions, negatively impacting the health of the industry’s predominately immigrant and refugee workforce. The COVID-19 pandemic illuminated ongoing concerns in the industry, including the problems associated with consolidation and concentration, worker safety, and poor public health outcomes. This brief summarizes findings from a study that used data from 39 interviews with local, state, and federal officials and bureaucrats, worker advocates, and workers to analyze meatpacking policymaking and oversight during COVID-19. The authors find that a lack of industry oversight and decreased regulation contribute to unsafe environments, and injustices …

This study investigates the degree to which underrepresented construction contractors face challenges in California's zero-emission transportation sector to devise a simpler and more efficient bonding structure. Using a survey dispersed over underrepresented businesses across the state, the study provides several suggestions for a statewide bonding program that caters to the needs of contractors. Both qualitative and quantitative methods are used in the study. The survey data are evaluated using econometric tools to analyze whether there are any statistically significant associations between contractors' characteristics and their industry experiences. Previous research in the world-society tradition associates improvements in nation-level environmental outcomes with greater civil society integration. However, research in the world-systems tradition indicates these improvements depend on a nation’s position in the global political-economic hierarchy. To test whether these patterns are present at the organizational level, I estimate a multilevel model using corporate emissions data from the Carbon Disclosure Project and include interactions between world-system position and three measures of civil society integration: number of NGOs, proportion of corporations with climate-management incentives, and number of corporate UN Global Compact signatories. This dissertation focuses on the labor market or educational outcomes using applied microeconomic methods. Chapter 1 investigates the impact of waiting an additional year to start kindergarten on the socioeconomic achievement gap in Nebraska using longitudinal administrative data from the Nebraska Department of Education. I utilize fuzzy regression discontinuity design to find the effect of waiting on test scores. I find waiting a year to improve the test score, and this impact fades away over time. This fading pattern shows a considerable amount of heterogeneity across different demographic groups, suggesting an acceleration of the achievement gap. The study also investigates …

Previously, eviction has been perceived as a legal problem rather than a social issue. Previous literature examines eviction as a social problem and the role of program administrators in policy implementation. Through a mixed-methods study of in-depth semi structured interviews and secondary descriptive analysis of eviction data, this study serves explores program administrators’ perspectives on housing policy and eviction practices and the impact these perspectives have on policy implementation and eviction prevention. Chapter one devises an approach to adjust estimates of the number of food insecure for changes in sedentarism over time. Existing methodologies are biased upwards and date back several decades. We build a household model utilizing a Stone-Geary utility function, which rationalizes households shifting their labor decisions towards sedentary activities. Our comparative statics examine the impacts of changes in the productivities of sedentary types, as opposed to my physically demanding types, of activities and also their returns. Gender difference in taxation is generally understudied. However, existing scholarship, largely country case studies, suggests men pay higher tax rates where income tax progressivity is higher, due to their higher average income. Men’s higher rates should then increase gender equality in income post-tax. However, many rich countries reduced income tax progressivity starting in the 1980s-90s during “taxing for economic growth” reforms, including over half of the high income countries included in this study. These changes have previously unexplored implications for the extent to which the current (versus past) tax systems of rich countries reduce, leave unaffected, or compound gender disparities …

Harm reduction refers to public health policies and programs aimed at decreasing the adverse consequences associated with drug use. While harm reduction services (e.g., syringe exchange programs) can mitigate health risks, marginalized groups face barriers to service access and utilization, partially due to ineffective messaging approaches that fail to align with cultural values and experiences. A one-size-fits-all approach to messaging can negatively impact service utilization, health outcomes, and health disparities. Ineffective communication can lead to poor adherence to treatment, poorer health outcomes, and increased adverse events.

Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Falls are the world's second most prominent cause of accidental deaths (World Health Organization [WHO], 2021).
